Abstract

Accessibility of rural settlers to financial credit facilities is being considered as one of the important factor for development of entrepreneurship in ruralareas. As such, provision of micro credits could be a secured way for absorption of financial capital needed for development of entrepreneurship in rural areas. The allocation of this credit into agricultural sector could facilitate this process. This study aims to investigate the role of economic space needed for entrepreneurship in the analysis of allocation of group as well as individual credit in agricultural sector. The research method has applied as well as descriptive nature. It further deals with documentation; field works (questionnaire and interview) as well as application of descriptive and infernal statistics including K2, Freedman test, and correlation regression. Statistical society is composed of farmer of Ghanibeyghloo (Zanjan) and Khararood (Khodabandeh). This study suggests that an economic space needed for entrepreneurship pertaining to farmer is not in an appropriate state. However, this space pertaining to the receivers of these credits possesses on appropriate situation. Further suggests that those farmers who possess be her economic space for entrepreneurship is less likely to deviate from proper allocation of their provided credits.

Abstract

Entrepreneurial activities in rural areas in spite of existence of appropriate and varied situation have not been institutionalized yet. It is argued that varied restrictions and barriers forced entrepreneurs to leave the rural areas. This paper aims to investigate the most important barriers regarding entrepreneurial activities in rural areas of Zanjan. From purpose stand point the research method has applied nature. It is followed by field work as well as descriptive-analytical method. The statistical society composed of rural households of Ghani Baglo district. According to ١٣٩٠ census it is associated with ٣٣ villages, ٢٣٣٠ households and population of ٩٨٤٣. ١٩٥ households out of ١٢ villages were drawn. Data gathering technique is based on documentary as well as questionnaire. Data analysis is supported by principle component analysis. This study suggests that economic, individual, structural factors are capable of explaining ١٣.٦٤ % of the variations and are considered as the most prominent barriers regarding rural entrepreneurial activities. However, low place adherence, lack of job opportunities, insufficient capital, low job risk and change in jobs are among other rural entrepreneurial restrictions.

Abstract

Introduction:
Nowadays, low job offers, unemployment and rural poverty are being considered as a major driving force for rural- urban migration. This in turn may cause some problems both for rural and urban communities as well as some challenges with respect toachievement of sustainable rural communities.  Taking into account these challenges, entrepreneurs through their creative economic efforts could be helpful regarding economic improvement of rural areas. Even though the major motive behind this sort of activities is private benefit but they could provide proper atmosphere for entrepreneurial ship at local, regional and national level. Rural communities taking into account their physical, social and economic situations simultaneously could offer both opportunity and weakness regarding entrepreneurial ship. It is argued that the development of entrepreneurial activities in rural areas must be based on rural capabilities in order to be successful and head toward sustainability. Jaber Ansar district located in central part of Abdanan, taking into account its prominent characteristics including proximity to urban areas, possession of active handicraft, the existence of fertile agricultural lands and natural resource abundance, possess high entrepreneurial potentials at local and regionalnevel. The major objective of this study is to investigate sustainable rural development potential from entrepreneurial ship and employment aspect in the study area.
Methodology:
The type of study of this study is explorative. It is based on descriptive- analytical research method. It is further supported by documentation and field works including questionnaire, interviews and observation. The study area is Jaber Ansar district located in Abdanan. Statistical society is composed of head of households were selected through application of Cochran formula and random sampling technique. The questionnaires were composed of four components and 32 indicators related to entrepreneurial development and rural employment. The data analysis further demands application of descriptive statistics and principal component analysis and SPSS.
Conclusion:
According to principle component analysis results in the study area, eight factors including infra-structure, economic, awareness, self-confidence, personal creativity,innovative capabilities, physical infra structures and access to different facilities have prominent impacts upon sustainable development from entrepreneur aspects. These factors are capable of explaining 75.25% of the variation. Infra structural and social factor with eigenvalue of 5.63% is the major factor and is capable of explaining 17.60% of the variation. This is followed by economic factor as the second major one with the eigenvalue of 4.48%. It is capable of explaining 14.01 % of the variation. The least important factor is access to economic. Facilities eigenvalue is % 44 and capable of explaining 4.51% of the variation. It may be concluded that the improvement of appropriate public infra–structures including provision of drinking water, electricity and fuel, proper communications as well as transportation facilities, post banks, well designed and equipped transportation systems for shipping commodities to markets, access to skilled and literate labor force are all being considered as influential factors for provision of needed potentials and pave the way for entrepreneurship. It is argued that economic development in rural areas requires new strategies. This in turn is associated with entrepreneurship and environmental policies. Thus economically speaking entrepreneur plans in the study areas would be fairly effective needed for creation of occupation, special credit facilities sufficient funds for small businesses, awarding low interest rate and non-paying back loans especially in deprived areas are among some of the recommended measures.

Abstract

Introduction:
Nowadays, management and economy as science as well as entrepreneurship receive special attention. Strengthening entrepreneurship and creation of an appropriate setting for its development are being considered as a good tool for economic improvement namely in developing countries. Based on entrepreneurship world statement, there exist a high relationship between national economic growth and organizational and national entrepreneurship level. Generally speaking, entrepreneurs potentially exist in any country. However, one should put extra effort to increase their capabilities. Moreover, the existing structures should pave the way for proving themselves. As a matter of fact, entrepreneurs play a vital role regarding social and economic development and transformation. They act as a prime element for revitalization as well as continuation of development. That is why many governments in both developed and developing countries try to guide and encourage entrepreneurs and provide them relevant education .Iran experienced high rural-urban migration as a result of rural backwardness. This is associated with ghettoes, down grading of quality of life, low job opportunities, increase in crime and delinquency. The major objective of rural plan is the achievement of rural development. This in turn will lead to reduction of unemployment increase in job opportunities. These two phenomena are the resultant of Imbalanced labor force, demand and supply as well as decrease in agricultural growth sector in rural areas and decline in job opportunities (23.4%). It is argued that agricultural development by itself cannot guarantee rural economic development and irradiate poverty. Thus attention to other sectors is strongly suggested. Despite, the importance of entrepreneurial ship and its impact upon global economy, Iran has not paid an appropriate attention in this regard. High degree of youth population, lack of job opportunities, high unemployment rate demand more attention to this phenomenon. As such this paper predominantly aims to access entrepreneurship status in southern Astarabad in Gorgan.
Research method:
This study possesses descriptive- analytical nature. It is farther based on survey technique and questionnaire. As such 10 experts in the area were asked to give their opinions in order to weigh the relevant chosen criteria. Study area is composed of 16 villages which house 4805 households. Cochran formula was applied in order to determine the appropriate sample size with the significant level of 95%. Sample size turned out to be 356 which extracted via random sampling technique taking into consideration the number of households in every individual village. This study further followed by application of hierarchical weighing fuller triangle technique regarding the viewpoints of the experts. At the end, it demands ORESTE model in order to rank the villages.
Discussion and concluding:
This study suggests that entrepreneurship not only cause better utilization of the existing resources, but also paves the way for rural settlements sustainability. This is because entrepreneurship through providing job opportunities and resultant sufficient incomes make the settlers to remain in their village. It further could attract investment and draw outside labor force to the area. This in turn will strengthen the foundations of national regional development. However, all of the villages do not possess the same potential in terms of entrepreneurship. As such this study try to prioritize villages located in southern Astarabad in Gorgan from entrepreneurship aspect. According to experts view points, accessibility to education and training, consulting, experiences, knowledge and skill are being considered as main yardsticks in this regard. However, access to capital without needed education and training could not lead to entrepreneurship. According to ORESTE technique computation Naziabad, Sarnabad, and Maryamabad, based on the above mentioned criteria possess the highest ranks as opposed to lower shahkoh, Siyashlou and Qazagh-mahale. This study suggests education and training regarding entrepreneurship specifically in the area of tourism. It believes that lack of capital is being considered as a major obstacle in the study area. Providing low interest loans to rural settlers which could give them initial capital and motivation with respect to entrepreneurship is highly recommended.

