Abstract

Introduction
One of the major and fundamental issues in the field of spatial planning is balanced development, which can be raised in the form of balanced development of sectors or regions. In line with the social justice policy, as the central aim of the country's development plans, it is necessary to study the situation of different regions in terms of distribution and the extent of having different environmental indicators and consider the shortcomings and inadequacies for future development plans. Such studies can show the situation of different geographical areas from a comparative point of view and classify them in terms of development facilities and bottlenecks, also, determine their development priorities. In this way, by assessing the potential level of the regions, their facilities and capabilities can be presented from different perspectives and the necessary tools can be provided to ascertain the decision for allocation of different resources in the territory. The aim of this study is to level, classify and spatial zoning of rural poverty in Hormozgan Province using environmental indicators and combined indicators. These indicators have been used to rank the rural areas of Hormozgan Province based on the level of environmental potential. The results of this study can be effective for decision-making officials and ultimately, the development of social justice.
 
Research Methods
The present research applied-developmental in terms of purpose. In respect of the type of methods it is a combination of descriptive-analytical and correlational methods. The data used were collected through statistics and information published from the identification of settlements and statistical yearbook published in 2016, meteorological data, topographic maps, geology and faults, etc. For data analysis, McGranhan method or correlation coefficient method was used. Furthurmore, calculating the sum of points has been used to weight the indicators. The fuzzy scaling method is one of the most common and important methods for normalizing stability indices, which is the basis of many other methods and is also mentioned in the sources with titles such as deprivation coefficient. Indicators with a positive aspect (ascending) and indicators with a negative aspect (descending) have different computational bases. This method has also been used to determine deprivation coefficients and the Combined Human Development Index in the UN Human Development Report. This method also uses Spearman correlation coefficient. Kramer correlation coefficient has been used to express the degree of correlation between the two variables studied independent variables (environmental factors) and dependent variables (economic development).
 
Discussion and Conclusion
Based on the calculated combined environmental index score, 92 villages of Hormozgan province are located in 5 classes and zones. In 13.04% of the rural areas, the combined index score is less than 0.913 and in these rural areas, the environmental potential for development is very low. In 9.78% of the rural areas, the combined index score is between 0.914 to 1.095 and in these rural areas, the environmental potential for development is low. 38.04% of the rural areas in terms of environmental potential are in the range of 1.096 to 1.279, which is at an average level. Combined environmental index score in 28.26% of rural areas is between 1.280 to 1.462 and these rural areas have great potential in terms of environmental indicators. In 10.87% of the rural areas, the score of the combined environmental index is 1.463 and more. These rural areas have a great environmental potential. Among the rural districts of Hormozgan Province, Koukherd and Fatoueh Rural Districts are from Koukherd and central district of Bastak County, Gafer, Darabsar, Jakdan and Sardasht Rural Districts of Gaofroparmon, Gohran and central district in Bashagard County; Bandar Charak Rural District of Shibkuh District in Bandar Lengeh County; Rovidar Rural District of Rovidar District in Khamir County; Faryab Rural District of the central district in Rudan County and Cheragabad, Karian and Gorband Rural District of Tokhoor and central districts of Minab County are among the rural districts that are in a low situation of environmental capabilities and potentials. As the results suggest, the highest percentage of frequency is related to the level of moderate and low environmental poverty and the lowest percentage is related to rural areas with high environmental poverty and very low environmental poverty. That is, out of 92 rural areas in Hormozgan Province, 12 villages are very high in poverty, 9 villages are very poor, 35 villages are moderately poor, 26 villages are low in poverty and 10 villages are very low in poverty.
The results suggest that there is a direct and significant relationship between environmental variables and rural economic development. The significant level (0.000) indicates the relationship between independent variables (environmental factors) and dependent (economic development). Rainfall, water resources, climate, land potential and natural hazards (earthquake and flood) are the most important environmental indicators that can play a role in limiting the economic development of rural areas in Hormozgan Province.
The main natural environmental limitations for rural economic development in Hormozgan Province are the following:
  • Low precipitation with unfavorable time and space distribution, hence lack of water resources, as a result, it is difficult to regenerate the natural forests and pastures and return to normal balance.
  • Extension and multiplicity of saline formation along with alkalinity, which has made a large part of the province's water and soil resources saline and inutile.  
  • Risks caused by natural disasters, the influx of dunes and desertification with a negative inclination in pasture production and lack of investment to protect forests and pastures, water and soil and rural fuel supply.
  • Continuation of drought and its negative consequences in agriculture, urban and rural development.
  • Existence of unfavorable weather conditions that cause severe depreciation of material capital and machinery compared to other regions of the country. Also, the biggest problem in rural employment is the inadequacy of income from economic activities (mainly agriculture and maritime). One of the most important strategies in the field of agriculture is the development of greenhouse cultivation due to the conditions of water resources and shortages in this sector.

Abstract

Introduction
Failure to recognize the state and bottlenecks of agriculture is a serious obstacle to the balanced distribution of resources and the comprehensive planning to address less developed areas. Understanding these issues and developing appropriate programs to eliminate or reduce them include: improving agriculture, optimizing the potential of the agricultural sector, increasing production, increasing farmers' incomes, consolidating rural populations, and promoting the agricultural development of the region. This requires determining the developmental levels of the studied area in terms of agricultural development indicators in order to analyze the agricultural situation in the region. Therefore, in order to be more precise in planning and achieve sustainable agriculture development, it is necessary to identify agricultural areas regarding development and inadequacy. Hence, measuring the level of agricultural development in different areas, with regard to natural capacities and institutional constraints and management conditions, is of particular importance in recognizing the regional differences in development, special talents, deprivations and inequalities. In this way, agricultural development planning is orientated appropriately in terms of area urgency, volume of investments, types of programs and actions, thus, balanced management and planning of agricultural development requires recognition.
 
Materials and methods
The type of research is applied and developmental and its method is descriptive-analytical. The statistical population is 8 counties in Kohgiluyeh and Boyer-Ahmad Provinces based on the census of 2016. The required information is collected from the Statistical Yearbook (2016), the organization of Agriculture-Jahad, the Agricultural Census and the Organization of Statistics. The studied indicator is agricultural in this research which consists of 34 variables. Also, the selection of variables in a way that emphasizes all aspects of the agricultural index (manpower, infrastructure, mechanization, health, etc.) are emphasized. The weight of each of the variables is determined by the AHP method (Pair-wise copmarison). In this research, SPSS, Excel and quantitative programming models (VIKOR, TOPSIS and SAW) were used to analyze the data of agricultural development in the provinces of the region. Given the fact that the results of these three models were not consistent in some cases, a general consensus was used for the Copeland method. Finally, in order to proper understanding of the development situation in the county, development maps are drawn using the GIS software.
 
Results and discussion
The results of this study indicate that in the TOPSIS model there is no county in the province with a very high development status. Bahmei and Boyerahmad counties are in relatively agricultural developed condition, Kohgiluyeh, Cheram and Dena in the situation and finally 37/5 percent of the counties, namely, Basht, Gachsaran and Landie counties are relatively deprived and undeveloped in terms of the agricultural index. The analysis of the results of the Vikor model showed that Boyerahmad with a value of 0/091 is in the first rank of agricultural development and in a fully developed state, Kohgiluyeh and Bahmei counties ranked second and third with respectively 0/245 and 0.296 scores and their situation is relatively developed. The most of the counties Charm, Dena and Lange, are numerically equal to 0/409, 0/487 and 0/584 respectively, ranked fourth to sixth, Gachsaran county with the score of 0/712 is ranked seventh and the development status is relatively deprived, and eventually the county of Basht with a numerical value of 1 is ranked 8th and a very unfavorable condition (completely deprived). Also, the results of the SAW model indicate that Boyerahmad County (rank 1) is in a very high development status.
The present study was carried out using agricultural index in the form of 34 variables that were not included in any of the researches done in Kohgiluyeh and Boyer Ahmad Province, while presenting realistic findings on the state of development of the agriculture, rational realism for planners - urban and regional, both at provincial level and at country level. A review of the research background and research findings suggest that the results of the study are credible and confirm the results of previous surveys. The findings of the research indicate the agricultural development gap among counties of the province. The results of this study homogeneous with other researches of Fotros & Baheshti Far (2009), Kohnalsal and Rafiee (2010), Jamshidi (2011), Tavakoli (2012 and 2014), BabaeiAgdam et al (2016).
The study of the development condition of agricultural areas of the county using the integrated model showed that in the counties of the province, there is no one with a very high agricultural development status. The county of Boyer Ahmad has a score of 0/797 in the first rank (relatively developed) and the county of Basht with a difference of 0/653 and a combined index of 0/44 in the eighth place (the state is totally deprived of development). Also, 37.5% of the counties (Boyerahmad, Bahmei and Kohgiluyeh) were relatively developed, 25% of the counties (Dena and Chram Counties) were in moderate development, 25 percent (Gachsaran and Lande Counties) were relatively deprived, and, finally, 12.5% ​​of the them (Basht) are totally deprived.

