Abstract

Adjacent villages are among the settlements in which are simultaneously facing with some opportunities as well as threats. These in turn affect the quality of life and meeting the needs of the settlers. Accessibility to urban facilities and services from one hand and urban ecological threats and the consequences of rural migration on the other hand, lead to complex circumstances. Livable settlements briefly define as suitable and pleasant places to live and work. The study is comprised of Varamin adjacent villages next to four urban nucleuses. The research method is based on analytical method as well as field works and documentary data. The objective of this study is to identify the level of livability. As such one way analysis of variance was applied. This study suggests that there exists a significant difference in the villages in terms of their livability.

Abstract

Nowadays, empowerment is being considered as one of the most applicable ways regarding development achievement. This is more applied to vulnerable rural peasants. It is argued that development without empowerment considerations in general namely as far as the rural settlers are concerned is an incomplete concept. Targeted subsidy could be very influential regarding empowerment of the rural settlers which is the main contribution of this paper. The research method has applied as well as analytical and descriptive nature. Data gathering was done through both survey and documentation procedure. It is followed by distributing questionnaire and conduction of personal interviews of household heads. As such, 10 villages (35%) out of 28 villages located in Jaider district of Poldokhtar were selected. Furthermore, 80 households were interviews via random stratified sampling technique. This is followed by application of SPSS and Wilcoxon non-parametric statistical test. This study suggests that there exists positive relationship between the received targeted subsidy and economic empowerment level of the rural settlers. That is one could observe relativity high purchasing power, increase in saving, reduction of poverty and increase in household welfare. However, the reductions in arable land, as well as decrease in agricultural investment level, high inflation and mortgages are among the main important negative impacts.

Abstract

It is being argued that rural tourism is considered as a prominent activity with respect to rural development. This industry is known as invisible export by economists. Tourism as a broad activity is associated with some major economic, social and environmental. It further argues that tourism planning demands identification of these impacts as far as the host community is concerned. This in turn accentuates sustainable tourism development. This study aims to investigate the impact of tourism upon Rijab resort of Kermanshah as a host community. Sample siege amounted to be 270. As such 200 questionnaires were gathered using random sampling technique. Principle component results indicate the tourism development bears four major consequences including income generation, environmental problems, cultural development, and reduction of social capital. The result of this study provides some recommendation for tourism bodies. These related organizations could strengthen positive impacts and mitigate negative consequences.

Abstract

Introduction:
Nowadays, low job offers, unemployment and rural poverty are being considered as a major driving force for rural- urban migration. This in turn may cause some problems both for rural and urban communities as well as some challenges with respect toachievement of sustainable rural communities.  Taking into account these challenges, entrepreneurs through their creative economic efforts could be helpful regarding economic improvement of rural areas. Even though the major motive behind this sort of activities is private benefit but they could provide proper atmosphere for entrepreneurial ship at local, regional and national level. Rural communities taking into account their physical, social and economic situations simultaneously could offer both opportunity and weakness regarding entrepreneurial ship. It is argued that the development of entrepreneurial activities in rural areas must be based on rural capabilities in order to be successful and head toward sustainability. Jaber Ansar district located in central part of Abdanan, taking into account its prominent characteristics including proximity to urban areas, possession of active handicraft, the existence of fertile agricultural lands and natural resource abundance, possess high entrepreneurial potentials at local and regionalnevel. The major objective of this study is to investigate sustainable rural development potential from entrepreneurial ship and employment aspect in the study area.
Methodology:
The type of study of this study is explorative. It is based on descriptive- analytical research method. It is further supported by documentation and field works including questionnaire, interviews and observation. The study area is Jaber Ansar district located in Abdanan. Statistical society is composed of head of households were selected through application of Cochran formula and random sampling technique. The questionnaires were composed of four components and 32 indicators related to entrepreneurial development and rural employment. The data analysis further demands application of descriptive statistics and principal component analysis and SPSS.
Conclusion:
According to principle component analysis results in the study area, eight factors including infra-structure, economic, awareness, self-confidence, personal creativity,innovative capabilities, physical infra structures and access to different facilities have prominent impacts upon sustainable development from entrepreneur aspects. These factors are capable of explaining 75.25% of the variation. Infra structural and social factor with eigenvalue of 5.63% is the major factor and is capable of explaining 17.60% of the variation. This is followed by economic factor as the second major one with the eigenvalue of 4.48%. It is capable of explaining 14.01 % of the variation. The least important factor is access to economic. Facilities eigenvalue is % 44 and capable of explaining 4.51% of the variation. It may be concluded that the improvement of appropriate public infra–structures including provision of drinking water, electricity and fuel, proper communications as well as transportation facilities, post banks, well designed and equipped transportation systems for shipping commodities to markets, access to skilled and literate labor force are all being considered as influential factors for provision of needed potentials and pave the way for entrepreneurship. It is argued that economic development in rural areas requires new strategies. This in turn is associated with entrepreneurship and environmental policies. Thus economically speaking entrepreneur plans in the study areas would be fairly effective needed for creation of occupation, special credit facilities sufficient funds for small businesses, awarding low interest rate and non-paying back loans especially in deprived areas are among some of the recommended measures.

