Abstract

The historical area of the cities is a valuable architectural and physical heritage and a manifestation of the cultural, economic and social aspects of the people who lived in this part of the city in historical periods and recorded its cultural identity. These areas have witnessed the decline in urban development and the few actions regarding their improvement or reconstruction have not been acceptable. advance The purpose of this research is an analysis of urban regeneration in the historical (old) context of Dezful city. The research method in this study is descriptive-analytical and survey. The statistical population of the current research is all the residents of the historical context of Dezful city, which according to the latest census of Iran Statistics Center, has a population of 29,277 people. In order to reach a reasonable sample size, 384 samples were determined using Cochran's formula and randomly selected in a stratified manner. The main tool of data collection in the current research; It is a questionnaire, but due to the specialization of the questionnaire, interview and observation methods have also been used in order to complete the questionnaires. The results of SWOT and QSPM models show that the first two of the five final strategies for re-creating the historical context of Dezful belong to offensive strategies. In this way, the study and design of the possibility of creating footpaths in the historical context according to the increasing desire of the people for cultural and historical tourism and the use of the border area of the Dez river for the development of green space and the design of the green corridor along the river and the historical context can be considered as important. proposed the most aggressive strategies.

Abstract

Expansion of urban areas has impacted on climate in local and global scale. As a result, residents’ life would be influenced accordingly. In this study, the effects of changes in land cover and land use change on climate of Shiraz and Fasa were studied in a long-term period. To ensure the normal data, Kolmogrov-Smirnoff test was employed. The minimum and maximum temperature parameters and relative humidity were evaluated using non-parametric Mann-Kendall and regression method in a 45-year period (1966-2010). The results showed a decreasing trend for the minimum temperature and humidity for Fasa and minimum and maximum relative humidity for Shiraz whereas other quantities showed an increasing trend. The study examined the effects of land use changes and land cover types in the 23-year period (1987-2010) using images of LANDSAT satellite of TM sensor on temperature pattern in two cities. During these 23 years, a reduction of 113 square kilometers for barren land of Shiraz and 5/7 square kilometers for barren land of Fasa and extending 110 kilometers residential users and 3/5 square kilometers in Shiraz and Fasa were reported.

Abstract

Rapid urban development in social, economical, cultural, political and environmental aspects, has affected the human life in recent decades. Introducing the sustainable development as the main theme of the third millennium is the result of urban impact on the biosphere and the range of different aspects of human life too. Concentration on differences in dimensions and indicators of sustainable development in one place and having them compared to other places can use fal for planners to realize the development potential and weaknesses. In theme lines, Boroujerd city have been studied as one of the median cities in the West of Iran to assess the indicators of sustainable development. The purpose of this study is to assess indicators of sustainable urban development in Boroujerd town, compared with Iran urban centers. In this study, methodology, is cognitive in terms of objective, and is comparative- analytical in term of identity and the data collection method is documental studies. To assess the level of development, the concept of sustainable development was classified in four dimensions: social, economical, environmental, physical-institutional and 44 indicators were identified. The data were collected in the Boroujerd city and Iran urban centers. Data were analyzed with sign test in SPSS software. The result has shown that there is no difference between Boroujerd city and Iran urban centers in terms of social and physical-institutional indicators. But, economic and environmental indicators have significant differences. The economic condition is not good but the environmental condition is better. On the other hand, taking into account all indices, the sustainability of Borujerd city, almost is same with Iran situation sustainable.

Abstract

The urban land management is an l part of the urban management. In some countries such as Iran, there is no integrated urban land management and providing municipal services is assigned to nationwide organisations. This means urban management is offered by the municipality or subsidiaries of the aforementioned organisations such dispersion has occurred during serval decades. It is considered as the roots of organizatinal inefficiencies ( offocial and financial corruption is regarded as basic reasin for many crimes) and the origin or many conflicts between people and organizations(judicial) To do so, it follows an applied analytical descriptive approach. To analyse the data, mathematical and statistical methods were applied using Excel and SPSS.  Moreover, the GIS was used for visualisation and adaptive analysis. The study concluded that lack of clear visions and consequently uncoordinated organisations and their policies, isolated and vertical decision-making, and unmanaged intervention without the required organisational capacities are the critical reasons for inefficient urban land management.