Abstract

Introduction
Rural areas face various challenges in Iran; one of the most important challenges isb economic weakness. Since entrepreneurship can remove many major challenges (such as unemployment, low level of income, lack of economic diversification) in rural areas and it can affect other aspects of rural life positively, entrepreneurship and job creation are the most important plans and strategies for rural improvement to resolve economic challenges. Entrepreneurship in village leads to job creation, increase in income, wealth creation, improvement of quality of life and it is also helpful for local people participating in economic activities. The agriculture section in most third world countries cannot provide enough job opportunities and income to meet the needs of rural areas with high population density as a result of low level of productivity of land and labor, so non-farm entrepreneurship is considered as the suitable strategy to improve job creation and increase rural income. Promoting diversification of economic activities in rural areas especially in non-farm section leads to a profound impact on the creation of entrepreneurial thinking in rural areas; Since for landless people or those who own a small size of land, earning farming income and this amount of income does not meet their needs, non-farm entrepreneurship and as a result diversification of non-farm economy (or related to farm economy) can create job and income for them. Undoubtedly, job creation in non-farm section prevents labor force as the major economic capital from exiting the villages which is the main reason of rural-to-urban migration growth and many socio-economic problems. Based on this fact, this study aims to analyze the importance of non-farm entrepreneurshipb in improving the quality of life in villages of Shandiz area and also to determine that in which dimensions and aspects of rural life considered by entrepreneurs in their plans, the farm based entrepreneurship activities have the most impacts. The research questions include "how much farm based entrepreneurship activities could improve the quality of life in the villages in economic, social and environmental dimensions?" and "in which dimensions do entrepreneurship activities have the most impacts?"
Methodology
According to its aim, this is a practical and developmental study and regarding its methodology it is descriptive-analytic one. For theoretical modeling, descriptive and documentary methods have been used by reviewing theoretical literature related to rural development, quality of life, entrepreneurship and non-farm entrepreneurship studies. So, the criteria and indicators have been chosen according to theoretical frameworks and works done by other researches and also on the basis of its aim. The analytic unit in this study is the non-farmer householder who participates in creative non-farming activities in studied villages. Residents of villages in Shandiz area, Binaloud County, including Shandiz and Abardeh villages with population of 19667 in 1390 are the study population. According to the conducted field study, among 18 villages which their populations are more than 20 households, 6 villages with the population of 13217 are considered as study samples and in these villages non-farm entrepreneurship activities have been done more than other villages. To study the impacts of non-farm entrepreneurship activities in the studied area, samples should be chosen according to the number of households in the region; regarding the total number of households, sample households in the sample villages are 3776 households and as a result, according to Cochran Formula (using 0.06 margin of error) 249 households have been chosen to complete the questionnaires regarding the householder's point of view. The first level of sample selection among householders in the studied area is according to an analogy between villages and the second level is random selection. Eventually, information extracted from the questionnaires has been analyzed using statistical methods (Pearson, Spearman and Chi-square correlation tests to the case with independent group and step by step regression analysis) performed in SPSS.
Discussion and Conclusion
It was found that, non-farm activities have various impacts on economic, social and environmental dimensions. Chi-square test to the case with independent group was performed to analyze villager's point of view regarding non-farm entrepreneurship activities; for most indicators, a meaningful level of significance less than 0.05 and the relationship has been proven. For assessment of economic impacts of entrepreneurship on quality of life, indicators such as income, employment status and economic justice have been used. The relative distribution for answering question suggests that the average value of economic changes is 3.46. This average is defined in the range from 1 to 5 and it shows that the economic status is higher than the average level. For assessment of social impacts, indicators such as social capital, social participation, population stability, satisfaction of access and personal welfare have been used. The average of social changes is 3.06 and it shows that social status is higher than the average level. The average value of environmental changes is 3.38 and it shows that the environmental status is higher than the average level. It has to be mentioned that for assessment of non-farm entrepreneurship activities, some indicators have been used including good job opportunities, government investment, product quality, education, availability and changeability of land use. The average value of non-farm entrepreneurship activities is 3.41 which show this status is higher than the average. In conclusion, it can be said that non-farm entrepreneurship activities improve the quality of life in economic, social and environmental dimensions.

Abstract

Introduction
Sustainable human development is possible only in case of justice being kept between the two genders. Even, it will remain incapable without the participation of women. Rural entrepreneurship, as a new approach in the development theories of empowering and capacity building of human sources, especially women in rural district, plays a crucial role to achieve sustainable development. This article will analyze conditions of entrepreneurship acceptance and its development between men and women to restore the status of women in economic activities and create an atmosphere of justice-oriented development. In fact, as a new strategy in the development of rural areas regarding to its high capacity of employment generation, entrepreneurship can create productive and permanent job chances for villagers and temporary employment for the seasonal unemployed ones. Rural women constitute a large segment of the rural population. So, if they get pushed to the entrepreneurship as well as the improvement of their spirit of entrepreneurship, job creation, and social participation, rural development will be achieved faster as a subset of sustainable development of the country. Therefore, it is meant to examine factors affecting the inequitable acceptance and development of entrepreneurship between the two genders based on gender analysis. This study is to examine influencing factors and barriers ahead of the development of entrepreneurship between rural men and women by evaluating the process of acceptance and development of entrepreneurship between genders. In this article, we are trying to find answers to the questions that; "What causes the inequality between genders in the process of entrepreneurship development?" and "What affects the pattern of entrepreneurship development between men and women?"
Methodology
The present study is an applied one which has done using descriptive method. Data collection was conducted by library and field methods. Data collection tools include interviews, observations and set by Likert scale. The study population consists of men and women of 82 families as the adopters of entrepreneurship in Sooleghan village. The district contains 11 villages. Four out of this number named by Keshar-Elya including 76 adopted families as the center of entrepreneurship acceptance and development, Keshar-Sofla: 3 adopters, Sooleghan: 2 adopters, and Kan: 1 adopter, are studied here. The village is located in the North West of Tehran within the municipal zones of 5 and 22 which is 7 KMs. far from it. The obtained data were analyzed in SPSS software using non-parametric and parametric tests.
Discussion and conclusion
Studying the process of entrepreneurship acceptance and distribution between rural men and women led to the two questions. First, "What causes the disparity between the genders in the process of entrepreneurship development?" Second, "What affects the pattern of entrepreneurship development between men and women?" In this study, we have studied the process and pattern of entrepreneurship development. According to the questions, it was identified that geographical conditions, environmental factors, and family status are different for men and women that can lead to the inequalities of the entrepreneurship acceptance and distribution among them. Results indicate that there is a significant difference up to 99% among role, legal and judicial, and institutional factors of men and women. Such differences can be the results of other various factors, all of them together can cause faster and more complete acceptance and distribution of entrepreneurship among men and women.
Results from the gender- based analysis suggest that the social role of women in the villages is mostly confined to their home and its immediate environment. This happens because of the prevalence of patriarchal culture, beliefs, traditions and social attitudes towards women and their role in the rural environment. Gender-based discrimination of these kind have a significant impact on the direction and speed of entrepreneurship acceptance and its distribution. This means that the entrepreneurship has always been stronger among men than women. Also, women's entrepreneurship has been less during the process of acceptance. Even, in case of their presence, women's group has been counted among the Late Accept groups of the entrepreneurship. Family oriented constraints of women and their dependence on men, especially their financial dependence, some cultural and geographical factors and environmental conditions can all be counted as some other barriers in terms of entrepreneurship acceptance and its distribution against women. This study reveals that women are highly affected by their husband in their position in the labor market, home and family. In this way, the acceptance of women entrepreneurs is subject to their husband being an entrepreneur.

Abstract

Introduction
Today, the rise of the global economic system, which has created great wealth and the spread of economic contradictions such as the gap between rich and poor, has brought about wide-ranging social changes and has led to the introduction of entrepreneurial ideas in the field of social issues. In recent years, social entrepreneurship has been identified as an important source of social, economic, cultural and environmental wealth. Due to lack of resources and facilities and remarkable population growth, communities, nowadays, are facing many problems, among which is the problem of unemployment. Because the employment situation of women in Iran, like in many developing countries, is not favorable, women always have fewer job opportunities and often work in the informal sector with low wages.
Given that half of people in any society are women, women's participation in various jobs and entrepreneurship is necessary for the growth and development of society. Women's participation in various economic, social and other fields is one of the indicators of the country's production. One of the main issues in development is the proper use of the capabilities and talents of human resources in society.
In the suburban area of ​​Chabahar, there is a traditional view and disbelief in the abilities of women. Most of the women in this area are divorced or heads of households and do not have a good economic situation. Since the situation of women in each region is reflecting the social and economic improvement of the regions, and also, due to the appropriate commercial and economic situation of Chabahar region, there are many opportunities for job creation and empowerment of women in this region. It seems that one of the ways to discover these opportunities and empower women in this region is to regard and implement social entrepreneurship. So far, domestic research with a social entrepreneurship approach has not examined the empowering factors of rural women. Therefore, this study aims to provide a model of social entrepreneurship in order to empower women in the suburban region of Chabahar in a comprehensive way, to extract effective indicators and answer the research questions.