Abstract

Introduction
The experience of pursuing development goals in many countries show that achieving the objectives depend on considering the position and role of women as part of the active labor force of society especially in rural areas, which will ultimately lead to economic and political development. In addition, due to the large number of unemployed population especially women in rural areas, small home businesses have been created by using their individual creativity and the capacities of rural communities, exploiting new opportunities, dissemination and strengthening of sustainable innovations. This is one of the important priorities of development strategies that can play a significant role in empowering local people, reducing poverty and improving the livelihood of rural households.
In the meantime, supporting local financial investments and guiding women in order to set up micro-credit funds, seems to be a fundamental and appropriate solution for business development and economic prosperity of local communities. This will create economic, social and institutional equality, and provide training and business opportunities.
Given the importance of women's participation in economic activities to accelerate and facilitate the process of rural development, this study aims to identify the factors affecting entrepreneurship development from the of members’ perspective of rural micro-credit funds, i.e. rural entrepreneurs in Abadan County. Businesses such as alfalfa and various vegetables cultivation, production and supply of indigenous chicken, etc., which are agricultural-oriented and form the basis of women's economic activities.

Methodology
The present study seeks to identify the underlying factors affecting the development of rural women entrepreneurship, hence it is considered an applied research. The research design and data collection method is based on the non-experimental survey approach.  The statistical population of the study included 100 rural women members of micro-funds in Abadan who has started, managed and developed their businesses. A sample of 80 people was randomly selected for the query using Morgan table.   The research measurement tool was a researcher-made questionnaire. The content validity of the measurement tool was verified by practitioners and leading women entrepreneurs in the region. The reliability of the measurement tool was also evaluated and confirmed by calculating the Cronbach's alpha coefficient regarding the current and optimal status of the effective factors.
 
Discussion and conclusion
According to the findings of the study, the average age of sample was 34.3 years. More than half of them had primary and secondary education, and one tenth had university education. 2.5% were heads of households and their average economic activity was reported to be 4.5 years. The results showed that preparing households and citizens to encourage women to produce and work by government agencies has the highest score in the current situation. Also, the provision of inputs needed by women to produce goods and services, the land devotion for business development and the provision of insurance services to women entrepreneurs were at the lowest level. Also in the desired situation, the first three priorities were the establishment of entrepreneurship incubators in rural areas, providing financial assistance in the form of subsidies and easy access of entrepreneurs to the required information, knowledge and technology. These can be combined to the three priorities mentioned above. It is concluded that if specialized centers for entrepreneurship consulting and business development are established in rural areas in order to educate and empower women and identify their and train them in the mentioned centers. As a result, entrepreneurship development can use practical advice and credit and facility support, improve the business of rural women with a more appropriate approach.  Also, the factors affecting the business development of rural women were classified into 5 categories: technical, institutional-infrastructural, educational, cultural and social factors. Based on them it is suggested that in order to promote sustainable production activities in rural communities, a working group consisting of provincial and local managers , executive administration, CEOs of credit funds, financial institutions such as Omid Entrepreneurship Fund along with other business environment development actors (representative of the Ministry of Health, Ministry of Labor, Welfare and Social Security, representative of the development of deprived areas from presidential office, etc.).  Furthermore, it is needed to establish a city and provincial business office, and facilitate women’s progress while carefully analyzing their obstacles and problems. In addition, designing, and implementing a comprehensive business and entrepreneurship development projects that plans an activity to its development and stability is suggested. Establishment of entrepreneurship incubators in rural areas and arranging various educational-promotional programs by attracting the active participation and dynamism of rural women will increase the knowledge and experience of women entrepreneurship. Also, in order to increase the success rate of credit funds and present successful business plans among rural women, it is necessary to seriously pursue and implement entrepreneurial training and design programs with emphasis on regional potentials and based on creativity and innovation. So, courses on how to start a business and improve your business seems to be effective.

Abstract

Introduction
In recent years, environmental concerns have been raised as one of the major global challenges and issues that affect countries both individually and collectively, so efforts to integrate the principles and aims of sustainability and environmental as well as economic and social considerations have become one of the main priorities of development planners and politicians, including rural development decision makers. In this regard, strategic approaches to environmental assessment are the most powerful methods and tools to achieve the aforementioned goal, which can be available to rural development planners and decision makers. These approaches are formal, systematic, and comprehensive processes that separately or integrated with planning systems identify, predict, evaluate, address, and mitigate biophysical, economic, and other aspects of development before making key decisions and adopting strategic actions. The approach is currently being introduced in many countries as a support tool for decision-making and a prerequisite for the approval, prescribing, implementation of economic policies, plans and programs, and economic investment projects. Today, due to the extraordinary capabilities of strategic approaches to environmental assessment, their application in the rural development planning and decision-making system is considered as an inevitable necessity. Based on the experiences of several decades of development planning in Iran, focused on rapid economic growth has led to neglecting environmental, economic and social considerations in various national, regional and local development activities and initiatives. rural areas, as a result, are not exception from significant and uncontrollable damage to human and natural environment. This is especially true for Khuzestan Province in south west of Iran, especially its rural areas, which are directly dependent on natural resources and environmental capital for their livelihood and are subject to many development projects. By such an approach, the purpose of this study is to conceptualize the strategic approach of environmental assessment in rural development planning. In addition to its application to screen environmental effects and consequences of the strategic plan of economic development of counties in Khuzestan, as one of the most important and effective strategic initiatives for rural and urban settlement development.
 
Methodology
The present research is applied based on the purpose and type of research, and descriptive and survey (analytical) methods in terms of nature and method. Strategic environmental screening of the strategic plan of economic development in Khuzestan Province has been done in the framework of fuzzy Delphi technique and with the advice and survey of 26 responsible practitioners in various fields related to rural planning and to 33 key environmental components. According to this framework, two basic conditions such as the percentage of consensus of experts equal to / or more than 75%. Moreover, the condition of standard rank based on the definite value of environmental importance equal to / or above the threshold (0.7) was considered as acceptance environmental significance criteria. The opinions of the expert group were collected and analyzed using a checklist and a screening matrix based on a 7-point Likert scale.
 
Discussion and conclusion
Strategic environmental screening findings showed that, from the perspective of the expert group, the effects and environmental consequences of the strategic plan of economic growth and development for Khuzestan counties on 25 key environmental components, including the effect on biodiversity and habitats, population (concentration and migration), human welfare and livelihood, environmental health, flora (vegetation), soil, surface water resources, air quality, climatic conditions, material assets and renewable and non-renewable natural resources, rural landscape, land use, waste generation, rural and urban settlements, transport and communications, industrial structures, national and international protected and natural areas, national and international protected cultural areas, densely populated areas, areas with intensive land use. All of these components are in “noticeable” level and in the future can cause the formation and aggravation of environmental problems and issues.  Screening findings also showed that based on the consensus of the Expert Group (POC) and definite values of environmental importance (Amax/CV), the effects of strategic initiative on 8 environmental components including risk and impact on human health, animal cover, groundwater resources,  architecture and ancient values,  hazardous substances into the environment, the effect on areas with different protection regimes and other environmental components are less than the threshold of 0.7 and in the form of "non-noticeable". Given that, it can be concluded that the strategic plan of economic growth and development of Khuzestan counties for many screening criteria and key environmental components are vital. Furthermore, its implementation can have significant effects and consequences and irreversible damage to the environment of rural and urban areas. Thus, based on the findings of strategic environmental screening, the need for accurate environmental and technical assessments of the strategic initiatives to identify and analyze the effects and, if necessary, review, modify, improve or change the designed content and strategies. Also, it is recommended to anticipate and prepare appropriate mitigation actions.