Abstract

The real world has been created of extremely complex mosaics. The regional analysis entails the study of the mechanism of the processes involved in systems that are capable to explain the emergence, growth and decline of a region, but like any other geographic research, doing comparison in such a study is inevitable. The cities of the world are now the homes of more than half of the world’s population. Perhaps the most important global challenge of our age is to make sure that whether the planet remains habitable and provides sufficient resources for future generations. In this study, a descriptive-analytic method has been used to analyze the effects of information and communication technology in urban sustainable development in west urban areas of Kermanshah province. The statistical population of the study consisted of 184642 people that 386 individuals were randomly selected as the sample. The required data were collected by documentary-library method and field study and analyzed and processed using SPSS software and variance analysis model. The results showed that the cities of Qasr-eShirin, Gilan-e Gharb, KerendGharb, Sarpol-e Zahab and Islam AbadGharb obtained the first to fifth ranks respectively in terms of the affectability from information and communication technology in sustainable urban development.

Abstract

The physical development of a city will cause growth in other areas. Undoubtedly, the physical development of a country is an important factor in creating the dynamism of the economic system and even the well-being of its people. In this regard, Local governments need the variable, stable and sustainable financial resources for their role in this area. One of these sources is "taxes". The impact of tax on urban physical development plays an important role in its economic and social growth. In the meantime, taxes, especially the tax of estates and tenements, are one of the most reliable ways to provide resources for physical development. Therefore, the purpose of this study is to Investigating the Process of Urban Physical Development with Emphasis on Real Estate Taxes (Case Study: Five regions of Zahedan).The current approach to the present research is qualitative and quantitative and the type of research is applied. In this regard, comprehensive studies were conducted on the research indicators in the study area. The Fuzzy Mamdani model is then used to analyze the information. The results of the model function of the ranking of indicators indicate that public health and environment indices are in a desirable condition, Housing indices and quality of access are at a moderate level and educational, commercial, entertainment and recreational indicators are at an unfavorable level. The results of the status of the studied indices in determining the physical development of each of the 5 study areas in Zahedan in the output of the fuzzy inference system in the MATLAB software show that the 5th region with a score of 0.82 and first area with a score of 0.79 have a desirable level. The 4th area with a score of 0.70 has an average level of physical development. As well as the 2nd area with a score of 0.61 and third area with a score of 0.50 have an undesirable physical development.

Abstract

Assessment is one of the important methods in analyzing the accomplishment of Sustainable development and as one of the necessities of planning can identify potential and actual environmental effect that is emerged as a result of the construction and development and provides logical options to solve them.  The purpose of the current research is to assess the environmental effects of multi-layer highways on the neighborhood. The research is applied In terms of purpose and descriptive in terms of nature. Moreover, this research is environment based and uses sustainable development in theory. In order to analyze the data, 8 neighborhood around the Sadr bridge (Tajrish, Gheytariyeh, Chizar, Zargandeh, Sadr, Rostam Abas, Ekhtiyarieh and Pasdaran neighborhoods) were chosen as the analyze unit. Assessment indexes were assed in term of social, skeleton, vision and health-hygiene, economic and ecologic and safety-security domains. statistical Qualitative and quantitative  methods including  one sample T test and Friedman test were used to rate the domains and spatial analysis methods (spatial statistics) were used to show the status of the neighborhood. We also used the TOPSIS technique and Iranian Leopold in order to rate the neighborhood in terms of environmental effects of multi-layer Sadr Bridge. Results of the assessment matrix showed that Sadr multi-layer project is confirmed by providing corrective options in activities with high and very high damage. Based on the research findings it was found that the neighborhoods around the Sadr multi-layer highway given the assed dimensions, each have a different susceptibility from the multi-layer Sadr Bridge. In this regard, the ecological and skeleton have the most susceptibility and the security each have the least susceptibility from the Sadr multi-layer Sadr bridge and in rating the neighborhood, Rostamabad had the most susceptibility and the Zarhandeh has the least susceptibility from the Multi-layer Sadr bridge.