Abstract

Introduction
Regional development is one of those issues that have attracted lots of attentions by program-makers, especially the regional ones. A study on various levels of the major criterions including those of economic, social, cultural and health, particularly at regional level, is useful to determine the position of different regions, as it requires special considerations in regional level as well as determining conditions of national adaptation and conformity. So, as a country with various levels of development in different provinces, the rate of development of the cities and areas within a province cannot be the same. It may sometimes happen that due to the heterogeneous spatial distribution of development resources and different factors of economic, social and natural areas in rural districts of a province we cannot find any proper process of development. It seems that in the province of Ardabil, inequality and imbalances in optimal distribution of resources has caused the problem of concentration of facilities and services in the city dominated area that will consequently lead to the divergence and development gap among different regions. This is despite the fact that a little number of researches has done to determine the level of development of rural districts using different models and their integration as well as using the latest census results.
Methodology
This paper presents a practical article using descriptive analytical method. In order to collect basic information on the topic of different documentary methods based on library have been used. By documentaries methods collected theoretical principles related to the subject of the research and indexes. In this regard, due to the confronting limitations, we relied on to the determination of 13 indicators and variables in the field of infrastructure development. After collecting and processing information and required data in Excel, development levels of villages was calculated by means of multi-criteria decision making methods of TOPSIS, VIKOR, SAW and composite index of human development (HDI). In the following investigations done, Kapland method was used to achieve a consensus for the classification of rural districts. Finally, the results were illustrated in the form of maps using GIS to enable better analysis of spatial development in the province.
Discussion and conclusion
The study and comparison of rural districts in various aspects of economic, cultural, physical and spatial can significantly help Planners and policy makers in villages to take the right steps in the process of decision making and implementation of appropriate programs to provide them as many chances as possible to reduce regional inequalities. It is noteworthy that, currently, there are several statistical and cartographic methods of micro and macro ranking of rural districts providing different results as outputs. Thus, using new methods, comparing them with each other and choosing the best one is a matter of particular importance. In this study, after examining rural districts of Ardabil Province in terms of its underlying indicators, the following results were obtained. Results from ranking of rural districts in terms of different levels indicate that we should make a cautious use of multi-criteria decision-making methods (MCDM). The mere use of one or more quantitative model cannot reveal the reality of a society. Because, as we have already seen, TOPSIS, VIKOR, SAW, and HDI model have presented different results. For example, the highest level of development in TOPSIS model is dedicated to the rural districts of Mahmudabad, South Vilkij and Palnga. While in other models the highest level of development belongs to (rural districts of Kalkhoran, Eastern Angot and down Brznd in VIKOR), (rural districts of Eastern, southern and western Kishlak in HDI), (rural districts of Eastern Kalkhoran, and Eastern Khandbyl in SAW). Furthermore, using these four models showed different results in final ratings. As, the lowest level of development belongs to (the rural districts of Sabalan, Western Angot and down Brznd in TOPSIS), (the rural districts of Plnga, Kishlak Reza Qoli and low Brznd in VILOR), (the rural eastern districts of Minabad and Kalkhoran in HDI) and (the rural districts of western, eastern and southern Kishlak in SAW). It should be mentioned that the rural district of down Brznd has occupied the final ranking place just in the two models of TOPSIS and VIKOR. Eventually, by the use of the composite model of kapland we have resolved the problem and achieve a final ranking. Results from this model indicate that rural districts of Southern Senjed, Central Arshagh, and Eastern Angot have the highest and Arjestan, Alvarus, and Sabalan have the lowest level of development.