Methodology
This research is mixed in terms of purpose, application and in terms of data type. The qualitative part uses the Meta synthesis method. For data analysis, the software used in the quantitative section was SmartPLS2 for the first questionnaire and Expert choice software for the second questionnaire. The statistical population of the study is all Baluch women living in Chabahar.
 
Discussion and conclusion
Calculation of final weight and prioritization of effective indicators on women's empowerment in Chabahar suburban areas based on AHP method shows that among the identified indicators, women's self-confidence with a final weight of 0.457 has been identified as the most important effective indicator on women's empowerment, and motivational indicators, job creation and education with the final weight of 0.423 and 0.387, are, respectively, in the second and third place. Existence of social support for female heads of households and quality of life with a final weight of 0.030 has been identified as the least effective indicator among the indicators.
By meta-synthesis method, 21 indicators, 4 components and 2 dimensions were identified. The results showed that all variables except the variable of having sufficient skills, lead to empowerment of women in the suburban area of Chabahar. Also, all environmental variables lead to the empowerment of women in this area.
The most important indicators of women's empowerment in the Chabahar suburbs is self-confidence. Furthermore, the indicators of job creation motivations, level of education, elimination of labor market discrimination, and government support policies are ranked second to fifth, respectively, with regard to the importance of empowering women in this region.

Abstract

Introduction
Rural Entrepreneurship is a process of emerging actions and value creation in geographical places. If planned and rationally managed, it can be an investment in the development of social and geographical space in rural areas. Rural entrepreneurial streams, the formation of micro-enterprises and the reflectivity and role-playing of entrepreneurs in the development of areas around large cities, can cause spatial-local changes in development. Accordingly, the present article was designed with the aim of analyzing the effects of rural entrepreneurship in the development of suburban spaces in Kermanshah based on the process method of multidimensional entrepreneurial attitude.

Research Methods
The present study is applied in terms of purpose and descriptive-analytical in terms of method. The statistical population is those rural settlements that have a history of agricultural activities and water and land capacities and under the demand pressure and condition went through changes such as replacing the cultivation of new crops instead of traditional ones, patterns of cultivation and more intensive cultivation. A total number of 21 entrepreneur villages of urban peripheral spaces located in Baladarband and Miyandarband Rural Districts in the central district of Kermanshah city in the period of (2016-2017) was included 38 active entrepreneurs less than 20 km away from Kermanshah metropolis. Since the number of rural entrepreneurs in the city was limited, in order to increase the accuracy of the research, a complete enumeration was used. A process approach to entrepreneurship in suburban areas is a multidimensional approach. In this view, entrepreneurship is a multidimensional and complex framework that emphasizes the individual, the environment, the organization, and the process of the economic project. According to Kuratko and Hodgest 2004, this type of process shifts entrepreneurship from a fragmented school of thought to a dynamic and interactive process approach that constitutes the variables and items measured in this study. The method of data collection was field method (questionnaire); its face validity was confirmed and its validity and reliability were obtained by using Cronbach's alpha test for the variables of external and internal environment of entrepreneurship in the suburban area of ​​0.72, which indicated the appropriateness of the research tool. For this purpose, first the dimensions and concepts of identifying the suburban areas of the central district of Kermanshah city are inferred and determined according to the typology of the suburban areas. Then, correlation and multiple regression tests in SPSS20 software were used to analyze the effects.

Discussion and Conclusion
Findings indicate that entrepreneurship in the central district of Kermanshah, from a spatial perspective, is the space of functions such as some agricultural and industrial activities (such as production sites) organic fertilizers, cut flowers, production of new crops instead of traditional crops, etc.), tourism and recreation that cannot be placed in Kermanshah due to lack of sufficient space. Conceptually, it has been associated with rapid social and economic growth. From an institutional point of view, it is very complex and sometimes confusing in the field of management due to the presence of formal and informal stakeholders, and this complexity has often led to the failure of economic activities in this region. In other words, from the perspective of the urban peripheral entrepreneurship, the entrepreneurial areas of the central district of Kermanshah city are structurally-physically in the category of rural urban peripheral spaces (rural places with urban awareness and thinking), which are not close to the city center and distance from the city (maximum 20 km). However, due to the presence of entrepreneurs and the spatial connection with the metropolis of Kermanshah, they have caused changes and are experiencing a kind of urban life. The results also showed that there is a positive and significant relationship between the variables of entrepreneurial spirit of individuals, economic and environmental process in rural areas and the development of suburban spaces at the level of one percent error. The results of regression analysis showed that the variables of rural entrepreneurship (entrepreneurial spirit of individuals, economic process and environment (external and internal) governing the village), have a significant effect on the development of suburban spaces and have the ability to explain 96% of changes in suburban spaces. The most important influential variable was the environmental variable. In this study, among the multiple dimensions of entrepreneurship, the most important variable in the development of suburban spaces was identified as the internal and external environment of rural space, Entrepreneurs' role in the environment includes the currents and peripheral spaces that govern entrepreneurship, such as people, experiences, social, economic, political, technology and related constructive interactions between the entrepreneur and the environment, can be concluded external elements affect the entrepreneur and his personality and in some cases create ideal conditions in which the entrepreneur can discover opportunities and take advantage of them. Therefore, it is proposed to control the flows and forces (economic, social, technological and political) that impact the entrepreneurs and their businesses from the external environment of the villages over time.

Abstract

Introduction
The experience of pursuing development goals in many countries show that achieving the objectives depend on considering the position and role of women as part of the active labor force of society especially in rural areas, which will ultimately lead to economic and political development. In addition, due to the large number of unemployed population especially women in rural areas, small home businesses have been created by using their individual creativity and the capacities of rural communities, exploiting new opportunities, dissemination and strengthening of sustainable innovations. This is one of the important priorities of development strategies that can play a significant role in empowering local people, reducing poverty and improving the livelihood of rural households.
In the meantime, supporting local financial investments and guiding women in order to set up micro-credit funds, seems to be a fundamental and appropriate solution for business development and economic prosperity of local communities. This will create economic, social and institutional equality, and provide training and business opportunities.
Given the importance of women's participation in economic activities to accelerate and facilitate the process of rural development, this study aims to identify the factors affecting entrepreneurship development from the of members’ perspective of rural micro-credit funds, i.e. rural entrepreneurs in Abadan County. Businesses such as alfalfa and various vegetables cultivation, production and supply of indigenous chicken, etc., which are agricultural-oriented and form the basis of women's economic activities.

Methodology
The present study seeks to identify the underlying factors affecting the development of rural women entrepreneurship, hence it is considered an applied research. The research design and data collection method is based on the non-experimental survey approach.  The statistical population of the study included 100 rural women members of micro-funds in Abadan who has started, managed and developed their businesses. A sample of 80 people was randomly selected for the query using Morgan table.   The research measurement tool was a researcher-made questionnaire. The content validity of the measurement tool was verified by practitioners and leading women entrepreneurs in the region. The reliability of the measurement tool was also evaluated and confirmed by calculating the Cronbach's alpha coefficient regarding the current and optimal status of the effective factors.
 
Discussion and conclusion
According to the findings of the study, the average age of sample was 34.3 years. More than half of them had primary and secondary education, and one tenth had university education. 2.5% were heads of households and their average economic activity was reported to be 4.5 years. The results showed that preparing households and citizens to encourage women to produce and work by government agencies has the highest score in the current situation. Also, the provision of inputs needed by women to produce goods and services, the land devotion for business development and the provision of insurance services to women entrepreneurs were at the lowest level. Also in the desired situation, the first three priorities were the establishment of entrepreneurship incubators in rural areas, providing financial assistance in the form of subsidies and easy access of entrepreneurs to the required information, knowledge and technology. These can be combined to the three priorities mentioned above. It is concluded that if specialized centers for entrepreneurship consulting and business development are established in rural areas in order to educate and empower women and identify their and train them in the mentioned centers. As a result, entrepreneurship development can use practical advice and credit and facility support, improve the business of rural women with a more appropriate approach.  Also, the factors affecting the business development of rural women were classified into 5 categories: technical, institutional-infrastructural, educational, cultural and social factors. Based on them it is suggested that in order to promote sustainable production activities in rural communities, a working group consisting of provincial and local managers , executive administration, CEOs of credit funds, financial institutions such as Omid Entrepreneurship Fund along with other business environment development actors (representative of the Ministry of Health, Ministry of Labor, Welfare and Social Security, representative of the development of deprived areas from presidential office, etc.).  Furthermore, it is needed to establish a city and provincial business office, and facilitate women’s progress while carefully analyzing their obstacles and problems. In addition, designing, and implementing a comprehensive business and entrepreneurship development projects that plans an activity to its development and stability is suggested. Establishment of entrepreneurship incubators in rural areas and arranging various educational-promotional programs by attracting the active participation and dynamism of rural women will increase the knowledge and experience of women entrepreneurship. Also, in order to increase the success rate of credit funds and present successful business plans among rural women, it is necessary to seriously pursue and implement entrepreneurial training and design programs with emphasis on regional potentials and based on creativity and innovation. So, courses on how to start a business and improve your business seems to be effective.