Abstract

Introduction
The tourism industry can provide a good platform for investment, and because of its less reliance on resources, provides an opportunity for less developed countries to stimulate their economic growth to increase production and create job opportunities. Meanwhile, the villages have very favorable and special conditions in accordance with their cultural, social, economic, geographical and natural structure. Today, tourists are interested in visiting farms, orchards, groves, springs, cultural and tourist landscapes in rural settlements. Therefore, planning to use them to develop rural tourism is inevitable. Undoubtedly, rural tourism is a reliable source in many developed and developing countries, which can have a significant impact on increasing the income of villagers. One of the biggest benefits of the rural tourism sector is to create income and increase wages, and consequently to improve the economic situation for the people who work there. Accordingly, the overall purpose of this study is to investigate the capacity of tourism development and provide solutions to develop tourism in mountainous villages near the metropolis of Tehran.
Damavand County is in Tehran Province, which has been selected as a typical tourism region of Iran. According to the 2016 census, its population is 125480 people. This county with an area of 1932 square kilometers, includes five districts named Damavand, Absard, Kilan, Rudehen and Abali, two districts including central and Rudehen and 111 villages. Its average height above sea level is 2300 meters.
The center of this county (Damavand city) is located 75 km away from Tehran and has an average height of 2051 meters and its population is 48380 people.
The central district of the county consists of three rural districts, Jam Abroud, (Absard city as capital), Abarshiveh Rural District, (Sarbandan village as the capital), and Tarrud Rural District, (Mara village as the capital), which overall have 87 villages.
Damavand mountainous and countryside county, with its many capabilities and diverse geographical landscapes, has potential and actual capabilities to attract tourists. Abali track, lakes such as Tar and Havir lakes, several waterfalls such as Tizab, Ayeneh Rud. Cheshmeh A'la and Roodafshan Cave and its numerous springs, beautiful gardens and farms, and a very pleasant climate are among its tourist attractions.
The most important attractions of this area attract many nature enthusiasts. For many years, it has been used by the public, especially the residents of the metropolis of Tehran, and many travelers travel from other areas, so comprehensive understanding, design, and proper management to develop tourism in this area is essential and inevitable. Accordingly, the present study, by examining and explaining the important factors of tourism development, tries to consider the welfare of present and future generations, improvement in the quality of life and finally improvement of economic and social welfare level and creating a healthy rural environment in the study area. According to the mentioned issues, the fundamental questions of the research are as follows:
  • What is the capacity of rural tourism in the studied villages?
  • What are the key strategies to solve tourism issues in rural areas?
Research Methodology
Research type is applied research and the research method is descriptive-analytical and field study. The statistical population of the present study is rural households living in the twelve studied villages that according to the 2016 census the population is equal to 14024 people and 3600 households, 15 questions in this research as tourism development capacity and 18 questions as possible challenges for tourism development. It was set in a five-level Likert item (very low, low, medium, high and very high). Tables 1 and 2 demonstrate the reliability of the research instrument using Cronbach's alpha coefficient for the studied components which were 79%, the sample size was 260 by using Cochran's formula and the number of samples was randomly simple/systematic after measuring, the generators were analyzed by using SPSS software and using a hierarchical cluster analysis method.

Discussion and Conclusions
The results of studies in the field of rural tourism show that tourism is an important factor in the occurrence of positive and negative changes in the economic, social and environmental fields at the local and regional levels. Although this activity can lead to the development of rural areas, it can have both adverse consequences. The results of the Friedman Test for measuring the tourism development capacity explain a significant difference at the 99% level with each other. Also, for the challenges of tourism development a significant and 95% difference between the investigated indices is observed. The results of the hierarchical cluster analysis test (neighborhood matrix calculations) Euclidean distance of each village is compared to the next village and based on this, the similarities and differences of the villages have been explained. Then, the clustering process is done in eleven stages, and the studied villages are classified into four categories in terms of tourism capacity. The first cluster villages (Moomej, Jaban Ayneh Varzan) and the second cluster villages (Sarbandan, Zan, Seyyedabad, Havir, Dehnar and Shalambeh) have the most tourism development capacity respectively. Although the third cluster village (Vadan) and the fourth cluster villages (Sorkh Deh and Hashemak) have many tourist attractions compared to the first and second cluster villages, they have lower tourism development capacity. The studied villages are also divided into four categories in terms of the challenges of tourism development. The first cluster village (Moomej village) and the second cluster villages (Jaban, Sarbandan, Vadan, Zan, Ayneh Varzan, Seyyedabad, and Dehnar) have the most challenges in tourism development, respectively. However, the villages of the third cluster (Havir and Shalambeh) and the villages of the fourth cluster (Sorkh Deh and Hashemak) have the least challenges respectively. It can be concluded that while some villages have a high tourism potential based on studied indicators, some of them are also more vulnerable. Therefore, the endeavor of all local managers and officials towards the comprehensive management of rural tourism development is essential and inevitable.

Abstract

Introduction
The rural management system in Iran has undergone complex transformations in terms of socio-economic structures over the years, and efficient management void in rural areas in the long run, especially in recent decades, has posed many obstacles for villagers.
In this regard, it is necessary to explain the importance of local management in all dimensions and explain the role of local managers in performing tasks in rural areas in order to increase productivity, efficiency. After the formation of Islamic councils, and subsequently the establishment of rural municipality paved the way for giving the people the authority to manage. This leads to social capital in these areas, which can follow ensue further development.
In the present study, we first identify the weaknesses, strengths, opportunities and threats of the current rural management system, and then by reforming the rural management system, it provided conditions for the socio-cultural and economic development of villages in the central region of Guilan Province.  Therefore, the purpose of this study is to investigate the rural management system and rural economic and socio-cultural development in the central region of Guilan Province.

Methodology
According to the purpose, nature and method, this study is considered as an applied and descriptive-analytical research, respectively. In order to achieve the purpose of the research, the technique of direct observation was utilized in five dimensions to obtain data on the status and level of development of the studied counties. The statistical population of the study is the central area of Guilan province, villages depending on their height above the sea level are in two classes: coastal-plain and foothill-mountain. In order to select the samples in the villages of each county in the central region two criteria of population and geographical situation were considered. 120 villages were randomly selected from the villages from six counties of the region. Descriptive and inferential statistical methods as well as SPSS software were used to explain the central tendency and variability. Tables based on the T test and Arc GIS was used to produce the maps.

Discussion and conclusion
In this study, rural development in the central region of Guilan has been studied as a dependent variable in both economic and socio-cultural dimensions. In order to study rural management in two socio-cultural and economic dimensions, 33 items are considered "socio-cultural" and 31 items are considered "economic".
The item of raising the level of scientific knowledge of the villagers has obtained the lowest average score (3.17) in a total of 33 items studied in the socio-cultural dimension. In general, the average score of all social items is 3.71, which is higher than the mean, or 3, so it can be concluded that the improvement of rural management system is effective for socio-cultural development of villages. Also, the improvement of rural management system provides the socio-cultural development of the villages. It was also found that the items of cooperation with the Civil Registration Organization, recognizing social and cultural deficiencies and suggesting plans, introducing orphaned kids to support institutions, providing cultural and educational facilities and preparing support plans were among the most important items.  
In general, the average score of all economic items is 3.55, which is higher than the mean, or 3, so it can be concluded that improving the rural management system is effective on rural economic development. The items “estimation and regulation of annual rural budget", “business licensing", "impact of improving new management on rural economic development", "types of rural insurance" and "preparation of reform plans and proposals" in the economic sector with the highest scores, thereby are more important and effective than other items.
According to the findings of the present study, rural management in the central region of Guilan has economic and socio-cultural disadvantages. Therefore, suggestions in each of the dimensions of economic and socio-cultural development are presented as follows:
  • Predicting credits and facilities to support rural entrepreneurship according to the capacities of each village.

Abstract

 
Introduction
The poor management of water demand in Iran has led to increasing demand for this vital source and wasting great amount of this material. Therefore, water resources management has been declared as the most important socio-economic subject, and it is vital to find useful solutions in order to manage this resource sustainably. In this path, despite the location of Ghani Beiglou Rural District near the water-rich-river called Mirjan, the water balance of this area had been violated due to over use and lack of rainfall in the way that some of the villages in this area had no choice unless to get water access rationed. On the other hand, the life of almost 80 percent of villagers depends on agriculture, which is no longer possible due to lack of water. Therefore, shortage in water resources in this territory had caused vital problems such as not using water consumption sufficient policies in the time of crisis, no support of new suitable irrigation methods from the government, decrease in agriproducts efficiency, decrease in employment, investment and income of the agriculture sector. Finally, identifying the factors and solutions in water resource management could be an effective step for improving the water resource management in agricultural sector in this region. Therefore, purpose of present study is to analyze and assess rural sustainable water management in Ghani Beiglou Rural District. 
 
Reseach Methods
This study has applied purpose, and it is descriptive-analytical in nature. Data have been gathered by library and field methods. Statistical population is rural farmer families in Ghani Beiglou villages in Zanjan District. According to 2013 agricultural survey, this district has 2054 farmer households, and the area of cultivated land is 21892 hectares. This rural district has 32 villages in its territory. We found out that among these 32 villages the water resource management projects had been designed for and applied on just five villages including Ebrahim Abad, Mirjan, Mehrabad, Andabad Olia and Andabad Sofla. So these five villages are this study’s sample. This village have 631 farmers according to 2013 agricultural census. Among them we chose 160 individuals for analysis using Cochran sampling formula. Simple accidental sampling was used in each village, and in order to analyze the descriptive-inferential data of questionnaires, we used descriptive-inferential methods.   
 