Abstract

Introduction
Sustainable development is actually a process towards sustainability. It can be conceptually classified within other concepts such as social reorganization, transition to a better future, conserving the quality of the environment, people empowerment, creating new capacities, and respecting indigenous knowledge and information. All these concepts are considered to be the main axis of sustainable development by contributing to the elimination of the need of new generation, regarding the need of future generations.
Hence, sustainable rural development is a multidimensional process that can come off through the bottom-up approach and ongoing, shared use of local supply and resources. "Social capital" is one of the most important social components and a basic aspect of local sustainable development. Social and economic capitals can strongly affect the trends of community-based management of villages. By amplifying the capitals and their optimization, their effect on rural development will be promoted.
In this research, regarding the fact that social capital plays a key role in the realization of rural development, we have used social network analysis method before and after the implementation of a community-based project of rural management to investigated different aspects of bonding and bridging social capital of rural micro-credit fund in Bstaq village of Srayan county, South Khorasan. In this village, mobilizing financial resources has been already done by the establishment of micro-credit funds. It is obvious that the physical sustainability of economic structure of the Fund requires the sustainability of social capital in local network of its beneficiaries. Therefore, social capital needs to get evaluated over time among members of rural micro-credit fund.
Methodology
Social analysis and assessment of relations between members of rural micro-credit fund of Bastag, in the form of various subgroups, were done using the approach of social network analysis. Efficiency and impact of RFLDL project has been already evaluated for all the indicators and studied cases in two times, one before the implementation of the project in 1390 and one after that in 1394. We have first identified members of microcredit fund in Bastag using survey research and the study of documents in RFLDL project. Then, a network analysis questionnaire was developed and completed doing direct observations and interviews with different individuals. Rural micro-credit fund of Bastag consists of 13 groups. These include Aba-Abdellah, Azahra, Imam Reza, Amir-al- momenin, Sar-Allah, Javad-al-Aeme, Abolfazl, Sahbalzman, Kosar, Musa ibn Ja'far alMahdi, vali-e-asr, and Yas-e-nabi groups. The number of people who completed the questionnaires are 190 people among the group members and 13 heads of the funds. The head of the groups are determined by members in a local election. Data analysis has been done by analyzing and investigating the bonding relations between the group members or bridging communications between leaders in the form of rural micro-credit funds. Network analysis used in this research is a method of full network in which all network members are examined. Finally, collected data were analyzed in UCINET 6.507 software and then the intended indicators were analyzed as well.
Discussion and conclusion
The most significant ides contributing to the establishment of micro-credit fund is to achieve development goals to decrease poverty, mobilize financial resources of rural communities and organize local societies in aligned groups. In this research, we have examined trust-partnership bonds and evaluated various indicators of density, reciprocity links, transition and average geodesic distance using social network analysis method to assess bonding and bridging social capital between members or heads of the groups or between leaders of micro-credit funds of Bastag located in Sarayan and studied in RFLDL project.
Results show that the average density of trust-partnership bonds between members of rural micro-credit funds is high. In the next step of doing RFLDL project, the same indicator increased compared to before. In this village, two groups named Kosar and Azahra have been reported with moderate downwards density of trust- partnership bonds. In other groups this indicator is at its moderate upwards level. In Bastag, mutual trust is high and mutual partnership is up to the middle. The sustainability of communication networks and the institutionalization of various links in the village is assessed as moderate upward. This indicator is also high between the head groups of the village. After project reviews by accomplishing participating activities for rural sustainable development show more density between members of micro-credit fund comparing to before. However, respiratory was noticeably high between the head of the groups.
The velocity of Trust and Participation is high between the members of the Fund in the village of Bastaq. The amount has even increased more after the implementation of the project. The velocity of trust and partnership between the heads of micro-credit fund has respectively increased from 1 to 1.18 and 1.08 to 1.25. Furthermore, people linked together in the shortest possible time and at highest speed. Thanks to the great social :union: and solidarity among people, mobilization of social and financial resources will be possible at a higher speed. Considering the results of social capital assessment before and after the project, it can be said that RFLDL project acted successfully in building trust and creating good chances to strengthen the spirit of partnership and cooperation between members of the fund in Bastag.