Abstract

Introduction
Increase in unemployment rate, along with growing resource depletion, is one of the economic-cultural challenges of many developing countries, including Iran. These problems are more deep and complex in rural areas. In other words, our society has been suffering from a lack of production for many years, and consequently, a high unemployment rate in rural areas, which has led to an increase in the rate of migration from rural to urban areas. Thus, in order to provide mutual financial support to small and medium-sized businesses with the priority of creating employment in rural and less privileged areas, it was licensed as a non-governmental public institution. The fund, as a support leverage of public governance, provides financial support to skilled individuals, females heads of households, villagers, elites and entrepreneurs in the form of creating a market-oriented micro-business in the form of “synergistic networking” with strategies for attracting public participation through the creation and development of local micro-funds, the development of charitable partnerships and the use of the capacity and economic benefits of the country in the development of micro and household industries with the priority of rural areas.
How to finance and invest by public and private groups, individual or group borrowers will be important and fundamental issues that play a decisive role in the success of the operation of micro-financial institutions because credit limits and how to provide collateral by borrowers and finance the institutions is one of the issues that play an important role in the success of these institutions. The more these institutions have a well-codified and well-planned program to overcome these limitations, the higher their success rate. This leads to the growth and development of rural areas. Finally, sustainable development will be accompanied by an increase in investment, production, employment, income, reducing the unemployment rate, equitable distribution of income, and etc. For this reason, the role of financing micro, small, medium businesses in Omid Entrepreneurship Fund as an organization for providing financial services, and examining how it affects the investment functions of this sector is of great importance in the issue of creating employment in rural areas and preventing migration to cities. Therefore, this study seeks to ask whether the financial services of Omid Entrepreneurship Fund have a positive effect on investment and employment functions in rural areas?

Methodology
The present article is descriptive-analytical in terms of purpose, application method, and conducted with econometric method. Its statistical population includes all small and medium workshops located in urban and rural parts of the country, which had less than fifty employees at the time of sampling. Also, the required information and data have been extracted through the library and field methods. Data related to SME financing discussion have been extracted and used from Omid Entrepreneurship Fund statistics system, as well as data related to value-added variables, number of employees, annual and per capita service compensation costs, investment value, in addition to statistics related to the ICT section, the two-digit ISIC classification codes was collected from the Statistics Center of Iran. Adding to these, the price adjustment rate was provided from the Central Bank of the Islamic Republic of Iran. International Standard Classification of All Economic Activities (ISIC) consists of a coherent and uniform structure for the classification of economic activities based on a set of internationally agreed concepts, definitions, principles and rules of classification. This classification provides a comprehensive framework within which economic data can be collected and reported in a format designed for the purposes of economic analysis, decision-making, and policy-making. The classification structure provides a standard format for organizing detailed information about the state of a country's economy according to economic principles and awareness.

Discussion and conclusion
The value added of small and medium businesses has an upward trend from 2008 to 2014 and only in 2015 due to inflation and other fluctuations in the commodity market has decreased. In other words, it can be said that in all the study years, the value added trend has been an upward trend and only in the last year, due to the weakening of the power of small and medium enterprises, they have had a decreasing value added. Value added in 2008 started with 34.870 billion Rials and by 2014 has almost tripled to 92.292 billion Rials and decreased in 2015 to 84.913 billion Rials. The value of investment in small and medium enterprises, such as the value added of this sector, has increased until 2014, but has decreased in 2015. In fact, investment in small and medium enterprises in 2008 has increased from 6.421 billion Rials to 13.589 billion Rials in 2014, i.e., more than double the increase. but in 1394 this figure decreased to 11.336 billion Rials with a declining trend. One of the reasons for this is the effect of high inflation and reduced activity in small and medium enterprises due to the lack of profitability obtained from this type of economic activity. Given the results of the estimated models, it is concluded that the coefficients and parameters of the model, have a logical relationship with job creation in rural areas, despite being significant at an acceptable level. Thus, the variable coefficient of capital price has a negative relationship with employment in this sector. The price of capital, investment in this sector has increased, which leads to an increase in production, hence growth rural employment, which is a positive relationship for production or value added and labor wages in this sector. This will lead to increase in production or value added and labor wages, employment in villages.  As a matter of fact, the amount of employment elasticity in rural areas is 0.83% regarding production or value added, which means that with an increase of 1% value added, employment in this sector increases by 0.83%. This elasticity (elasticity of labor force employment) for compensation of labor force services and the price of capital is 0.15 and 0.07 percent, respectively. That is, in exchange for one percent increase in the compensating cost for labor services, employment increases by 0.15 percent, and in exchange for one percent reduction in interest rates, 0.07 percent employment increases.

Abstract

Introduction
Understanding the spatial distribution of job creation credits in rural areas of the country and planning based on is a way for the economic development of rural, which will result in the prosperity of the country's economy. Therefore, it is essential to know how the spatial distribution of rural employment credits in different areas for planning and informed intervention in this field. Furthermore, the study of the spatial distribution process of allocating job creation credits leads to identifying areas with poor performance in this regard. This recognition means that in the redistribution of capital resources, it is necessary to have a larger share of public payments to the weaker areas and changes in the spatial distribution of credit allocation activities to develop employment in these areas, in which case the comparative benefits of these areas increases and investors become more willing to invest in them. In this regard, determining the spatial distribution of credits and the process of job creation of sectors and major groups of economic activities and their spatial distribution in rural areas of Khorasan Razavi province is the purpose of this study. According to the above, the main goal of the research is to identify the privileged and underprivileged areas based on the distribution of credits related to employment to create a relative balance between different regions of the province. Despite being industrial and having employment opportunities, Khorasan Razavi province has many problems and anomalies regarding fair distribution. Interfering factors in the unequal spatial distribution of employment development facilities have led to increased migration flows, unbalanced economic facilities, spatial and welfare inequalities, and increased development gaps between rural areas. Therefore, learning the spatial distribution of job creation and distribution of credits is very important in providing spatial justice in distributing these indicators. Therefore, the main research question is the study of the spatial distribution of rural entrepreneurship credits in the rural areas of the cities of Khorasan Razavi province in 13 job fields?
 
Research Methods
The present study is descriptive-analytical, at the level of Khorasan Razavi province and by city. The required information is from the data of the General Department of Cooperatives, Labor and Social Welfare of Khorasan Razavi Province, which to register and receive loans for entrepreneurial credits in thirteen main fields of energy, recycling, product packaging, ecotourism, livestock and agriculture, clothing, health, Saffron and medicinal herbs, rural services, handicrafts, greenhouse products, tourism and ecotourism, and information technology. First, while examining the spatial distribution of rural entrepreneurship facilities and credits in different fields in the cities of Khorasan Razavi province in 1998, we used GIS software to show how the spatial distribution of employment loans in the province's cities. Next, using the MABAC method, the distribution of loans received by the villagers was ranked. Later, using the obtained data identified the most important areas of business paid grants in the province's cities. Then the amount of paid grants in each area and separately in the province's cities were determined.
 