Abstract

Assessment of the land's capacity for urban development in the sense of objectifying the potential of the land is among the expected and executable applications. On the other hand, increasing urban population, followed by the growth of cities, due to the expansion of urban development makes moving toward the principles of sustainable development an indispensable act. Kerman as one of Iran's major cities encountering with limited natural and human development, is not an exception. Thus, it is essential to take into account its development structure. This study aims to identify the fertile lands for future development of the city of Kerman. This study is functional in nature and purpose and descriptive-analytic in methodology. In order to achieve the purpose of the study, the method of fuzzy Analytic Hierarchy Process (AHP) and Boolean was employed, and finally by combination of maps, appropriate lands for future development of Kerman were identified. The results of this study showed that the lands located in South, Southwest, and North and northwest of the city of Kerman are in a better position for future development compared to other parts of the city.

Abstract

 the development of sustainable urban development depends on providing relative prosperity, citizen participation and increasing social awareness for all members of society. The purpose of this paper is to measure social capital indices and its relationship with sustainable urban development in urban areas of Ahwaz. The present study is a descriptive-correlational one from a methodological point of view. From a single point of view, it is based on structural equations which has been done in Ahwaz in 2018. In this regard, library studies have been used to explain the literature and theoretical foundations and field method has been used to study the case study. Data collection tool is a researcher-made questionnaire. Structural equation modeling and confirmatory factor analysis were used to analyze the descriptive-inferential statistics data and SPSS and Amos software were used. The statistical population of the study was 384 citizens of Ahwaz city and the sampling method was random. The results of this paper showed that social capital and Sustainable Urban Development status are different between Ahwaz city areas. In other words, high social capital among the citizens of Ahwaz is a means of enhancing the sustainable urban development and structural dimensions of the city including economy, community, institutions, space and environment. The implications of this research for the strong link between social capital and sustainable urban development, the need to pay attention to the components of social capital and to adopt policies to maintain, enhance and enhance social capital to ensure sustainable urban development in the geographical area of ​​Ahvaz. Abstract

The increasing population growth in urban areas has created adverse social, economic, environmental and physical impacts on cities. Therefore, cities must provide better places for life. One of these places is the creation of pedestrian streets. The purpose of this research is to find out the development of a pedestrian with a human-centered approach in the city of Golghah which has been selected in the direction of three streets of Imam, 17 Shahrivar and Taleghani. In this study, we evaluated the factors influencing the utility of urban walkways in a human-centered approach from the point of view of experts and people. So this chapter consists of three main sections. In the first part of the criteria, in the form of a questionnaire and 348 questionnaires, pedestrians and residents were evaluated on the status of the streets in view of these criteria and indicators to determine the best option for walking. In the following, the criteria and indicators extracted from the study of theoretical foundations and research literature were ranked by Delphi method and the hierarchical analysis model using expert selection software. Finally, considering the importance of each indicator and prioritizing people in the streets, according to descriptive studies, alternative strategies are to be prioritized for pedestrians. To do this, first, prioritize alternatives based on the following indicators Then, considering the coefficient of importance of each and the impact of each of these indicators and sub-indicators, prioritizing the streets for the implementation of the human-made walkways was presented that Imam Street with a score of 36% compared to the other highest priority in the city of Haloogha for the implementation of the pedestrian It has a way. As well as Shahrivar St. with 33.4 percent in the next priority for the implementation of the human-like pavement plan. September 17th, with a score of 7.30%, is the third priority for pedestrians.