Discussion and Conclusion
The results of water resource management show that Mehrabad Village with score of 90.44 is in better situation, also in rural sustainable development, and economic aspect compare to four other villages. Andabad Olia Village is in the better condition with numerical average of 123.9, for social aspect Mirjan Village with numerical average of 108.84, for livability dimension Andbad Sofla Village with numerical average of 87.6, and for physical aspect Andabad Sofla Village have better situation compare to others. Moreover, results show that there is a significant relationship between sufficient water resource management and sustainable development of rural areas in significant level of 0.01 and the correlation rate of 0.315. Besides all these, water resource management has impact on rural sustainable development by the level of 0.271. For aspect of the amount of BETA, highest impact is for the index of knowledge and awareness with the amount of 0.522 and the institutional index of 0.036 has the second highest effect on rural development.
The recent droughts and water shortages in the region and its negative impacts on agriculture led to consequences such as decreasing in income, employment rate, investment and increasing in unemployment and job elimination and migration rate to cities. People of some of these villages had acted to sufficiently mange the water resource based on their limited and unreflecting knowledge about modern irrigation methods, on their own and/or in few cases with getting help from the government and Agricultural-Jahad Organization, even though their help is not even close to enough. As a result, Mehrabad Village is a case that is more successful than other villages in developing the sufficient water management with numerical average of 90.44 due to more individual involvement of villagers. Also, this improvement in applying such project had positive impacts on rural sustainable development and agriculture. Marjan Village for aspect of level of rural sustainable development in different economic, social, environmental and Physical dimensions is at a better situation than other villages with numeric average of 0.96. Furthermore, its been found that there is a positive relationship between sufficient water resource management, rural sustainable development and agriculture sector in this region has a vital role in providing required food, producing raw material for industry, employment and creating income. Therefore, in order to reach a more and well managed agriculture development and take steps towards rural sustainable development, this region needs to use water resources sufficiently. Finally results show that each one of the water resource management indexes has different impact on the rural sustainable development, and among them the highest impact is for the index of knowledge and awareness with Beta amount of 0.522.

Abstract

Introduction
By expanding markets and diversifying products from the desired local product, "One Village, One Product" strategy, taking advantage of the region's potential in the competitive market.  Utilizing the "One Village, One Product" brand, as a global product, demonstrates pride in local culture as well as an effective economic strategy, which is intended for the development of rural areas. The present study aims to investigate the strategy of "One Village, One Product” in the development of local economy seeks to answer the question that what are the characteristics of the initial level of the strategy in Nahrmian Shazand village? What is the status of the factors affecting the strategy of"One Village, One Product” in the studied rural area?
 
Methodology
The statistical population of the study includes 5550 villagers and local officials of Nahrmian Rural District in the Zalian District of Shazand County. By multi-stage random sampling with proportional assignment of 160 people as the sample size were examined. 23 experts and officials of Omid Entrepreneurship Fund Organization in the study area were selected by purposeful and available sampling method to assess the importance of each feature of the study strategy. The research tool was a questionnaire whose validity (face and content) was confirmed by Omid Organization experts, rural development experts and faculty members in the field of geography and rural planning Kharazmi University its reliability was based on Cronbach's alpha statistics. Findings were reviewed at two levels of villagers and experts.
 
Discussion and conclusion
According to the results, the successful implementation of the initial level of "One Village, One Product” community participation, creativity, competitiveness, poverty reduction, reducing the economic gap and selling goods are effective. According to the villagers, the components of creativity, competitiveness and reducing the economic gap are in a better situation. Furthermore, the existence of small industries and workshops with an average of 23%, the use of new methods in production with 22.95%, investment in agriculture and rural industries with 22%, variety of jobs In the village with 21.6% and individual and group business with 20.95% are among the drivers of strategy in the village. Also, the components of selling goods, reducing poverty and community participation are inadequate conditions and processing and packaging of products with an average of 13.53%, cooperation with the government with 14.33%, self-confidence with 15.47%, people's efforts to reduce poverty with 15.71%, product brand with 15.91 %, Integration of land and support funds with 16.14% and rural markets and bazaars with 16.96%, according to the villagers in the implementation of the strategy of a village, a product and economic development of the studied rural area has the lowest importance and priority.  Also, using the Mann-Whitney U test and experts' opinion, the study village is only in terms of women's participation, use of new methods in product production, income status of villagers, support funds, government purchases, product sales to nearby markets. The existence of diverse occupations and reverse migration is a relatively favorable situation.  According to experts and executive officials of the strategy in the study area, the components of product creativity, product impact in reducing economic gap and competitiveness of the product are more important. Moreover, small rural workshops with an average of 26.65%, creativity with 24%, product quality with 23.8% Income of 23.78%, self-confidence with 22.66%, individual and group business with 22%, small industries and workshops with 21.73% and collective participation of villagers with 21.09% are necessary and important factors to advance the strategy.  
Therefore, along with research in the initial stage of the strategy, it is important to pay attention to nurturing people with a creativity. In terms of rural participation, there is a need for change in order to provide a basis for local participation, especially of educated, creative and entrepreneurial youth in order to implement "One Village, One Product”.  It is the locals who decide what to choose as their specialty and enhance it with original ideas and creativity. In terms of competitiveness structure, according to quality indicators, investment in rural and agricultural industries, the competitive advantage of the desired product brand should be developed locally and globally. It is suggested that in the strategy of "One Village, One Product” along with the support of regional development and the establishment of local entrepreneurship need to pay attention to economic development and economic justification of the product combined with social participation and local risk-taking, responsibility and accountability of the local people. In this regard, noticing micro-credit funds to facilitate access to rural resources has an important role in empowering villagers.

Abstract

Introduction
In recent years, a group of researchers have believed that entrepreneurial activities lead to environmental degradation. However, some researchers have argued that despite the negative effects of some entrepreneurial activities on society and the environment, entrepreneurs still play an important role in guiding business activities towards sustainability, especially social and environmental sustainability. In particular, relying on the capacities and capabilities of rural communities, recognizing new opportunities and growth of innovations adapted to local community condition can reduce these negative effects and also create opportunities for sustainable employment, income generation and sustainable development in rural areas. Researchers refer to sustainable entrepreneurship as a catalyst and a major impetus for sustainable development. In recent decades, sustainable entrepreneurship has been a growing research stream and it is time to pay more attention to sustainable entrepreneurship in the literature. Among the areas that need more detailed and in-depth study in sustainable entrepreneurship is among the research fields that needs more rogue and in-depth investigations. This is about a set necessary factors in order to integrate sustainability in entrepreneurial businesses. Furthermore, it is relevantly more important in rural areas due to the direct relationship of most of rural businesses with natural resources. Accordingly, the present study discusses the requirements and conditions for sustainable development in entrepreneurial activities in rural areas and seeks to provide a suitable integrated model for entrepreneurship development in rural areas based on sustainable rural development and sustainable entrepreneurship.
 
Methodology
The present study aims to design a comprehensive model of sustainable entrepreneurship development in rural businesses and identify the strategies essential for achieving entrepreneurial sustainability using a qualitative research approach and grounded theory. The statistical population of this study consisted of outstanding entrepreneurs with characteristics such as knowledge and experience in the field, willingness and sufficient time to participate in the research and effective communication skills in Hamedan Province. In this study, 10 people were selected and in-depth interview was used as the main data collection technique. Data was analyzed in a sequence of open coding, axial coding and selective coding. In order to increase the validity of this research, we selected research participants from outstanding entrepreneurs who both work in the field of rural and agricultural businesses, and also have sufficient scientific knowledge on sustainable development issues and the process of entrepreneurship development and rural business creation. In-depth interviews were used to collect and record the required information. In order to verify and avoid research bias, the model and the result obtained by the research team were continuously compared with the aim and checked if there is any part in the report and model that indicates a potential bias by the researchers? Based on these checkups, some reflections were considered in the process.
 
Discussion and conclusion
According to the results of the present study, the model of sustainable entrepreneurship development in rural businesses in a narrative manner and based on a ground theory is as follows: Regarding to our understanding of sustainability and its aspects as well as the requirements for entrepreneurial businesses to adhere to responsible environmental, socio-cultural and ethical actions in order to achieve sustainability and fulfill their obligations to society and the environment.  The findings show the development of rural business activities towards principles and values of sustainability requires strengthening individual factors of business owners and employees, organizational and environmental factors of enterprises.  In other words, provided that such conditions and factors are given, the growth and development of behavioral patterns based on sustainability in various economic, social and environmental dimensions in rural businesses will be possible. Internalization of such behavioral patterns also requires appropriate measures and strategies implementation such as empowering relevant institutions, enhancing media performance, continuing policies to promote sustainable entrepreneurship, strengthening cultural contexts, applying supportive policies, facilitating the access to credit and capitals, and developing educational programs, and human resource management strategies to establish responsible values in the organizational culture. Institutionalizing sustainability patterns in rural entrepreneurial businesses will lead to more sustainable rural economic growth, job creation, environmental adaptation, ensuring future access to key natural resources, satisfying social groups, achieving competitive advantage, cost savings, and improving product quality.

Abstract

Introduction
 Nanotechnology is one of the new scientific topics that has led to economic growth in the world. We need a well-designed plan to apply this technology in rural areas and agricultural products, and creating the right policies for the growth and development of villages.  According to the 1404 horizon planning document on the development of nanotechnology, this technology is intended to generate wealth and improve the quality of life of people because it is one of the most important technological developments that can change the structure of production and economic processes in society, especially rural areas. This science is the most important key to economic potential in the 21st century. Therefore, this study aims to identify planning indicators and categorize them based on content analysis while evaluating the advantages and limitations of developing nanotechnology products based on the appropriate strategy model in the development of rural communities.
 