Discussion and Conclusion
The concentration of economic factors in a region plays an essential role in the formation of regional inequalities. Regional balances in the distribution of job creation opportunities enable government officials to make favorable decisions for the productivity and development of regions, and this contributes to regional economic growth. Therefore, although the geographical distribution of regional employment facilities has been the focus of empirical and theoretical studies of some researchers, the existence of regional inequalities in economic functions, primarily regional employment conditions, is an important issue. It is always the concern of national and regional policymakers. The results of studies in each of the subdivisions of the distribution of job creations credits showed that the most credits allocated in each field in different cities are as follows: energy in Binaloud and Kalat, recycling, rural services, and clothing in Sabzevar, ‌ Packaging in Khalil Abad, ecotourism in Chenaran, livestock and agriculture in Quchan, health in Joghatay, saffron, medicinal herbs, and greenhouse products in Mashhad, handicrafts in Kalat, tourism and ecotourism in Torbat-e Jam, ‌and information technology in Zaveh. Based on the results of this research and the analysis performed in the MABAC model, the highest amount of loans and occupation facilities was allocated to Mashhad city with 9 billion and 610 million Tomans and the lowest to Davarzan with 655 million Tomans. Therefore, we can say that Mashhad city, as the center of the province and rural areas around this metro, has the possibility of doing more activities, so they have the largest amount of loans and credits received. These conditions indicate that there is inequality between the province's cities in terms of the amounts allocated in loans and credits. In addition, the results of previous studies such as Bakhtiari (2002), Misri Nejad and Turki (2004), and Barghi et al. (2011) show that economic and business variables are unequally distributed at the regional level. This form of distribution affects the incidence of regional inequalities. Accumulation of capital and financial resources leads to the growth of labor, employment, and foreign direct investment, creating a competitive market structure, improving human capital, creating institutional changes, improving infrastructure, increasing savings rates, initial productivity, and so on.

Abstract

Introduction
Nowadays, the unemployment crisis has had irreparable effects as a fundamental problem on all the economic, social and cultural aspects of the community. So that the stability and destruction of some governments depends on solving the unemployment crisis. The issue of economic development has always been one of the main concerns of countries. There are two factors that affect development, productivity and entrepreneurship. Today, many social science researchers consider entrepreneurship as an effective strategy to fight poverty and save wealth in low-income societies. Comprehensive development can never be achieved without rural development. Therefore, rural policymakers have focused on developing small businesses, local entrepreneurs and regional business associations. Rural entrepreneurship is one of the most important issues discussed in the field of entrepreneurship in recent years and the most effective solutions for unemployment reduction, poverty reduction, immigration prevention, income diversification, agricultural and non-agricultural production increment, livelihood risk reduction, sustainable food security increment and is the most important source of innovation and job creation. It is also one of the main pillars of growth and development in developing countries, which is as an engine for economic development. Recently, there has been a lot of interest in promoting entrepreneurship as a means of stimulating local economic growth and development y. It is essential to know what makes people successful in becoming entrepreneurs. Policies are also needed in order to increase the entrepreneurial capacity of a community which has the greatest effect on the level of entrepreneurial activity.
 
Methodology
The purpose of this study was to identification of factors affecting entrepreneurship in rural areas of Shiraz County. The present research is applied in terms of purpose and analytical descriptive in terms of data analysis conducted as a survey in this research. The data collection tool was a researcher-made questionnaire. The validity of the questionnaire was evaluated and confirmed through interviews with experts and its reliability through a pre-test (Cronbach's Alpha ranged from 0.688 to 0.959). Data were collected randomly from 177 rural households living in Dasht-e-Arjan District of Shiraz County. Collected data was analyzed by different statistical methods such as Factor Analysis, k-means cluster analysis, diagnostic analysis and stepwise regression analysis.
 
Discussion and conclusion
The results showed that based on the entrepreneurial situation, entrepreneurs could be divided into three clusters, called cluster 1 "non-entrepreneurs", cluster 2, "medium entrepreneurs" and cluster 3, "high level entrepreneurs". Also, the level of rural entrepreneurship in the study area is high (mean score= 3.42). According to the results, the determinants of the level of entrepreneurship in the study area includes: Responsive age, level of literacy, economic status, knowledge level, social status, environmental status, sense of place, innovation and pragmatism. Based on the results, the level of entrepreneurship in the studied region is high. This result shows the villagers' highly capability of entrepreneurship which itself confirms the need for research on its affecting factor. Therefore, according to the high level of rural entrepreneurship in the region, the need to create a suitable platform for entrepreneurial activities is tangible. Based on the results, the economic factor is the most important factor that determines the level of entrepreneurship in the studied region, which other researchers also emphasize on its importance. Entrepreneurs in the studied region, in particular, residents of the village of Chehel Cheshmeh, have provided their own funds with the use of their own capital and their relatives, as well as the accumulation of rural residents' micro capital and investors in creating employment, and are occupied to such jobs as, raising native chickens, beekeeping, fish breeding, cultivating medicinal plants, processing agricultural products and packaging. The importance of this factor confirms that by creating more favorable economic conditions, it is possible to provide a suitable platform for the development of entrepreneurship in the region. Therefore, it is suggested creating favorable conditions in this field by offering favorable banking facilities in the region, the provision of raw materials and equipment at reasonable prices, lowering input prices, using sufficient machinery and equipment, and choosing brand for the production unit or the product. Another important factor is the level of knowledge. Therefore, the level of knowledge plays an important role in transforming villagers into potential entrepreneurs. By improving knowledge in the region, the background to increase the villagers' level of entrepreneurship is provided and the status of entrepreneurship will be promoted to a higher level. Therefore, increasing the level of knowledge through the provision of information by media such as radio and television, training workshops in order to get familiar with absorbing customers, advertising and marketing techniques, get familiar with efficient banking networks and supportive plans, get familiar with tax laws, imports and exports, pricing and profitability, get familiar with the principles of innovation, technologies and new methods, and introduce the potential and actual opportunities of the environment are essential. Also, based on the results, variables including age and level of literacy have a negative effect on the level of entrepreneurship. In particular, in the village of Chehel Cheshmeh, this effect is obvious and all the inhabitants of the village except old people and educated people are employed and occupied with the entrepreneurial business using the potential of the village. Hence, it seems essential to create the appropriate conditions in order to attract and act of these people in the field of entrepreneurship. In this regard, it is recommended that the planners set applied content of the courses and academic activities, as well as in line with the development of entrepreneurship and acquisition of skills in this field.

Abstract

Introduction
In recent years, a group of researchers have believed that entrepreneurial activities lead to environmental degradation. However, some researchers have argued that despite the negative effects of some entrepreneurial activities on society and the environment, entrepreneurs still play an important role in guiding business activities towards sustainability, especially social and environmental sustainability. In particular, relying on the capacities and capabilities of rural communities, recognizing new opportunities and growth of innovations adapted to local community condition can reduce these negative effects and also create opportunities for sustainable employment, income generation and sustainable development in rural areas. Researchers refer to sustainable entrepreneurship as a catalyst and a major impetus for sustainable development. In recent decades, sustainable entrepreneurship has been a growing research stream and it is time to pay more attention to sustainable entrepreneurship in the literature. Among the areas that need more detailed and in-depth study in sustainable entrepreneurship is among the research fields that needs more rogue and in-depth investigations. This is about a set necessary factors in order to integrate sustainability in entrepreneurial businesses. Furthermore, it is relevantly more important in rural areas due to the direct relationship of most of rural businesses with natural resources. Accordingly, the present study discusses the requirements and conditions for sustainable development in entrepreneurial activities in rural areas and seeks to provide a suitable integrated model for entrepreneurship development in rural areas based on sustainable rural development and sustainable entrepreneurship.
 
Methodology
The present study aims to design a comprehensive model of sustainable entrepreneurship development in rural businesses and identify the strategies essential for achieving entrepreneurial sustainability using a qualitative research approach and grounded theory. The statistical population of this study consisted of outstanding entrepreneurs with characteristics such as knowledge and experience in the field, willingness and sufficient time to participate in the research and effective communication skills in Hamedan Province. In this study, 10 people were selected and in-depth interview was used as the main data collection technique. Data was analyzed in a sequence of open coding, axial coding and selective coding. In order to increase the validity of this research, we selected research participants from outstanding entrepreneurs who both work in the field of rural and agricultural businesses, and also have sufficient scientific knowledge on sustainable development issues and the process of entrepreneurship development and rural business creation. In-depth interviews were used to collect and record the required information. In order to verify and avoid research bias, the model and the result obtained by the research team were continuously compared with the aim and checked if there is any part in the report and model that indicates a potential bias by the researchers? Based on these checkups, some reflections were considered in the process.
 