Abstract

Citizenship is a set of rights and duties a citizen enjoys because of his or her country of residence. Municipal law is a set of laws, rules and regulations that govern the interconnection of citizens and city departments in local and urban affairs, and explain the duties of overseers of councils, municipalities, and other city institutions; And planners 'and architects' awareness of the rights of citizens is one of the influential components in the process of urban architecture planning which is discussed in this article. Contemporary theories of urban law have led to a new military framework based on the concept of "right to the city" about urban life; if general framework can be understood in the context of the general concept of "right to the city", the following formulation from the Eiken set of laws on the concept of citizenship. It provided the architectural and urban planning rights: 1. the right to allocate; 2. the right to participate; 3. the right to centralization; Right of residence The right to habitation; 6. The right to individualization in socialization. Finally, the relationship between these components and their characteristics with the degree of their relevance and relationship with architectural and urban rights is presented.

Abstract

Increasing urbanization today and the lack of integrated urban management have led to inadequate planning in cities. In this regard, the local councils, as the most prominent local institutions and the most important decentralization manifestations, symbolize the serious presence of the people to determine their own fate, if they are institutionalized in the governance structure as coordinators of the executive agencies. In these cities, they can play a valuable role in the social security of cities. The present study was conducted using descriptive-analytical approach and field method. In this study 354 people were selected using Cochran model. Next, based on the results of the questionnaire, the results were analyzed using SPSS software. Conclusions: Based on the Friedman test, among the research items, the second item is "Social Security Development", and the first item is "Economic Security Development". Among the items, the second item (Social Security) with 2.90 points out that the role of local councils in social security development is higher than other dimensions and the first item with 1.98 points of economic security development comes in last. has taken. Also, the one-sample t-test showed that the significance level of the test is less than (0.05) and at 95% confidence level there is a positive significant difference between the dimensions of council functions and the dimensions of sustainable urban security development.

Abstract

by examining the level of inequality in the distribution of services and identifying the spatial pattern of injustice in the city, we can find out which of the services are in a more unfavorable situation than in this way, city management with conscious performance in spatial distribution of public services and social interests. , Reduce spatial inequalities and improve the quality of life and ensure sustainable urban development. The present research is applied and its research method is descriptive-analytical. The purpose of this analytical research is on the status of Ilam urban development indicators in order to achieve spatial justice, which uses the capabilities and facilities of geographic information system, including: map composition, Spatial statistics, etc. have been done. The results show that the spatial distribution of services in Ilam city is not desirable and the results of this study show that the concentration of urban facilities and services has occurred in the central part of the city and other areas are low in terms of urban resources and facilities. The research findings show that 20% of the city's population lives in relatively affected areas and 23.2% in areas with semi-sustainable development, and over 50% of residents live in deprived and completely deprived areas in terms of development in Ilam city. The results of the Vikor model are not considered to be sustainable development in any area. However, based on the results of the research, the focus of urban services in Ilam city follows the center-perimeter model, which means that everything from the central areas to We move around the area, reducing the distribution of services.

Abstract

The Islamic City Councils as an important element of the urban management system as an institution, policymaker, decision maker, and legislator at the local level, have to be fully operational in order to fulfill their role of policymaking and oversight over all matters to be able to carry out policy and oversight tasks in all areas of the city and local organizations concerned. Therefore, the purpose of this study is to measure the effectiveness of city council performance in improving the process of sustainable urban management and development from the perspective of citizens in Tabriz metropolis. This study is practical in terms of purpose and descriptive-analytical in terms of nature and method and document studies and field surveys were used to collect data. The statistical population of the study is all citizens and residents over 18 years of Tabriz metropolis. According to the 2015 census, this city had a population of 1558693 people and 497898 households. Cochran formula was used to determine the number of samples from 327 subjects were selected. The data for the analysis of quantitative methods, descriptive and inferential statistics (one-sample t, Kruskal-Wallis ANOVA, regression and path analysis) were used. The results showed that the average index of the performance of Islamic councils is 2.76 and its T-statistic is -6.59, which shows the unfavorable performance of the city council and the performance of the Islamic Council of this city in district 9 (with an average of 248.80). district 8 (with an average of 239.38) and district 2 (with an average of 204.33) have been evaluated favorably compared to other regions. Also, the average of all indicators of empowerment of Islamic city councils in the field of empowerment of Islamic councils is lower than numerical utility 3 and their t-statistic is negatively estimated. Finally, the performance of the Islamic councils in the economic dimension (employment, income and investment) has had the greatest effect with an overall effect of 0.608 and the least effect in the physical dimension with an overall effect of 0.210 in the realization of sustainable development.