Methodology
 This research is applied and and in terms of method is a quantitative, descriptive and explanatory type. Data was collected using library and field methods.  In the field study, a questionnaire with Cronbach's alpha coefficient of 0.77 was used to interview the experts of the Nanotechnology headquarters, the Organization of Rural and Urban Municipalities, and the professors in the department of geography and rural planning, as well as the agricultural extension and education in Islamic Azad University Science and Research Branch, which are considered as the statistical population. Since the responsibility of recognizing the strategy is considered to be on senior managers and experts, and they must have a systemic view about the objectives and missions of the organization, 122 individuals as a sample size using a snowball sampling method was considered for this study. The applied research model is SWOT strategic analysis and the quantitative strategic planning model is QSPM. Consequently, implementing the QSPM quantitative model matrix, social, economic, infrastructural and political-managerial factors was prioritized.
 
Discussion and conclusion
 Matrix scoring of external factors shows that the total final score in this matrix is 2.28, which is less than 2.5, so the development of nano-products in rural communities is in threat in terms of external factors. It will also be ahead of its opportunities. In addition, the result of scoring the matrix of internal factors shows the sum of the total final score is 1.68, which is less than 2.5, so the development of nano-products is weak in terms of internal factors. This issue confirms the weakness of the development of nano-products over their strength. Therefore, it seems that there are noticeable number of weaknesses for the development of nano-products in rural development, and by examining and targeting them can increase the development of these products in rural communities. According to the loading of social, economic, infrastructure and political-managerial indicators in the SWOT planning quality matrix and specifically evaluation scores of 2.28 for external factors and 1.16 for internal factors, a defensive strategy for the development of nanotechnology products in rural communities is determined, which ultimately develops four defensive strategies to achieve long-term goals. Including: (WT1): implementing knowledge workers in the field of nano to evaluate and assess the need to reduce the errors of economic development planning of rural communities. (WT2): determining the monitoring mechanisms in order to measure the risks of implementing the policy program related to the Nanotechnology development program on 1404 horizon.  (WT3): establishment of a risk assessment office regarding the use of nano-products in the Ministry of Agriculture Jahad and the country's rural development organization. (WT4): establishment of incubator in cooperation with rural ICT offices to raise the knowledge about use of nano-products in rural industries. In the Ministry of Agriculture Jahad and the rural municipality organization over the country. The fourth priority with a score of 4.09 shows the use of specialized labor in the field of nanotechnology to assess the need to reduce errors in the economic development planning of rural communities. Since relatively few chance will be available to address the weaknesses, according to the defensive strategy, we must adopt strategies for risk assessment, awareness and the use of specialized labor while being cautious and conservative. This requires inspecting the predictors for the future in plans and policies to maximize opportunities.

Abstract

Introduction
Providing qualified, healthy and enough food for the population of the country has always been a fundamental issue for government officials and experts. At the same time, the economic growth of the society, the raise of consumption of livestock products in the household and the growth of the population have increased the demand for these products. Given these, conducting new scientific research for sustainable development of animal husbandry and promotion of livestock production is one of the inevitable strategies. Kerman Province has a dry/arid climate, but due to its large rangelands, it is one of the traditional nomadic places for rural livestock activities in the country. Because of unbalanced distribution, some areas of Kerman Province have a good ability to produce livestock, especially in rural and nomadic areas, which has a large share in supplying meat and dairy products needed for local people and even exported to neighboring places.  At present, the north of Kerman province is ranked the 13th red meat, egg and honey producer, the 17th milk producer and the 18th chicken meat producer. The amount of animal husbandry employment in this province is 40%. A small amount of studies in Iran investigated structural and institutional factors influencing the sustainable development of the livestock industry. This is a common issue for other countries too.  Studies have been mostly on the factors on sustainable development of other sectors such as tourism, sustainable rural development, etc.

Methodology
According to the purpose, nature and method, this study is considered as an applied and descriptive-analytical research, respectively. The statistical population consisted of three groups: experts of the deputy for livestock in Agricultural Jahad Organization of Kerman Province, experts of the Animal Sciences Research Department of the Kerman Agricultural Research Center, and some representatives of private sector organizations. 20 individuals were selecetd from these groups.  The data collection tool was a questionnaire including 70 close questions. This questionnaire was divided in 7 domains (indicators): vision, objectives and macro strategies in policy (4 items), process and cycles of input supply and sales of livestock products (4 items), vision, objective and strategies for sustainable development of livestock industry (12 items), upgrading the capacity of existing economic activities in the livestock industry (18 items), sustainable development programs in the livestock industry (10 items), effective mechanisms in sustainable development of the livestock industry (13 items), social and institutional  requirements for implementation of development projects (7 items). 

Discussion and conclusion
The results of the study obtained using descriptive and inferential statistics showed that for the vision, objectives and macro strategies in policy for Kerman Province in the official documents (before the Sixth National Development Plan and after two-year implementation of the Plan), the most successful livestock was first the heavy livestock and then the poultry. Light livestock and aquatic animals are the next prospering livestock before the Sixth National Development Plan. However, the performance of the two-year implementation of the Sixth Plan has been less successful than the previous plans, so this need to be addressed in planning and policy making. Regarding the process and cycles of input supply and sales of livestock products, experts believe that supplying the inputs (fodder and concentrate, chickens, genes, vaccines, medicine, etc.) before production, and then services and supply during production, such as veterinary and health services, technical guidance to production units are the most effective measures. On the other hand, marketing procedure and products supply to the final consumer as well as the collection, processing and processing of livestock products are less important. Therefore, the problems of providing inputs and fodder and services should be a priority for the relevant organizations. One of the most effective indicators of sustainable development of the livestock industry in the north of Kerman Province is the income enhancement. Consequently, any policy for sustainable development of the livestock industry should first increase the income for the ranchers. The experts also believe that the facilitation of the Agriculture Jahad Organization is the most effective action for enhancing the capacity of economic activities in the livestock industry. The facilitator enables the group or organization to operate more effectively, increase collaboration, and create cooperation. The facilitator also encourages individuals to participate, understand each other, and collectively do tasks. Among the current programs for sustainable development of the livestock industry in the north of Kerman Province, increasing production and productivity is of the highest importance from the experts' point of view. Improving the entrepreneurial attitude and identifying human resources in the livestock industry to implement projects are the other variables that can pave the way for improving and promoting the sustainable development of the rural livestock industry in the north of Kerman Province.

Abstract

Introduction
The agricultural sector has always been supposed by scholars, managers, planners and governments for sustainable rural development. Increasing production scale cannot lead to agricultural progress, per se. The use of processing and complementary industries for greater productivity of agricultural products can result to increased product quality and greater profitability, as well as more employment and ultimately sustainable development of rural areas. However, these industries must be establishing in a favorable place. In rural places, conversion and complementary industries was proposed as a suitable method proposed by researchers for the development to combine both of agriculture and industry sectors.  Therefore, it is necessary to first evaluate the different conditions and identify the most suitable place for the construction of processing industries. Secondly, it is very important to introduce the most appropriate type of processing industries and the agricultural crops (agriculture, horticulture, animal husbandry, fisheries, etc.) for these industries to be established. In fact, this study seeks to find out which areas in Minab County has the most suitable situation to establish processing and complementary industries in the agricultural sector?

Methodology
The research indicators were first extracted by studying the background theoretical foundations and the literature, and then the data was obtained from statistical yearbooks of agriculture in Hormozgan Province. Also, for qualitative indicators, the required information was collected by designing a questionnaire consisting of 20 experts familiar with the situation of the studied villages. The TOPSIS multi-criteria decision-making technique has been used to prioritize four rural areas in the Central district of Minab County. In this technique, the positive or negative effect of each indicator on the main goal can be considered and according to the weight of each indicator the options can be ranked.

Discussion and conclusion
Minab County divided in four districts: Bandzarak, Tokhoor, Sandrak and Central. In this study, the Central district and its four rural districts (Karian, Tiab, Hoomeh and Goorband) were appointed to be ranked for agricultural processing and complementary industries. In this section, according to the steps of TOPSIS method, it has been tried to prioritize the rural areas of the Central District of Minab County according to the specific indicators for the establishment of agricultural processing and complementary industries. Since the goal is to prioritize the establishment of processing and complementary industries, the indicators are not of equal importance and weight. Thus in order to prioritize rural areas in the Central District of Minab County, the weight of each index was calculated by Shannon entropy method (value between 0 and 1). The highest weight is related to x4 and x5 indexes i.e. the amount of crop production and the amount of horticultural production (production volume per ton). The distances from the best alternative to the worst alternative and the overall score or TOPSIS score, which based on that rural areas are ranked. In fact, the village that gets more overall score has a higher priority for the establishment of agricultural processing and complementary industries. In this case, Karian Village with a score of 0.68, Goorband village with a score of 0.54, Hoomeh village with a score of 0.21 and finally Tiab village with a score of 0.08 are ranked respectively.  This is also shown in a diagram in the study.  In other words, TOPSIS technique showed that the most important indicators for this are the amount of crop production and the amount of horticultural production (production volume per ton). The amount of production must cost effective for establishment of the industry.  Therefore, it was determined that it is better to establish the industry first in the Central District of Minab County, and then in Karian Rural District.