Discussion and conclusion
According to the results of the present study, the model of sustainable entrepreneurship development in rural businesses in a narrative manner and based on a ground theory is as follows: Regarding to our understanding of sustainability and its aspects as well as the requirements for entrepreneurial businesses to adhere to responsible environmental, socio-cultural and ethical actions in order to achieve sustainability and fulfill their obligations to society and the environment.  The findings show the development of rural business activities towards principles and values of sustainability requires strengthening individual factors of business owners and employees, organizational and environmental factors of enterprises.  In other words, provided that such conditions and factors are given, the growth and development of behavioral patterns based on sustainability in various economic, social and environmental dimensions in rural businesses will be possible. Internalization of such behavioral patterns also requires appropriate measures and strategies implementation such as empowering relevant institutions, enhancing media performance, continuing policies to promote sustainable entrepreneurship, strengthening cultural contexts, applying supportive policies, facilitating the access to credit and capitals, and developing educational programs, and human resource management strategies to establish responsible values in the organizational culture. Institutionalizing sustainability patterns in rural entrepreneurial businesses will lead to more sustainable rural economic growth, job creation, environmental adaptation, ensuring future access to key natural resources, satisfying social groups, achieving competitive advantage, cost savings, and improving product quality.

Abstract

Introduction
Entrepreneurship is one of the development approaches of rural areas in various dimensions including economic, social and environmental. It also plays an important role as a leading strategy in the tourism sector. Entrepreneurial programs and activities can have important effects on the dimensions, indicators and different sectors of rural areas and rural tourism destinations resulting in important changes and developments in these destinations. Alamut district situated within Qazvin city, having its rural tourism resources and capabilities along with ecotourism and cultural tourism capacities, is one of the areas that has been associated with tourism growth and entrepreneurial activities in the past decade. The main purpose of this study is to assess the extent and scope of the effects and consequences of entrepreneurship programs on the changes and developments of rural tourism destinations within different dimensions.

Methodology
 This research is of applied type and in terms of the nature of data, it is a quantitative-qualitative combined research. For this purpose, first through a series of library and field studies, the set of entrepreneurial activities carried out in the past decade was identified and then the dimensions and indicators of rural tourism destinations in four dimensions of economic, managerial-human, socio-cultural and physical-spatial were identified. The main statistical population of the study was the group of experts including village councils and rural tourism researchers and scholars familiar with the region and the tourism businesses owners. Local people were also examined as a complementary statistical population in terms of quality and theoretical saturation method to complete the information. Data analysis was performed using indicators and statistical analysis alongside with qualitative analysis.

Discussion and Conclusion
The results show limited effects of entrepreneurship on the economic indicators of villages. Entrepreneurship has not been able to have significant effects on any economic indicators and the main effects are moderate and sometimes upward. Also in the socio-cultural dimension, entrepreneurial activities have not been able to make significant changes in the villages of Alamut, and these changes, which have been mainly positive, are limited. Entrepreneurial activities have a relative and moderate impact on the growth of the number of creative people and indigenous or non-indigenous entrepreneurs in rural areas, and to some extent have provided the ground for officials to communicate with entrepreneurs. In the physical-spatial dimension, the effects of entrepreneurship have been positive and negative. The average effects of entrepreneurship on the physical-spatial dimension are at a moderate and relative level. Entrepreneurship has had very little impact only on the level of protection of natural resources, but has had relative effects on the development of rural infrastructure and the level of infrastructure. However, the type of effects in this section is positive and negative. In the study of villages from the perspective of variability of entrepreneurship, Gazerkhan village, Garmarud and Evan village are in the first priority of change. Evan village has faced relative economic and physical-spatial changes due to the existence of Lake Evan and constructions, services and recreational complexes, and the structure of the village as well as the culture of the people and their social relations have been accompanied by changes. In other villages, the effects of entrepreneurship are small and limited, and in fact, entrepreneurship has not been able to make significant changes in these villages.
In generally, the results show that the level of effects and consequences of entrepreneurship on destination changes is mainly at a moderate to high level while the degree of influence of destinations from entrepreneurship programs is relative. In general, the necessary planning should be done to manage the destination in order to prevent potential threats in order to reach the optimal level of development. Although entrepreneurship has caused relative and moderate changes in various dimensions in the tourist villages of Alamut, but these cases do not mean a great change in Alamut tourism and the changes have been very slow and gradual and it cannot be said that there is no particular change in rural tourism has been created. However, although the effects are limited and cannot be considered a change, but since the changes in destinations have been evident over the years, so it can be used as a strategy and program to change tourism in rural destinations in Alamut. Another noteworthy point is that the effects of entrepreneurship on all dimensions are the same and equal, which indicates that the level of entrepreneurial activities due to its limited scope, has not had much difference on different dimensions.

Abstract

Introduction
Rural areas in the country, today, suffer from myriad challenges such as poverty, latent unemployment, environmental degradation, inequality in the distribution of opportunities and resources between urban and rural areas, which indicates the failure of former rural development strategies to provide successful solutions to address them. Therefore, sustainable entrepreneurship development targeting sustainable rural development tend to be an appropriate strategy. Sustainable entrepreneurship in a specific geographical area, such as the coastal villages of Qeshm Island resonates many rural areas of the country. Despite the numerous natural and economic potentials, they face with many challenges. Due to lack of comprehensive planning and lack of systemic vision, the coastal villages of Qeshm Island are like other rural areas of the country are currently in a poor situation and faces many problems such as poverty, widespread youth unemployment, water shortages, migration, inadequate infrastructure, etc. Nonetheless, the formation of cooperatives (production, distribution and sale) facilitate rural economic activities. Local organizations, on the other hand, are possible through the formation of competitive and endogenous small and medium-sized enterprises, especially in the industrial and service sectors. This can be an appropriate and logical answer to the issues which is along with the development of the agricultural sector.
 In these companies, villagers are central to the decisions. The existence of cooperatives, especially actors in this field, as well as obtaining their opinions on sustainable entrepreneurship in coastal villages can be helpful. This study explores the requirements for sustainable entrepreneurship from practitioners’ point of view.

Methodology
The present study was conducted in order to meet the requirements for sustainable entrepreneurship, which is one of the main concerns. Not only will this improve the level of development of rural communities, but also it helps exploit agricultural lands as one of the most important assets of villagers and national capital in the best way. The analysis of the questionnaire data was done using two software Spss20 and Amos. First, ANOVA, t-test for independent groups, Pearson correlation, and regression were conducted using Spss20 software. Then, goodness of fit test for measuring latent variables of the research, confirmatory factor analysis was used. In addition, in order to test the relationships between latent variables in the conceptual model of the research, structural model analysis was used for path analysis using Amos software. Structural equation modeling is an approach that includes two stages, namely the measurement model and the structural model. The first stage, the measurement model, examines the validity, reliability and relevance of the latent variables of the research using confirmatory factor analysis (CFA). In the second stage, the structural model evaluates the hypotheses about the relationship between the latent variables (structures) of the research.

Discussion and conclusion  
Sustainable entrepreneurship approach in terms of comprehensiveness and attention to the principle of sustainability via combining these assets and resources provides mechanisms for employment and secure the income, and by ignoring the elimination and restrictive methods, local communities will be led to optimal exploitation of natural resources. Entrepreneurial assets concentrate on local basic resources. These assets are presented in the form of a five-dimensional model including human, natural, social, physical and financial capital. The present study was conducted in order to meet the requirements for sustainable entrepreneurship, which is one of the main concerns. Not only will this improve the level of development of rural communities, but also it helps exploit agricultural lands as one of the most important assets of villagers and national capital in the best way. To answer this question, a survey was conducted from the community of cooperative experts. Firstly, after reviewing the questionnaires and analyzing the relationship between variables and testing the hypothesis, the result was obtained. Rural development of Qeshm indicates that sustainable entrepreneurship = educational component * 0.28 + socio-cultural component * 0.25 + physical infrastructure component * 0.17 + financial capital component * 0.30 + production-marketing component * 0.37. According to the survey conducted based on the respondents, the most impact is the economic component and the least impact is the knowledge-skills component. Therefore, the greatest impact is related to factors such as profitability, investment, financial strength of users, land prices, different land uses in creating new job opportunities, tourism boom, access to new technologies, diversification of household income, provision of infrastructure by the government, product insurance, the effectiveness of existing laws and regulations, improving government programs and policies, reducing the risk of various land uses.