Abstract

The urban development strategy is a new initiative that is being implemented in many cities throughout the world, including several in Iran, to enhance the quality of life, combat poverty, promote sustainable development, and foster effective urban management with a participatory approach.This study aims to investigate and compare how residents and municipal administrators perceive various aspects of the urban development plan. This study is descriptive-analytical. The statistical population includes the managers and employees of urban management and citizens at Yasouj city. The research sample size was calculated using Cochran's method to be 384 participants for citizens and 30 people for managers. The research was analyzed using one-sample t-tests, independent t-tests, one-way analyses of variance (ANOVA), and multivariate linear regression.The study's findings indicate that while municipal administrators are largely satisfied with these dimensions' current status, residents believe that these elements of the urban development plan are not in satisfactory condition. The descriptive statistics and the t-test demonstrated that the mean of the overall dimensions of an urban development plan is 1.88 from the perspective of people and 2.98 from the perspective of urban administrators. The degree of satisfaction with the research's dimensions varies significantly between the two groups as well. According to the findings of the linear regression, the dimensions of bankability and the ability to live comfortably have the maximum and minimum significance from the perspective of the people with a coefficient of 0.413 and 0.167, respectively. However, from the perspective of city managers, the livability and good governance dimensions, with coefficients of 0.373 and 0.112, are the most and least significant. Finally, the findings of the present study may help urban managers make better decisions and deliver services that are more in line with the needs of the community.

Abstract

Using urban growth and development modeling, it is possible to draw a development trend appropriate to the city's position according to environmental and natural factors and population attraction. The purpose of this study is to represent a model of urban development in Shushtar that can be used as a felicitous tool to analyze the complex processes of urban development. To achieve this goal, two databases consist of urban land use maps for educational, medical, habitation, etc and Landsat satellite images for major land uses such as rivers, barren areas, forests, etc were used by GIS and MATLAB software environment in three time periods 1991, 2004 and 2014. Existing urban land use maps were updated by using Landsat satellite imagery after digitization. Then the effective parameters in urban development were entered as inputs with the adaptive neuro-fuzzy inference algorithm (ANFIS). in order to evaluate the performance of the proposed method, training for 1991 and 2004 was performed. the result of urban development forecasting using the algorithm was compared with the current situation in 2014. The results are very close to reality and with an accuracy of 93.7%. The land use change map, which is the result of the change detection process, can be prepared based on multi-time remote sensing images and combined with urban user maps, and the relevant consequences examined. The use of intelligent algorithms in this research has allowed us to execute modeling with high accuracy. The results are satisfactory and this development was predicted for the coming years.

Abstract

In the age of knowledge, the rapid development of information and communication technology is considered as the main element to respond to the increasing urban environmental and socio-economic crises. Therefore, knowledge-based cities are cities that use technology and innovation to improve the quality of life of citizens and the efficiency of services aimed at sustainable urban development. Based on this, the current research was compiled with the aim of the impact of ICT use and capability on knowledge-based urban development. The research method is applied in terms of nature, in terms of the type of descriptive-analytical research (Structural Equation Modeling) and in terms of the type of post-event strategy. The method of data collection was library and field. The statistical population includes the experts of the Deputy of Urban Planning in 22 districts of Tehran Municipality, and the sample size was determined by targeted sampling of 220 people. Structural equation method and partial least squares approach and SmartPLS3 software were used to analyze the research data. The results indicated that the average variables of application and capability of information and communication technology and knowledge-based urban development of Tehran, along with all its components based on a 5-level spectrum, are in the range of 2.51 to 3.5, i.e., semi-stable. Also, the effect of the application and capability of information and communication technology on knowledge-based urban development has a significant coefficient greater than 1.96, and the path for the main research model is confirmed; Therefore, taking advantage of the application and ability to invest in the research and development of information and communication technology sectors can be a solution to remove the limitations of knowledge-based urban development in the metropolis of Tehran.