Abstract

Introduction
 Empowering the villagers - as a new approach to development - is very effective in increasing the income and development of rural settlements. In other words, Rural development is not possible without empowering the villagers. Because the change and development of knowledge, skills and attitudes of the villagers from the empowerment process is the basis of sustainable rural development, and as the villagers welcome new ideas and methods, their thoughts change followed by it. As a result, a new attitude is created in them towards agricultural and other economic activities in rural areas and by promoting their cognitive capacities (awareness and knowledge), they provide the conditions for sustainable rural development.
The purpose of this study was to rank rural settlements in terms of factors affecting the empowerment of villagers in the Chandar district in Savojbolagh county.

Methodology
This research is applied in terms of purpose and quantitative (survey) in terms of research approach. The statistical population includes the residents of 10 densely populated villages of Chandar district of Savojbolagh county with a population of 12764 people and the sample size was obtained using Cochran's formula of 384 people and based on the population of each village, the sample ratio of each village was determined. To compare and rank the villages, based on library studies, six combined indicators (components) including interest and motivation, education, participation of villagers, tourism, relief committee services and geographical capacities have been used as factors affecting empowerment. The data collection tool is a researcher-made questionnaire. The validity of the questionnaire was confirmed using the opinions of five experts and its reliability was obtained using Cronbach's alpha coefficient of 0.82 for a total of six indicators. The villagers' answers to the questions were entered into SPSS21 software and the average of each index in the villages was calculated. Then Dematel method was used to weight the indicators. Vikor technique was used to rank the villages in terms of empowerment indicators.

Savojbolagh county with an area of about 2785 square kilometers is located in the west of Alborz province. It consists of three districts called Markazi, Chandar and Chaharbagh, nine townships named Saeedabad, Hugh, Chandar, Baraghan, Ramjin and Chahardangeh and fore cities named Hashtgerd, Hashtgerd new city, Taleghan and Chaharbagh. According to the 2016 census, the population of Chandar district is equal to 28841 people. Among the villages in this section, 10 villages with a larger population were selected for this study.

Discussion and Conclusion
Given that a quarter of the country's population lives in rural areas and still faces deprivation and underdevelopment in many areas, many urban problems, such as marginalization and urban poverty, are rooted in unresolved issues in rural areas; Therefore, rural development is a priority in planning. In this direction, one of the important approaches for rural development is the empowerment of local and rural communities. Empowering villagers will alleviate poverty and reduce deprivation, increase rural entrepreneurship, and promote rural justice. The empowerment of the villagers themselves is influenced by factors. In fact, empowerment needs stimulants and reinforcers. In this study, six factors of interest and motivation, education, participation of villagers, tourism, relief committee services and geographical capacities were selected as effective factors on empowerment of villagers in Chandar section of Savojbolagh county.
According to the ranking of Vikor index from the lowest score to the highest score, Kordan village is ranked first, followed by Ghezel Darreh Farm, Fashand, Hassanabad Farm, Aznagh, Sebistan, Harjab, Kooshk Zar, Imamzadeh Shah Hossein and BanuSahra are located respectively. Among the indicators affecting empowerment, the indicators of participation, interest and motivation, respectively, had the most role, followed by the geographical capacity, training and services of the Relief Committee in the next ranks. The tourism index is in the last place with a difference. With this study, in addition to ranking the villages in terms of the level of empowerment, the importance of indicators to influence the empowerment variable was also determined and the indicators of participation, interest and motivation, environmental capacity and education can be emphasized more. On the other hand, villages that are in the lower ranks in terms of capability, such as BanoSahra, Shahzadeh Imam Hussein, Koushk Zar, Harjab, Sebistan and Aznagh should also be given priority in the programs.
Thus, by studying the status and level of empowerment indicators in other villages, it is possible to understand the spatial and content priorities of planning for empowerment measures in rural communities. It is obvious that for this purpose, several indicators in individual, institutional and environmental dimensions must be used.

Abstract

Introduction
In the national economy of Iran, despite many efforts, Iran's villages are faced with challenges in terms of comprehensive development, and although agriculture plays a vital role in the development of the rural economy of the country. And despite the great continuity between the rural community and agricultural activity, we have never witnessed advanced agriculture in the country. In fact, the Iranian agriculture sector has faced many issues and problems in recent years, and many farmers and gardeners have abandoned agriculture in recent years and has been sale of urban land. In Lorestan province, there are 40 percent of the Lorestan economy based on agriculture, which has fallen by 10% over the past censuses. In addition, the reduction of the number of agricultural sector employees, a small investment in sustainable land management reduced agricultural production, increasing soil erosion, low agricultural productivity. In order to maintain and develop the activities of the agricultural sector and in turn, the revival of rural areas and rural resurgence in Lorestan province and the elimination of critical problems and agricultural rehabilitation strategies are required to identify and consider these strategies for maintaining and developing activities Agriculture is planned and appropriate policies are developed and presented. Therefore, considering the importance of the subject in this study, the evaluation of agricultural regeneration and strategies for the revival of rural areas of Lorestan province was investigated.

Research Methodology
The present study is in terms of purpose, applied and method of doing it (qualitative and quantitative). To collect information and data, both qualitative and quantitative methods were used. The theory studies were collected using documentary method. Field data was collected through questionnaires and interviews with experts. The statistical population includes various experts throughout Lorestan province. Using the targeted sample method, 70 samples were selected to complete the questionnaire and interview. To identify the indices and regeneration strategies (regeneration) of agriculture according to the method used in the research, first interviews and content analysis were identified for agricultural resuscitation strategies and to determine the time and weight of these strike from the fuzzy network analysis model (fuzzy network analysis) FANP) used. Then, using the QFD expansion model, the importance of agricultural reconstruction strategies and the indicators needed for the revitalization of rural areas. Also, to identify the revitalization strategies of rural areas of the village of Lorestan province, with an emphasis on agricultural revival, interviews with experts and the results of the QFD experimental model were used and the importance of implementing rural resurgence strategies was presented.

Discussion and Conclusion
One of the important strategies for reducing the problems and issues of rural communities and the development of rural economics is to pay attention to the development of agriculture as an infrastructure of rural development and revitalization. The new rural life is aimed at rebuilding and developing rural areas through economic development, environmental protection, planning and beautifying villages. However, the reconstruction of the agricultural sector in rural areas is necessary as the basis and basis for achieving this goal. Considering the importance of this issue, in this study, the evaluation of agricultural regeneration and regeneration strategies in the revival of rural areas of Lorestan province was investigated. The results showed that among the seven strategies, capitalization in the agricultural sector, the development of marketing agricultural products, supportive policies of farmers, modifying and changing the pattern of cultivation, increasing agricultural production, agricultural resources management and the development of agricultural entrepreneurship are the most important strategies Agricultural regeneration in rural areas of Lorestan province is required to be considered for agricultural development. Based on the results of the core of agricultural regeneration in rural areas, three strategies for investment in the agricultural sector, the development of agricultural products, and then supportive policies of agricultural activities related to rural life. Abstract

Introduction
In recent decades, the international growth of agricultural tourism in rural economies has raised a number of important policy-related topics for local development planning, the most important of which is the development of production and support for entrepreneurship in agricultural tourism. Given that entrepreneurship in all areas, including agricultural tourism, is a complex phenomenon, agricultural tourism as a complex system encompasses a large range of interactions between economic, environmental, social, technical and financial elements. Therefore, the development of entrepreneurial businesses for agricultural tourism is based on the framework of the factors that make up the environment of a system. Therefore, all these factors must be investigated. Because these factors are interrelated and interact directly and indirectly. In this regard, identifying key factors and factors in the development of entrepreneurial businesses as a complex system can help to revitalize rural areas of the region and is effective in realizing the goals of entrepreneurship in rural areas. Therefore, in this research, it will be tried to identify the proposed dimensions and components for the development of entrepreneurial businesses in the field of agricultural tourism, and the model of development of entrepreneurial businesses in agricultural tourism will be provided based on the causality model.

Methodology
The current research is an applied research and regarding the results, it is an exploratory research. In this regard, the factors affecting the development of entrepreneurial businesses in agricultural tourism were identified and classified in four socio-cultural, individual skills, tourism facilities and policies. This research also focuses on the rural areas of Mahallat town due to its potential and its ability to develop agricultural tourism. According to field studies of 40 villages in the studied area in two districts of Khorheh and Bagherabad, 21 villages with agricultural tourism capability were identified and selected. In order to investigate the effect of each variable in the causal factors model, 30 questionnaires were designed and delivered to the executive and academic elites. Vensim software was used to draw the causal diagram based on systematic thinking, and to analyze the collected data, descriptive and inferential statistics (single sample and Friedman) were used in SPSS software.