Abstract

Introduction
Entrepreneurship as a strategy in the development, prosperity and growth of human societies has been an invaluable mechanism through which all the factors, resources and facilities of a society are mobilized in a spontaneous and evolutionary fashion, which is the source of many positive economic and social effects and consequences. Knowing about the driving forces of rural entrepreneurship development are crucial. The development of rural entrepreneurship depends on some drivers such as appropriate infrastructure, environmental conditions, social cohesion and solidarity of entrepreneurs in different stages from production to supplement, quality of institutional services, supportive laws and policies and individual and behavioral characteristics of entrepreneurs. Despite the necessity of these drivers, the level of priority and significance are not the same, hence some of them will be mandatory and others might be complementary in the entrepreneurial process. This study seeks to identify the most important drivers of entrepreneurship development in rural areas of Iran by a systematic review of scientific publication in recent years, and prioritize these drivers based on their significance.

Methodology
This study is applied in terms of purpose, and descriptive-analytical in terms of content. In this study, meta-analysis method was used to identify the drivers of entrepreneurship development in rural areas of Iran. 50 published papers in national and international scientific research journals until March 2018 were used to identify the drivers of entrepreneurship development.  The main topic of these papers was entrepreneurship in rural areas of Iran. We implemented Q method for extracting and summarizing the most important factors of rural entrepreneurship. To this end, this study selected 38 Q statements as the Q sample. For sorting Q categories using purposive sampling method, 30 individuals familiar with rural entrepreneurship were selected as participants. Finally, factor analysis method in SPSS software was utilized to identify and prioritize the most important drivers of rural entrepreneurship.

Discussion and conclusion
Findings of the meta-analysis from the review of sources indicate that among the conducted studies, behavioral, educational and technological, supportive, economic, social, and environmental and infrastructure drivers are among the most important drivers of rural entrepreneurship development.  Based on the findings of the Q method, which prioritized the most important drivers of rural entrepreneurship, the discourse analysis and the participants' mental pattern highlighted the behavioral drivers. Behavioral drivers consist of ability to endure difficult and stressful situations, strengthen the self-confidence, problem solving skills, discipline at working, acknowledging opportunities and be risk-taking.  For educational drivers, the participants prioritized adequate access to information channels and resources, investment in research and development to increase productivity, and taking entrepreneurship training courses. For economic drivers, the respondents underscored the access to seed money, granting low-interest loans and tax deduction in creating new production units. On supportive drivers, the priority was for transparent economic and tax rules and household support. The expansion of platforms and infrastructure (road, electricity, telephone, Internet, etc.) was the most important condition for infrastructure drivers. As a result, in order to develop rural entrepreneurship, in addition to these drivers, it is necessary to consider issues such as establishing rural incubators and think tanks, establishing rural development councils and entrepreneurship parks, and providing basic infrastructure for policy makers and planners.

Abstract

Introduction
Good governance is one of the most important and recent concepts that has been addressed in the development literature since the 1980s. A good rural governance is one of the basic requirements for achieving sustainable development. Rural entrepreneurship seeks to find the right combination of resources for economic activities to maximize profits. Moreover, rural entrepreneurs seek innovation and creativity in agricultural and non-agricultural activities, land use and optimal, diverse and innovative resource utilization for rural development. However, the development of businesses and rural entrepreneurship will not be possible without the entrepreneurial support of rural governance. Good rural governance is the implementation of rural policies in line with the people's interest and compatible with national, regional and local interests. It plays an important role in shaping regulation, and promoting and facilitating entrepreneurship for entrepreneurs. Efforts by public and private institutions at the societal level can reduce the constraints of entrepreneurship by reducing opportunity costs for new businesses. The word entrepreneurship comes from a French word meaning commitment and implies the process of creating value through the formation of a unique set of resources in order to take advantage of opportunities.

Methodology
The present research is applied and developmental in terms of purpose and descriptive-analytical in terms of method. Data collection has been done in both filed study and desk research.  The statistical population of this study is households living in rural areas of Gomishan County which consists of 5111 households. The unit of analysis is divided in three groups of households in the northern and eastern and western zones of Gomishan. In this study, 263 samples are taken in a systematic random sampling method using Cochran's formula. This study analyzed data in a multidisciplinary decision-making approach using WASPAS method and Interpretive structural modeling (ISM), which identifies and determines the relationships between 31 factors. These are extracted from interviews with experts as well as previous studies on good governance and entrepreneurship.

Discussion and conclusion
In the ISM graph, the factor of participation and legitimacy is at the lowest level of the good governance indicator in facilitating entrepreneurial opportunities, so these variables should be prioritized. The factor of efficiency and effectiveness also acts as a basis in the second level. The factors of consensus oriented, equity and inclusiveness are in the third level, and the factors of transparency and responsiveness are in the fourth level, and the factors of accountability are in the fifth level. In examining the impact and dependency of the variables of effectiveness and efficiency, consensus oriented and legitimacy are more influenced by other factors and from a systemic dependent element. In other words, many factors are involved in creating these elements and they can be less likely to cause the other variables. The variables of equity and inclusiveness are in the group of independent (autonomous) variables that have weak drive and dependence. These variables are relatively unconnected to the system and have high drive and low dependence. Transparency, accountability and participation are among the major effective variables of good governance in facilitating entrepreneurial opportunities. Basically, variables that have high impact power are called major variables. These variables fall into one of two groups of independent or linkage variables. Accountability is one of the linkage variables and has a high drive power and dependence. On the solution of the linear model in the best-worst method, participation variable with a weight of 0.401 were ranked first, as the most important index and accountability variable with a weight of 0.024 ranked eight, the least important indicator of good governance in facilitating entrepreneurial opportunities. The adaptability rate is at an acceptable level of 0.013. Weighted Aggregated Sum Product Assessment is a new technique with high effectiveness and efficiency in the decision-making process. This technique is a combination of weighted sum model and weighted linear combination that make the output of the model very accurate. The findings show that in Gomishan County in terms of the effect of good governance factor facilitating entrepreneurial opportunities, the first, second and third ranks are the villages of the eastern area with a value of 3.365, the villages of the western area with a value of 3.229, and the villages of the northern area with a value of 3.117, respectively.

Abstract

Introduction
One of the notable points in recent decades about villages has been the quantitative and qualitative growth of agricultural entrepreneurship in these areas. Recent studies have shown that farmers' entrepreneurship (as measured by start-ups) has a positive impact on conflict resolution and poverty reduction in developing countries (Bruton et al., 2013; Huang et al., 2014). ; Tobias et al., 2013). For example, according to Fitzgerald et al. (2018), due to the promising opportunities in theoretical and empirical analysis of entrepreneurship research, entrepreneurship in the agricultural sector should be given much attention. Carter et al. (2017) also emphasized that farmers' entrepreneurial research should focus more on the home activities of individuals and their communities. The slight growth of farmers' entrepreneurship refers to the number of entrepreneurial farmers as well as the number of economic enterprises established in the village. Qualitative growth of farmers 'entrepreneurship refers to how farmers use the proceeds of farmers' entrepreneurship to benefit individuals, households and communities. Therefore, the quality of farmers' entrepreneurial growth is attributed to the type of services that entrepreneurs provide to society.

Research Methods
The statistical population of this study is all entrepreneurs available in rural areas of Golpayegan city (which have special climatic conditions and suitable geographical environment for agricultural activities) which is done using Cochran's sampling formula. Considering that our statistical population was one, the sample is 162, out of 162 questionnaires that were distributed, 151 were complete and the rest were either incomplete or were not returned for some reason. In this research, the library method will be used to collect information and to formulate theoretical foundations and research history, and a standard questionnaire will be used to measure research variables.

Discussion and conclusion
This study examines the role that institutional capital and entrepreneurial capabilities play in the growth of agricultural entrepreneurship and their interactions. Obtaining any type of capital in the start-up phase is different, and the fields of agricultural entrepreneurship significantly affect the start-up phase. Based on the findings, the adequacy and interaction of both institutional capital and entrepreneurial capabilities are clearly essential in starting entrepreneurship and launching agricultural entrepreneurship and its quantitative and qualitative growth. For entrepreneurs with a history of agricultural entrepreneurship, human capital is the first capital they acquire and use to start a business. It is related to social capital in many ways. For example, business knowledge and experience help them achieve business connections and communication, while communication skills help maintain customer relationships. Social capital provides access to institutional capital and acts as a platform for gaining social acceptance and access to other resources, especially financial capital. The interrelationship of capital factors is also evident in rural entrepreneurs with no history of agricultural entrepreneurship. In the early stages of starting a business, they usually need the human capital to start an entrepreneurial business. Townsend et al. (2010) found that people increase their willingness to engage in entrepreneurial activities if they realize that they have the knowledge, skills, and experience to create jobs. Because their internal circles cannot provide them with the necessary human capital, they seek external resources, especially government support. Thus, institutional capital becomes the first capital of entrepreneurs to start, and this requires them to participate in various programs to develop and support entrepreneurship. As a result, it provides access to other necessary capital, including human capital, such as business knowledge and skills. Social capital such as communications and market communications and financial capital, such as working capital and other forms of financing. We provide the interrelationships of the framework of capital factors as well as capabilities, as shown in the conceptual model.