Abstract

Introduction
Today, the rise of the global economic system, which has created great wealth and the spread of economic contradictions such as the gap between rich and poor, has brought about wide-ranging social changes and has led to the introduction of entrepreneurial ideas in the field of social issues. In recent years, social entrepreneurship has been identified as an important source of social, economic, cultural and environmental wealth. Due to lack of resources and facilities and remarkable population growth, communities, nowadays, are facing many problems, among which is the problem of unemployment. Because the employment situation of women in Iran, like in many developing countries, is not favorable, women always have fewer job opportunities and often work in the informal sector with low wages.
Given that half of people in any society are women, women's participation in various jobs and entrepreneurship is necessary for the growth and development of society. Women's participation in various economic, social and other fields is one of the indicators of the country's production. One of the main issues in development is the proper use of the capabilities and talents of human resources in society.
In the suburban area of ​​Chabahar, there is a traditional view and disbelief in the abilities of women. Most of the women in this area are divorced or heads of households and do not have a good economic situation. Since the situation of women in each region is reflecting the social and economic improvement of the regions, and also, due to the appropriate commercial and economic situation of Chabahar region, there are many opportunities for job creation and empowerment of women in this region. It seems that one of the ways to discover these opportunities and empower women in this region is to regard and implement social entrepreneurship. So far, domestic research with a social entrepreneurship approach has not examined the empowering factors of rural women. Therefore, this study aims to provide a model of social entrepreneurship in order to empower women in the suburban region of Chabahar in a comprehensive way, to extract effective indicators and answer the research questions.

Methodology
This research is mixed in terms of purpose, application and in terms of data type. The qualitative part uses the Meta synthesis method. For data analysis, the software used in the quantitative section was SmartPLS2 for the first questionnaire and Expert choice software for the second questionnaire. The statistical population of the study is all Baluch women living in Chabahar.
 
Discussion and conclusion
Calculation of final weight and prioritization of effective indicators on women's empowerment in Chabahar suburban areas based on AHP method shows that among the identified indicators, women's self-confidence with a final weight of 0.457 has been identified as the most important effective indicator on women's empowerment, and motivational indicators, job creation and education with the final weight of 0.423 and 0.387, are, respectively, in the second and third place. Existence of social support for female heads of households and quality of life with a final weight of 0.030 has been identified as the least effective indicator among the indicators.
By meta-synthesis method, 21 indicators, 4 components and 2 dimensions were identified. The results showed that all variables except the variable of having sufficient skills, lead to empowerment of women in the suburban area of Chabahar. Also, all environmental variables lead to the empowerment of women in this area.
The most important indicators of women's empowerment in the Chabahar suburbs is self-confidence. Furthermore, the indicators of job creation motivations, level of education, elimination of labor market discrimination, and government support policies are ranked second to fifth, respectively, with regard to the importance of empowering women in this region.

Abstract

Introduction
 Nanotechnology is one of the new scientific topics that has led to economic growth in the world. We need a well-designed plan to apply this technology in rural areas and agricultural products, and creating the right policies for the growth and development of villages.  According to the 1404 horizon planning document on the development of nanotechnology, this technology is intended to generate wealth and improve the quality of life of people because it is one of the most important technological developments that can change the structure of production and economic processes in society, especially rural areas. This science is the most important key to economic potential in the 21st century. Therefore, this study aims to identify planning indicators and categorize them based on content analysis while evaluating the advantages and limitations of developing nanotechnology products based on the appropriate strategy model in the development of rural communities.
 