Discussions and Results
The results of t test indicate that the factor of policy making and its related variables are the highest mean and then the factor of facilities and services of tourism with 4.02, the factor of individual skills with 3.8, socio-cultural factor with 3.7 and the factor of local capacity with 3.6 are placed in the next ranks respectively. Regarding the fact that in recent years, entrepreneurship is considered as one of the important components of job creation and economic development in societies, so in the last few decades, policymakers in different societies have tried to develop entrepreneurial policies for economic growth. Also, given that the rural development plays a very important role in national development, the development of entrepreneurial activities in rural areas can be considered as a tool for national development. The results of the research on the basis of the t test show that the impact of the policy making factor on the development of entrepreneurial businesses in agricultural tourism is ranked first, and the factor of tourism facilities and services, socio-cultural factors, individual skills and local agricultural capacities are the next ranks respectively. The results of the Friedman test also indicate that the factor of policy making is ranked first by the experts, so the findings of this study indicate that the government as the most influential factor through policies and policies related to the development of entrepreneurial entrepreneurship in the field of agricultural tourism and supportive policies can enhance the motivation and the fields of entrepreneurship development in the villages. On the other hand, it has a direct impact on other factors as well. Also, the cultural and social factor and policy will have a significant impact on the individual skills factor as there are positive attitudes towards entrepreneurship in the community as well as policy makers support entrepreneurial activities in rural areas, the desire for entrepreneurial activities in agricultural tourism grows in local communities. It also boosts social and communication skills, entrepreneurship creativity and innovation, and high-quality services, resulting in tourists coming to the region more frequently and defining their good experience everywhere. Also, the factors of policy making and individual skills will directly affect the factors of the facilities and services of the tourism because when qualified human resources are trained in local communities, especially experienced tour guides and thus creating interaction between tourists and residents of the region and awareness of tourists' needs can serve as a stimulating factor for satisfaction and safety of tourists. Local capacity factor is also an important factor in the development of entrepreneurial businesses in rural areas, because there is no potential and developmental capacity for this type of tourism in many areas.

Research Methods
The present study in terms of applied purpose And is based on a descriptive-analytical nature. The statistical population of the study includes two groups of experts and local people in the villages of the central part of Ardabil city. Panel members (experts) in this study in the form of non-probabilistic purposive sampling, 30 qualified people were selected. To obtain the required sample among the local community using cluster sampling in five rural areas of the central part, Initially, six villages from each district And from each village, 436 people were randomly selected as a sample. Data collection method To answer research questions It has been in the form of a library and a questionnaire. To measure research variables, In the variable part of the effects of brand components, Four indicators in the form of 30 indicators and 13 indicators in the economic empowerment variable were used. The validity of the questionnaire was examined by a panel of experts and experienced in this field And confirmed. To determine the reliability of the questionnaire, 30 questionnaires were distributed in the same area And the total reliability of the questionnaire was estimated to be 0.917. Analysis of the findings of the questionnaire using the opinion of experts, Mick Mac software was used. In order to analyze the views of the local community, Spss software was used, Where Pearson correlation coefficient to examine the relationship between research variables, Multivariate regression coefficient was used to determine the effect of brand effects on economic empowerment of villagers.

Discussion and conclusion
The results based on the effective and influential rural brand plan indicate that: The system is in an unstable state And most of the factors are scattered around the diagonal axis and are in a similar position to each other And only their weakness and intensity are different from each other. Introduction
One of the ways to empowering rural women is to provide them with the opportunity to participate in economic activities, especially the sale of agricultural products and handicrafts, which requires the provision of favorable conditions, including the creation of suitable markets for these products. Women's empowerment is a way to increase women's individual and social capacity through their political, social, educational or economic power, and a way to promote the status of women is one of the most neglected conditions in society. One of the ways to improve the level of empowerment of rural women is to provide the conditions for their presence in economic activities and the sale of agricultural products and handicrafts. It is necessary to create suitable markets for these products. In recent years, structural changes in societies and changes in the lives of individuals and communities have led housewives to show great interest in working outside the home. Increasing income through job creation has positive effects on their material life, promoting self-esteem, improving basic and essential needs and creating independence among them.
So that having job opportunities increases their role in economic, family and social decisions. In this regard, local markets play an important role in local economic and social developments and fundamental changes in the physical situation, production, employment and economic activity of villages. Local markets are places where, in addition to selling goods, villages will be exchanged with cities. Many small-scale producers (especially rural women) bring very few products to these markets during the month, and by offering these products at a price, they generate income for the household, which is very important for the rural household economy. The present study seeks to examine the conditions of these local markets and their role in empowering rural seller women in these markets.

Methodology
The present research is of applied type with descriptive and analytical methodology. Library and field methods based on the researcher-made questionnaire were used to collect information. The sample size of this study includes 80 rural women from 21 villages of Ghaen Township who were present in the local markets as a seller during the field studies.
After determining the samples, data were collected in the field through a researcher-made questionnaire. To evaluate the validity of the research variables, two methods were used using the study background as well as the specialized panel of university professors and experts. Cronbach's alpha test was also used to evaluate the reliability of the data, which the results indicate a high level of data reliability for the study. To analyze data from descriptive and inferential statistics (one-sample t-test, multivariate regression and one-way analysis of variance) in SPSS software and to rank villages in terms of market role variables in women's empowerment, from the multi-criteria decision model of Cocoso (Weighting used is entropy) and GIS software was used to display the obtained rank.
Ghaen Township is one of the areas where the villagers sell their products during the week in the form of weekly markets that are temporarily or permanently formed in Ghaen city and the villages of Afriz, Tighab, Chahak and Mousavieh. These markets, regardless of size (small and large), have a significant impact on the economic situation of the family, especially rural families. Some rural female vendors in these markets, which have more than 600 mobile units, have a good opportunity to supply their products, which are mainly agricultural products and vegetables and dried vegetables. In the present study, the role of the weekly markets of this city on the empowerment of women active in these markets has been investigated.

Discussions and Results
The present study examines and analyzes the role of local markets in empowering rural women in economic, social, personal and psychological dimensions (at the level of indicators such as income and savings, finance, employment, product supply, participation and cooperation, improving welfare and awareness, trust Self and voluntary decision making).
The highest average in assessing the market impact on women's empowerment belongs to the employment index with an average of 3.41 and the lowest average belongs to the optional decision index with an average of 2.90. The independent variable in this study is market conditions, which is measured by three indicators: infrastructure-space conditions, supply and demand, competition and social market conditions. Among the market conditions indices, the highest average belongs to the market social conditions index with an average of 3.44 and the lowest average belongs to the infrastructure-spatial index with an average of 2.96. The results show that in the studied villages, the situation of supply and demand and competition and the social conditions of the market and infrastructure-space are in a good situation, which has caused the market to play a positive role in changing and improving empowerment indicators.
The case study women, have received the most impact from market conditions from the individual dimension. Local markets also had the greatest impact on the empowerment of women living in the villages of Qomanjan, Tightar and Rome.

Introduction
On the one hand, food Supply to the country's 85 million people and its growing population, and the need to achieve self-sufficiency in agricultural production and food security, on the other hand, necessitate an increase in agricultural production in the country. This requires an alteration in traditional farming systems and methods, including soil cultivation and open field cultivation (cultivation in farm and garden) and their replacement with new and high-yield methods such as hydroponics.
Hydroponics, despite the need for sufficient expertise and relatively high initial capital compared to soil cultivation,  has several advantages such as high yield, low labor requirement, no need to observe crop rotation, weed control, plant growth uniformity, minimum water loss, Lack of competition of plants for water and nutrients, the possibility of providing food supply in accordance with the needs of plants, less use of chemicals and as a result healthier crops. Another advantage of this system is its applicability and use in various levels, including large greenhouses commercially and small home scales. In-home environments, by using unused spaces such as homes’ rooftops, indoors and even parking lots and so on, the required products can be easily produced organically. By using the mentioned method and by employing the professional and the youth of the country and also by considering the numerous advantages of hydroponic systems, not only it creates jobs and entrepreneurship, but also helps the development of the country's economy by producing valuable products.

Research Methodology
Due to the importance of the subject, the general purpose of this study is to scrutinize the role of hydroponic farming in the prosperity and the production leap and, consequently, the economic development of rural areas. The present study is in applied form and in terms of the method is descriptive-analytical based on field studies and the statistical population is the villages of the central district of Gorgan County. After identifying and designing the indicators, a questionnaire was prepared that by using Cochran's formula, 240 employers and hydroponic farmworkers, as well as villagers, were selected and interviewed as a sample population. Finally, using the T-test and Mann–Whitney U test, multiple linear regression test, and cluster analysis  (compression type) in the SPSS software environment, data were measured and analyzed.
Gorgan has a privileged geographical position and excellent climatic conditions due to its location which is between a vast and fertile plain and mountains covered with forests and also its relatively short distance to the Caspian Sea. This County is bounded by Aq Qala city from the north, Semnan Province from the south, Aliabad County from the east, and Kordkuy County from the west. In terms of area, Gorgan is 1615 square kilometers (7.91 percent of the province) and the average height of the city is 155 meters above sea level. According to the country divisions in 2016, it consists of two central parts, Baharan and five Rural Districts (Estarabad-e Jonubi, Anjirabad, Roshanabad, Estarabad-e Shomali, Qoroq) and 98 villages.