Abstract

Introduction
In recent decades, the international growth of agricultural tourism in rural economies has raised a number of important policy-related topics for local development planning, the most important of which is the development of production and support for entrepreneurship in agricultural tourism. Given that entrepreneurship in all areas, including agricultural tourism, is a complex phenomenon, agricultural tourism as a complex system encompasses a large range of interactions between economic, environmental, social, technical and financial elements. Therefore, the development of entrepreneurial businesses for agricultural tourism is based on the framework of the factors that make up the environment of a system. Therefore, all these factors must be investigated. Because these factors are interrelated and interact directly and indirectly. In this regard, identifying key factors and factors in the development of entrepreneurial businesses as a complex system can help to revitalize rural areas of the region and is effective in realizing the goals of entrepreneurship in rural areas. Therefore, in this research, it will be tried to identify the proposed dimensions and components for the development of entrepreneurial businesses in the field of agricultural tourism, and the model of development of entrepreneurial businesses in agricultural tourism will be provided based on the causality model.

Methodology
The current research is an applied research and regarding the results, it is an exploratory research. In this regard, the factors affecting the development of entrepreneurial businesses in agricultural tourism were identified and classified in four socio-cultural, individual skills, tourism facilities and policies. This research also focuses on the rural areas of Mahallat town due to its potential and its ability to develop agricultural tourism. According to field studies of 40 villages in the studied area in two districts of Khorheh and Bagherabad, 21 villages with agricultural tourism capability were identified and selected. In order to investigate the effect of each variable in the causal factors model, 30 questionnaires were designed and delivered to the executive and academic elites. Vensim software was used to draw the causal diagram based on systematic thinking, and to analyze the collected data, descriptive and inferential statistics (single sample and Friedman) were used in SPSS software.

Discussions and Results
The results of t test indicate that the factor of policy making and its related variables are the highest mean and then the factor of facilities and services of tourism with 4.02, the factor of individual skills with 3.8, socio-cultural factor with 3.7 and the factor of local capacity with 3.6 are placed in the next ranks respectively. Regarding the fact that in recent years, entrepreneurship is considered as one of the important components of job creation and economic development in societies, so in the last few decades, policymakers in different societies have tried to develop entrepreneurial policies for economic growth. Also, given that the rural development plays a very important role in national development, the development of entrepreneurial activities in rural areas can be considered as a tool for national development. The results of the research on the basis of the t test show that the impact of the policy making factor on the development of entrepreneurial businesses in agricultural tourism is ranked first, and the factor of tourism facilities and services, socio-cultural factors, individual skills and local agricultural capacities are the next ranks respectively. The results of the Friedman test also indicate that the factor of policy making is ranked first by the experts, so the findings of this study indicate that the government as the most influential factor through policies and policies related to the development of entrepreneurial entrepreneurship in the field of agricultural tourism and supportive policies can enhance the motivation and the fields of entrepreneurship development in the villages. On the other hand, it has a direct impact on other factors as well. Also, the cultural and social factor and policy will have a significant impact on the individual skills factor as there are positive attitudes towards entrepreneurship in the community as well as policy makers support entrepreneurial activities in rural areas, the desire for entrepreneurial activities in agricultural tourism grows in local communities. It also boosts social and communication skills, entrepreneurship creativity and innovation, and high-quality services, resulting in tourists coming to the region more frequently and defining their good experience everywhere. Also, the factors of policy making and individual skills will directly affect the factors of the facilities and services of the tourism because when qualified human resources are trained in local communities, especially experienced tour guides and thus creating interaction between tourists and residents of the region and awareness of tourists' needs can serve as a stimulating factor for satisfaction and safety of tourists. Local capacity factor is also an important factor in the development of entrepreneurial businesses in rural areas, because there is no potential and developmental capacity for this type of tourism in many areas.

Abstract

Introduction
Despite the fact that the number of female entrepreneurs is growing, data shows that they grow at a slower rate than male entrepreneurs due to the difficulties and challenges they face. There have always been several obstacles and challenges in founding and growing enterprises, whether in urban or rural settings. On the other hand, the resources and contexts available for entrepreneurship can help to mitigate some of the barriers and challenges; in other words, the right geographical location and easy access to resources can help to foster entrepreneurship development, which is the foundation for regional development. Additionally, urban and rural women entrepreneurs play essential roles in the economic growth, particularly in developing and underprivileged countries. The World Bank claims that investing more in female entrepreneurship will result in a nation's development. The reasons are women's empowerment in society (whether urban or rural) eliminates inequality and poverty, and women are the first hope for family development and country development in underdeveloped countries. Female entrepreneurs' success in these societies benefits not only the economy but also the social and cultural structure. Nonetheless, women entrepreneurs confront numerous challenges, just like other groups of entrepreneurs.

 Methodology
The study's statistical population is made up of women aged 15 to 65 who live in Marivan City and its surrounding villages. According to the statistical population of 65081 women between the ages of 15 and 65 in Marivan, 189 samples were chosen using Cochran's formula. In addition, 9 villages were chosen from a total of 93 villages in Marivan County based on their distance from the city: 3 villages within 0-5 km of the city (close), 3 villages within 5-10 km of the city (medium), and 3 villages at a distance of 10-15 km from the city (far). According to the statistical population (827), there are 113 questionnaires distributed in the villages indicated. For statistical analysis of the research, the one-sample t-test and ANOVA have used in SPSS 22 software, and for spatial analysis of the research ArcGIS software was used.

Discussion and conclusion
According to the research findings in the economic and political dimensions, women entrepreneurship growth in the both study area's settlements, namely rural areas and Marivan City, are not at the required level. The reasons are the lack of private investment in the region to build enterprises, the lack of banks and institutions offering loans and financial credits in rural regions, the existence of extreme poverty in the region, particularly in rural areas, lack risk-taking, lack of government assistance, lack of action in villages or municipalities to build and promote women's entrepreneurship, lack of public sector cooperation in investing in new firms, and so on. It should be mentioned that the status are considerably better in urban regions than rural ones. These findings are congruent with Sivanesan's 2014 study comparing rural and urban female entrepreneurship in India, as well as Robinson et al. (2004) and Rasekhi et al (2018). Marivan City has a better social and infrastructural status than rural areas in both social and infrastructural terms. Lack of participation of women in business organizations, unions, and guilds, lack of educational fields related to entrepreneurship in rural areas, lack of social security for women in the marketplace, lack of cooperation of rural managers with women, lack of a class or organization of women entrepreneurs, lack of appropriate technology infrastructure in rural areas are some of the reasons for this. These findings are in line with a 2011 study by Angela Davis comparing the priorities of urban and rural entrepreneurs' service demands, as well as studies by Asitik (2015) and Anthopoulou (2016). (2010). Both towns are in good shape in terms of individual dimensions, but when comparing the averages of the two, Marivan is in a better position than rural areas (cities with an average of 3.96 and villages with an average of 3.04). Individual qualities and backgrounds of entrepreneurship in the inhabitants of the research area, such as readiness to confront challenges and difficulties, not escaping unpleasant situations, people's level of responsibility, self-reliance, and acceptability, could be the cause for this. These findings are in line with those of a 2013 study in Kentucky by Hyunjeong Joo, which compared rural and urban entrepreneurs. There is a substantial difference in the mean of the desired dimensions, according to the analysis of the variance test. In addition, according to the post hoc test, the city of Marivan has the biggest differences from other groups, i.e. rural groups, in all of the analyzed characteristics. The city of Marivan has a better situation in the field of female entrepreneurship development than the rural areas analyzed, according to the findings of a spatial analysis of research in ArcGIS software. Due to the fact that the rural areas studied had an unfavorable situation in this regard, we have measured these areas by distance from the city. According to GIS maps, the villages near the city of Marivan, especially Bileh and Tazehabad, are in a more favorable situation than other rural areas. The reason for this can be considered the proximity of these villages to the city of Marivan.