Methodology
 This research is applied and and in terms of method is a quantitative, descriptive and explanatory type. Data was collected using library and field methods.  In the field study, a questionnaire with Cronbach's alpha coefficient of 0.77 was used to interview the experts of the Nanotechnology headquarters, the Organization of Rural and Urban Municipalities, and the professors in the department of geography and rural planning, as well as the agricultural extension and education in Islamic Azad University Science and Research Branch, which are considered as the statistical population. Since the responsibility of recognizing the strategy is considered to be on senior managers and experts, and they must have a systemic view about the objectives and missions of the organization, 122 individuals as a sample size using a snowball sampling method was considered for this study. The applied research model is SWOT strategic analysis and the quantitative strategic planning model is QSPM. Consequently, implementing the QSPM quantitative model matrix, social, economic, infrastructural and political-managerial factors was prioritized.
 
Discussion and conclusion
 Matrix scoring of external factors shows that the total final score in this matrix is 2.28, which is less than 2.5, so the development of nano-products in rural communities is in threat in terms of external factors. It will also be ahead of its opportunities. In addition, the result of scoring the matrix of internal factors shows the sum of the total final score is 1.68, which is less than 2.5, so the development of nano-products is weak in terms of internal factors. This issue confirms the weakness of the development of nano-products over their strength. Therefore, it seems that there are noticeable number of weaknesses for the development of nano-products in rural development, and by examining and targeting them can increase the development of these products in rural communities. According to the loading of social, economic, infrastructure and political-managerial indicators in the SWOT planning quality matrix and specifically evaluation scores of 2.28 for external factors and 1.16 for internal factors, a defensive strategy for the development of nanotechnology products in rural communities is determined, which ultimately develops four defensive strategies to achieve long-term goals. Including: (WT1): implementing knowledge workers in the field of nano to evaluate and assess the need to reduce the errors of economic development planning of rural communities. (WT2): determining the monitoring mechanisms in order to measure the risks of implementing the policy program related to the Nanotechnology development program on 1404 horizon.  (WT3): establishment of a risk assessment office regarding the use of nano-products in the Ministry of Agriculture Jahad and the country's rural development organization. (WT4): establishment of incubator in cooperation with rural ICT offices to raise the knowledge about use of nano-products in rural industries. In the Ministry of Agriculture Jahad and the rural municipality organization over the country. The fourth priority with a score of 4.09 shows the use of specialized labor in the field of nanotechnology to assess the need to reduce errors in the economic development planning of rural communities. Since relatively few chance will be available to address the weaknesses, according to the defensive strategy, we must adopt strategies for risk assessment, awareness and the use of specialized labor while being cautious and conservative. This requires inspecting the predictors for the future in plans and policies to maximize opportunities.

Abstract

Introduction
Entrepreneurship as a strategy in the development, prosperity and growth of human societies has been an invaluable mechanism through which all the factors, resources and facilities of a society are mobilized in a spontaneous and evolutionary fashion, which is the source of many positive economic and social effects and consequences. Knowing about the driving forces of rural entrepreneurship development are crucial. The development of rural entrepreneurship depends on some drivers such as appropriate infrastructure, environmental conditions, social cohesion and solidarity of entrepreneurs in different stages from production to supplement, quality of institutional services, supportive laws and policies and individual and behavioral characteristics of entrepreneurs. Despite the necessity of these drivers, the level of priority and significance are not the same, hence some of them will be mandatory and others might be complementary in the entrepreneurial process. This study seeks to identify the most important drivers of entrepreneurship development in rural areas of Iran by a systematic review of scientific publication in recent years, and prioritize these drivers based on their significance.

Methodology
This study is applied in terms of purpose, and descriptive-analytical in terms of content. In this study, meta-analysis method was used to identify the drivers of entrepreneurship development in rural areas of Iran. 50 published papers in national and international scientific research journals until March 2018 were used to identify the drivers of entrepreneurship development.  The main topic of these papers was entrepreneurship in rural areas of Iran. We implemented Q method for extracting and summarizing the most important factors of rural entrepreneurship. To this end, this study selected 38 Q statements as the Q sample. For sorting Q categories using purposive sampling method, 30 individuals familiar with rural entrepreneurship were selected as participants. Finally, factor analysis method in SPSS software was utilized to identify and prioritize the most important drivers of rural entrepreneurship.