Results and discussion
The results of the independent t-Test indicate that there is a significant difference in the production of summer crops per unit area between the two studied methods and the income of landowners with a 99% confidence level. The results of the Mann-Whitney test also indicate that there is a significant difference of 99% among the chemical fertilizers absorption coefficient, pesticides, and the apparent quality of crops. Moreover, the results of the multiple linear regression test to explain the effectiveness of hydroponics in multiple fields show that their satisfaction with hydroponics is very high. In other words, the hydroponics method not only reduces water consumption and increases production per unit area and demonstrates the 99% relationship, but also partially improves the absorption of pesticides and chemical fertilizers in the plant. The results obtained or the coefficient of determination obtained in the regression indicate that hydroponic farming was effective up to approximately 88% in increasing crop production per unit area, reducing water consumption and increasing the fertilizers and absorption coefficient, and also increasing farmers' incomes. Cluster analysis was used to measure the development capacity of hydroponics in the target villages and they were classified into four categories in terms of development capacity. Villages of the first cluster (Karimabad and Saadabad) and villages of the second cluster (Lamlang, Jelin, Kheyrat,Fayzabad and Ziarat) have the highest development capacity of hydroponics, respectively. The villages of the third cluster (Maryamabad) and the villages of the fourth cluster (Qarnabad, Dodangeh, Ahangar Mahalleh, and Tushan), although they have good capacity in different fields, they have a lower capacity in comparison to the villages of the first and second clusters.

Abstract

Introduction
The first step in spatial planning is the recognition of the environment and its latent capabilities. However, planning for development, especially rural development, should be based on a real understanding of the potential and talents of rural areas. Evidently, a major factor implicated in the failure of rural development planning is the negligence of the environment; indeed, any geographical space has its own potential, capabilities, and facilities for development. Human communities cannot survive apart from economic, social, and physical factors and depend on nature, especially the environment, to meet their basic needs.

Methodology
The research was an applied, non-experimental, library, and document based study with a quantitative paradigm. The statistical population was composed of rural areas in Isfahan Province of Iran. The study was conducted at the county level so that 24 counties in Isfahan Province were investigated in terms of rural economic development. The research had two sets of variables.  a dependent variable, i.e., rural economic development, and independent variables including human resources development, access to infrastructural factors, and environmental capability, which were all quantitative. The data were both quantitative and imagery, collected by the library and document method. The ecological capability section was analyzed by Dr. Makhtoum’s multi-factor evaluation method. The criteria of the ecological capability were assigned with weights using the pairwise comparison technique of the analytic hierarchy process (AHP). Then, the criteria were integrated using the weighted linear combination method. Ultimately, the final fuzzy map was classified based on the mean and standard deviation (SD) of the value of its pixels in the ENVI5.1 software package. The aggregated index calculation method was employed to estimate other parameters including rural economic development, human resources development, and access to infrastructural factors. Eventually, the multivariate regression method was applied to explore the effect of independent variables on rural economic development. The software packages used in the research included SPSS and MS-excel for statistical analyses and the calculation of aggregated indices, Super Decisions for assigning weights to the environmental capability criteria by the pairwise comparison technique, ENVI5.1 for standardizing information layers of the criteria and categorizing land-uses based on the mean and SD of the pixel values, ArgGIS 10.1 for aggregating and preparing information layers, estimating the areas of each section, and producing the output maps, and SHAZAM for performing the regression analysis and testing the estimator hypotheses of ordinary least squares (OLS).

Discussion and Conclusion
According to the results, Isfahan County had the highest and Semirom County had the lowest rate of economic development in their rural areas. Naeen and Dehaqn Counties showed the highest and lowest levels of human resources development, respectively. The highest and lowest access to the infrastructural factors were related to the counties of Khomeynishahr and Semirom, respectively and Chadegan and Khour-va-Biabanak Counties had the highest and lowest ecological capabilities, respectively. A closer look at the results revealed that although some counties such as Chadegan, Bueen Miyandasht, and Semirom had high ecological potential; however, they were at the lowest level of the economic development of rural areas. In contrast, counties like Isfahan, Ardestan, Aran-va-Bidgol, and Naeen with weaker ecological capabilities were at higher levels of economic development in their rural areas.
Based on the analysis of the effect of variables on economic development with multivariate regression, the coefficient of determination (R2) was estimated at 0.806 for the model. The statistic shows that 80.6% of the variance in rural economic development is accounted for by three variables of ecological capability, human resources development, and infrastructural factors and 19.4% is related to other factors not included in the model. The results of the regression analysis show that the relative importance or effectiveness of the ecological capability is 0.23 whereas the relative importance of the access to infrastructural factors is 0.65 and the relative importance of the human resources development is 0.35. According to the results, rural economic development in Isfahan province is mainly affected by the variable of access to infrastructural factors and least affected by ecological capability. This is an unexpected result because the rural economy is based on ecological resources and capability since most of the people in the rural areas are employed in agriculture and related activities. Also, the results showed that the variances in the three independent variables are not consistent, reflecting the fact that the policies adopted by development planners have not distributed infrastructure endowments in accordance with environmental potential. If they were distributed proportionally, regions with higher environmental capability should have had more infrastructural facilities. Therefore, infrastructure development and credit distribution are influenced by factors other than environmental potential.
In general, if capabilities and facilities are considered for rural economic development, it will be possible to realize economic development in villages and achieve an optimal level of economic development in these areas. It is, therefore, necessary to adopt policies and strategies for rural development that are consistent with environmental potential.

Introduction
Today, in order to achieve sustainable rural development as well as optimization of local advantages, identifying the factors affecting the utilization of geographical advantages are essential. The villages of the country today are more than ever influenced by the political, economic, social and cultural conditions of their systems as external factors influencing the development of rural settlements. These are factors such as inappropriate government policies at all levels of planning, legislation, management and implementation, bias towards urban areas and large industries, lack of independent civil society organizations, fostering the transformation of villages into cities and so on. Moreover, the internal obstacles of rural communities are such as: low level of awareness of rural stakeholders on their internal and socio-economic capacities, restrictive norms, low power of transformation, and low the power of risk, overcoming traditional approaches to harnessing the potential of rural areas, and the uncertainty and trust between rural communities towards new perspectives and patterns, etc. Both factors are the reasons for neglecting rural areas and lack of  proper operation of the capacity and potential in this area. Rural settlements in Khorramabad county have not seen much growth and are facing instability of rural settlements, despite their high potentials and capacities in the agricultural and non-agricultural sectors. In this regard, the present study seeks to answer the following question: What are the factors influencing the role of geographical advantages in achieving sustainable development of rural settlements?

The purpose of this study was to identify the factors affecting the role of geographical advantages in achieving sustainable development in rural settlements of Khorramabad. In this regard, it is a combination (quantitative-qualitative) research method with sequential strategy and exploratory - descriptive research design. Based on this orientation and evaluation, the Q model was selected for problem recognition and analysis. The statistical population of the study is the villages of Khorramabad. The qualitative participants were expert villagers who selected 30 theoretically saturated subjects and data were collected using semi-structured interviews and semi-structured interview card tools. In the quantitative section, we chose village experts. 150 villages out of 647 villages, were selected by simple stratified sampling. Next, one rural mayor or council was selected from each village. In the Q model, Q cards were used to collect data.

Discussion and conclusion
According to rural experts, the lack of role of geographical advantages in the feasibility of sustainable rural development in the study areas is influenced by the following factors: low level of skill and familiarity with modern knowledge, dominance of conservative mindset, lack of creativity and innovation, aging population, dominance of closed cultural beliefs, low income, inflation and uneven distribution of credit resources, market system instability, poor attention to infrastructure and welfare services, rural education and promotion system failure, weak legal-institutional arrangements, lack of system Integrated program for agricultural activities commensurate with domestic and foreign markets, service weakness Production support, low level of security and weakness of processing companies.
Rural experts' perceptions of the inability of geographical advantages to achieve sustainable rural development fall into five categories: economic factors, managerial-institutional factors, socio-cultural factors, human factors, and physical factors, which are economic factors with  25%, managerial-institutional factors with 23.66%, socio-cultural factors with 23.66%, human factors with 20.23% and physical factors with 8.70% had the most influence on the lack of role of geographical advantages in the feasibility of sustainable rural development.
According to the results, meticulous planning in organizing economic, social, political, organizational and managerial and cultural constructions, utilizing the geographical advantages of rural areas is one of the most important prerequisites for achieving sustainable rural development. As a result, planners need to identify and analyze the forces and relationships that make the most of these advantages by influencing shaping forces and processes, help improve the conditions in the geographic advantage process.
