Abstract

Generally speaking the existence of metropolises, alongwith the high various business districts have led to high valume of travels to these centers. The density and separation of these centers brings about the increase and the decrease of the vehicles. The adoption of location determination strategies and that of the comunicational centers and the city activities has made the cities continue the developement process while cosidering the fairly service destribution and the spatial equalities. The goal of this research is the recognition and determination of the city spatial organization working centers and activity model and the relation of service functioning with one another so that the mono central and poly central cities can have a important effect on the destribution system and service centers and the vast changes of the citizens .The analysis method is a kind of quantity and quality one. In the quality part of that the descriptive statistics ( the geometrical presentation , graphical disparation, the centralism measures) and the Hansen Model. In the areas of planning, a great difference is seen in the levels of land uses so that the land use of higher educations in the western metropolitan city of Mashhad area is 84 percent while that of the eastern area is 3 percent. It is the same about the equipped medicinal, commercial and green space areas.Only in the areas of managerial levels  there is a relative balance. Finaly the city is devided by three areas throughwhich while considering the employment , the developement potential and distance , the land use determining rate was found out.

Abstract

Tehran metropolitan authorities have always tried to develop the most efficient model for managing Tehran metropolitan affairs. Currently, the Tehran city management model is the council-city model, according to which people elect the members of the city council by direct vote, and the Tehran City Council elects the mayor. Over the past years, and considering that the institutions and organizations in charge of managing and providing urban services have in some cases suffered from parallel work or even inconsistencies in tasks, there is a need to develop a model for integrated urban management. In this article, descriptive-analytical method has been used. This article is practical in terms of the purpose of the study. The purpose of this article is to achieve a model for integrated management of Tehran metropolis. The statistical population of this study is Tehran urban management experts for which 34 people were selected as a sample. The data collection tools of this research are interviews and questionnaires and the data have been analyzed using paired comparison and TOPSIS methods. As a result of this research, according to the identified challenges and using TOPSIS method, the efficiency of the developed research model (with the proposed name of service desk) compared to the current model of Tehran urban management has been confirmed. Also, the most important result obtained from comparative studies is that in the studied metropolises, all matters of governance and urban management are always under the command of one institution and parallel work has been avoided, which should also be considered in Tehran.

Abstract

A new urbanism theory has emerged in recent decades in response to numerous urban problems of the twentieth century, with the goal of creating vibrant, compact, diverse and desirable cities in terms of work, walking, life, and transportation options. In view of the widespread acceptance of this theory among the Iranian researchers, the aim of this study is to assess the sustainability of organic and planned neighborhoods in Mashhad based on the spatial-physical indexes of new urbanism. In this regard, two neighborhoods, RahAhan (organic neighborhood) and the second phase of Rezashahr (planned neighborhood) were selected. This research method is descriptive- analytical and the mixed model of AHP and GIS has been used to assess the stability of two neighborhoods. Accordingly, the Sustainability Measurement Model was used as a hierarchy in the form of 7 physical-space indicators (type of road, pedestrian width, land use, area of lots, access to the center of the neighborhood, number of floors and access to public transport) . Tthe research results show that in Rezashhar, 68.43% of neighborhood area has moderate to high stability and 31.57%  of the total of the neighborhood area is the lack of stability, and in RahAhan, 70.84%  of the total of the neighborhood has moderate to high stability and 29.16% of the total of the neighborhood is lack of stability. Therefore, according to the spatial indicators of the new urbanism, the neighborhood of Reza Shahr is more unsustainable than the old neighborhood of Rah Ahan. Therefore, this study shows the richness of traditional Iranian urbanization and the superiority of old neighborhoods. So, it can be said that traditional and organic urbanization is a more appropriate basis for applying the new urbanism approach and this approach can be used in the form of urban regeneration.