Discussion and conclusion
Findings of the meta-analysis from the review of sources indicate that among the conducted studies, behavioral, educational and technological, supportive, economic, social, and environmental and infrastructure drivers are among the most important drivers of rural entrepreneurship development.  Based on the findings of the Q method, which prioritized the most important drivers of rural entrepreneurship, the discourse analysis and the participants' mental pattern highlighted the behavioral drivers. Behavioral drivers consist of ability to endure difficult and stressful situations, strengthen the self-confidence, problem solving skills, discipline at working, acknowledging opportunities and be risk-taking.  For educational drivers, the participants prioritized adequate access to information channels and resources, investment in research and development to increase productivity, and taking entrepreneurship training courses. For economic drivers, the respondents underscored the access to seed money, granting low-interest loans and tax deduction in creating new production units. On supportive drivers, the priority was for transparent economic and tax rules and household support. The expansion of platforms and infrastructure (road, electricity, telephone, Internet, etc.) was the most important condition for infrastructure drivers. As a result, in order to develop rural entrepreneurship, in addition to these drivers, it is necessary to consider issues such as establishing rural incubators and think tanks, establishing rural development councils and entrepreneurship parks, and providing basic infrastructure for policy makers and planners.

Abstract

Introduction
Economic actors must be prepared to identify and plan risks. In other words, businesses need to improve their resilience. Improving business resilience consists planning for risks and businesses capabilities for surviving and thriving despite unfavorable conditions. Business resilience is the structural and procedural dynamics that enable businesses to have the capacity to address challenges. Survival and development of businesses operating in today's unstable environment depends to some extent on their resilience. In this regard, eco-resorts call for improvement of their resilience capacity. Resilience capacity enhances the ability of eco-tourism businesses in the face of specific situations and accelerates transformational actions in the event of unexpected and important events and contributes to the long-term survival of the organization. To this end, the purpose of this study is modeling the resilience of eco resorts in rural areas of Giulan Province.  A literature review was conducted and verified the research gap in the importance of business resilience in rural areas and highlighted that no study has been conducted to address this issue. Also, it should be noted that the rural economy is not merely economic, but also social, political and security aspects, and this study can contribute to new perspectives on this matter.

Methodology

The present study is exploratory. The study uses a qualitative method and specifically a grounded theory, to model the resilience pattern of eco-tourism businesses in rural areas of Gilan Province. Semi-structured interviews with key practitioners and informants were used as the means of data collection. For this purpose, a snowball sampling was used. 18 interviewees were selected and the collected information reached saturation point. For data analysis, the systematic method of Strauss and Corbin was performed in three main steps: open coding, axial coding and selective coding. After conducting interviews and integrating common themes using the grounded theory method, the categories were divided into six groups: causal factors, context factors, axial phenomenon or component, intervening factors, strategies and consequences, and ultimately a paradigmatic model was designed. The validity of the research tool was confirmed by participants, and peers. The reliability of the results was evaluated by several experts on the topic and the final model was extracted.

Based on the findings, the causal factors of the research include the variables of entrepreneurial attitude (including entrepreneurial awareness and identification, discovery and creation of opportunities in rural areas), entrepreneurial orientation and leadership, entrepreneurial characteristics, technology-based entrepreneurship and strategic entrepreneurial perspective of business owners in this rural region.
Also, intervention factors were identified as variables of creative and innovative milieu, entrepreneurial culture of rural areas, customer service and networking between entrepreneurs and residents of rural areas, communication and coordination within the organization and stakeholders, social exchange of the local community.
The context factors of the research consisted of the development of public and technological infrastructure in rural areas, improving the macroeconomic and social environment, promoting institutional arrangements (government, public sector and market), rural destinations and attractions and their uniqueness.
Eco tourism business resilience strategies comprise creating virtual social networks for promoting rural businesses, financial supports, administrative supports, political supports, legal supports, advertising, marketing and branding of rural businesses, improving individual and managerial skills of rural economic actors, reviewing business plans, strategic planning of human capital, providing a sustainable competitive advantage (competitiveness) for rural businesses and knowledge management for local people.
In conclusion, the resilience of eco-tourism businesses leads to consequences such as sustainability, durability and flexibility of rural businesses, exploiting business opportunities in rural areas, creating security in rural areas by establishing sustainable development (socio-cultural, economic and environmental), job creation, social welfare, prosperity of the local economy and reverse migration to rural areas.