Abstract

Geographical studies on food categorized in five scales; global and transnational, national and regional, urban, rural and agricultural, domestic scales of food consumption and the individual as a consumer. Based on this categorization, the present study is placed within urban and domestic scales. By accepting that population of Tehran metropolis will definitely increase in future and regarding that based on systematic approach and limits to grow theory (Meadows, Randers, & Meadows, 2004), no growth in the world will continue forever. We must consider factors that limit the growth of Tehran, besides factors provoke development. One of the limiting factors is the natural and geographical potential of Tehran metropolis. For this research among qualitative methods in futures studies, we chose the scenario, because this method "make the future more real for decision makers to force new thinking and decisions". In the formulation of food consumption scenarios, due to the diversity of stakeholders, the challenges and the types of issues and ambiguities, the approach of the Global Business Network (GBN) was chosen. To analyze the key factors and identifying the key variables the structural analysis method and MickMac software was used. Based on two key variables, technology, and consumer responsibility, four scenarios were created, these are four scenarios: Smart eating scenario, McDonaldization of Society scenario, Food Geography scenario, and Community Eating scenario. In this study, four alternative food futures have been presented for Tehran. In these scenarios, both desirable and undesirable futures are clearly and accurately depicted. The geography of food scenario due to the neglect of the environmental capacities and natural and geographic potentials is the most unsustainable scenario for the future of Tehran. Without scenarios, thinking about the futures of food in Tehran is very difficult and even impossible. These scenarios can help us take into account possible futures in today's decisions. Although this article does not predict a specific future for food in Tehran, But, given the recognition and sensitivity of the events, it can be very useful for long-term decisions.

Abstract

Spatial Analysis of Crimes at Different Hours of the Day, the Days of the Week, Month, and Seasons is an Effective Way to Control and Prevent Urban Crime. These analyzes give city management and other city safety officials, including law enforcement officials, the possibility to take preventive measures to eliminate or mitigate the effects of these factors in the city. The purpose of this study was to investigate the spatial analysis of theft crimes on a daily, weekly, monthly and seasonal basis in the 12th metropolitan area of Tehran. The research method in this article is descriptive-analytic. The comprehensive statistical data included the statistical blocks of 1390 in the neighborhoods of the 12th district of Tehran and the crimes related to theft in 2010. The most important statistical tests used are the Center-Medium and Oval-standard deviation tests, and from among the clustering tests, the nearest neighbor index is used to identify massive cores. The results of this study indicate that 446 crimes related to theft, Ferdowsi and Lalehzar neighborhoods, and Sa'di Baharestani have the most crimes and minorities in Kosar and Mokhtari. The pattern of distribution of crimes in the 12th region is clustered and the most important crustal focal points are formed at the intervals of the Shemiran, Iran, Baharestan - Saadi, Ferdowsi -Laleh Zar, Arg Pamenar, Imamzadeh Yahya and the Cascade. The spatial analysis of stealing crimes also suggests that the direction and extent of theft is different at different times of the day, weekdays, and on a monthly basis.

Abstract

Increasing urbanization in the urbanized world has posed major challenges to the sustainability of metropolitan areas, especially in developing countries in various aspects of sustainable development, and has provided them with the prospect of unsustainable development. Excessive land use and its consequent land use changes and land cover are one of the environmental problems caused by the high concentration of population and activity in metropolitan areas. This study is an applied one in order to monitor the environmental changes caused by spatial expansion of Tehran metropolitan area by descriptive-analytical method and by using remote sensing and GIS techniques land use changes and land cover caused by spatial expansion of Tehran metropolis. Has evaluated and analyzed Tehran. The results indicate that the area of land increased from 34316.1 hectares in 1365 to 68252 67.95 in 1595/6117 hectares related to changes in agricultural lands, orchards and water area. Be it. The results of the Markov Chain Model prediction of the probability of land use changes and land cover up to 1405 also indicate that land use and land cover changes will continue in favor of constructed lands. It is concluded that Tehran's metropolitan area has expanded beyond the demographic and ecological thresholds and has led to a significant structural disruption to the environment by moving toward the natural environment. Accordingly, the need to pay attention to new approaches to urban development as well as to provide decentralization scenarios can be a major step towards resolving environmental problems caused by over-spatial expansion.

Abstract

In this regard, the main purpose of this study is to investigate the role of non-governmental organizations in improving the urban management system of Tehran metropolis in six physical, functional, social, economic, environmental and institutional dimensions. The research method was descriptive-analytical and the data collection method was documentary and survey. The research tool was a questionnaire. The statistical population of the study was the citizens of Tehran and the sample size was 383 people. The data were analyzed using T-test and confirmatory factor analysis. The results show that the level of significance in all dimensions is lower than 0.05; Therefore, according to the average scores, NGOs in Tehran have mainly played a greater role in the social and environmental dimensions and in the economic and institutional dimensions in the form of an intermediary relationship between urban management and citizens. In the framework of confirmatory factor analysis, comparison of explanatory variance by six factors showed that social, environmental, functional, physical, economic and institutional factors have the highest variance in explaining the role of factors in the urban management system of Tehran. A total of 20 main factors in explaining the role of semen were confirmed; Thus, it was found that the Samanids, given that they are in direct contact with citizens, can accurately reflect urban issues and realities to the urban management system; For this purpose, it is suggested that first, according to their different functions, the subdivisions should be classified into specialized subdivisions on various urban issues, and also their position in the urban management system should be upgraded.

Abstract
With the rapid growth of population and urbanization since the last century, the complexity and understanding of the spatial organization of the city, as well as the ability to predict urban events in its spaces, have become difficult and in some cases impossible. Karaj metropolis is one of the major metropolitan areas of Iran that has been experiencing rapid population growth and this has led to complexity of space and consequently to complexity of organization recognition and analysis and its spatial structure and impact of livelihood components. It has become a spatial system. The main purpose of the present study is to identify the role and impact of Karaj's spatial organization on its nuclear viability. The research method is quantitative and descriptive-exploratory. The study area was Karaj metropolis and its main nuclei. The statistical population of this study is citizens living in the sub-nucleus of Karaj. The sample size was 378persons. The data used in this study were collected through library and field research. Data were analyzed using spatial statistics, spatial arrangement, and T-test and Friedman test. The results show that the Karaj metropolitan organization and spatial structure are interconnected and connected to some of the major routes, forming sub-nuclei away from the core and thus transferring the functional and service applications from the center to be the peripheral nucleus. This has affected the viability of the core. Decrease in biodiversity has occurred in different physical, social, economic and environmental dimensions that have affected the environmental and economic aspects less than the other two dimensions, so it can be concluded that the Karaj Spatial Organization has an impact on its viability.

Abstract

There is a wide body of literature indicating a strong link between urban form and carbon emissions in the transport sector, this is done through the impact of city form components on citizen’s travel behavior. Therefore, in urban low carbon development theory, the reduction of cavalry production through changes in urban form elements is considered. This paper investigates the effects of urban form components on Tabriz Metropolitan travel behavior. Tabriz’s single-engine city form makes maximum use of personal cars for city trips resulting in increased carbon emissions in Tabriz’s urban air. Therefore, the impact of urban form elements on car-driven travel behavior has been selected as the most fundamental pillar of low carbon studies in Tabriz. The results of   the   application   of the Moran method show that the criteria used are mainly clustered and therefore have spatial autocorrelation and it is very useful to use location- based regression methods such as geographic weight regression. The results of this method show that access to metro stations in Tabriz metropolitan area the coefficient of importance of 0/40 have the least relationship with urban travel behavior, respectively and the two factors combining urban land use and business center access with a factor of importance of 0/54 are most important in urban travel behavior. It was therefore concluded that the components of urban form are more important in urban travel behavior and it needs to get more attention form city managers and planners in shaping a low-carbon city.