Abstract

 Introduction
Many villagers depened on palm farming, in the date palm tree-growing regions of Iran. Nonetheless, the date markets are facing many challenges for some reasons such as unsanitary, lack of sales market, lack or absence of maintenance industries, long-distance from production to factory, dispersion of villages, low product prices, climate incompatibility, lack of proper access to capital, high waste and sale of low value-added products to market intermidearies. These challenges in Makkoran region, one of the country's date-growing regions, are more than other places due to climatic and environmental constraints and infrastructure deficiencies.
Date palm farming activity in Makkoran region has many problems in terms of marketing, price, exports, and required infrastructure; thus, the date product of this region are exported by middlemen often in bulk and low added value to Pakistan and the United Arab Emirates and large cities in the country.
Therefore, the present study, in response to this need, uses the actor-network theory of Latour, Callon, and Law (1986-2009), aiming to identify the processes of translating actions and the spatial relationships between actors as a theoretical lens because according to Latour view (1987) actors (human and non-human) are negotiating and translating each other's goals to make a connection. Therefore, the present study seeks to answer these questions: What actors are involved in the date market of the Makkoran region, and what are the existing and emerging spatial relationships between these actors? Is there a significant relationship between them? In translation processes which actors and spatial relations need membership, expulsion, or reform?

 Methodology
This research employed an exploratory-sequential mixed-methods research design. The statistical population is 17493 date palm farmers in Makkoran region. Sampling was performed via a purposive-probability sampling method to determine the sample size via the "data saturation" criterion in the qualitative stage, and the "representation" criterion in the quantitative stage. The sample size consisted of 111 date palm farmers and 16 related experts in the qualitative stage and 376 date palm farmers and 32 experts in the quantitative stage. Qualitative data were obtained through in-depth semi-structured interviews with date palm farmers and experts, and quantitative data were obtained through a questionnaire from date palm farmers and experts. Then, based on "sequential mixed-methods analysis," qualitative data were processed and analyzed using NVIVO software, and quantitative data were processed and analyzed using SPSS software. According to Latour's argument (1987), the " translation " method made the final analysis and inference.

Discussion and conclusion
Based on research findings, sales status and the price of the date product improves from south to north of Makkoran region. Hence, situational and climatic actors play a crucial role in product sales status and price change, especially Mazafati dates in the south part of the region. These actors may force date palm farmers to harvest early (at the Kharak stage) and reduce product prices. To achieve their goals and interests, human actors (date palm farmers and governments) inevitably align with the tendencies of non-human actors (such as geographical location and climate). Also, according to local date palm cultivars, which almost all of them need refrigeration, and depending on how it is accessed, date palm farmers to the refrigerator and the capital have changed the product's price. These two actors (refrigerator and capital) and date palm farmers have faced severe challenges and obstacles in terms of sales and product prices. Hence, date palm farmers inevitably sell their produce to brokers at low and insignificant prices. Of course, this is not a one-sided situation; but with the constructive support of the government, date palm farmers can play a more constructive and effective role in raising capital and creating the necessary refrigerator. They can reduce the power of the two agents of the refrigerator and capital by changing the palm cultivars (expanding the dry cultivars without the need for a refrigerator) or selling access to the refrigerator so they can sell their product at a reasonable price. This issue causes them to be present in the date market with more power and influence.
Nevertheless, in the current situation, the alliance of these two actors with other actors (space distance, transportation technology, road location) has led to the widespread influence of traders in the date market and has weakened its functions. The capital actor has a more prominent role in this regard, As it has been able to change the tendency of most date palm farmers to use a refrigerator and, to their detriment, to ally with brokers (predominantly local and regional brokers). Of course, the non-use of cold storage is not only related to capital but also situational and climatic actors in the south region. Also, due to a lack of proper access to capital, date palm farmers inevitably accept the rate offered by brokers; Local and regional brokers, in a solid alliance with telephone and capital actors, have prevented both major traders from entering the market and dragged the refrigerator into their network. Hence they have severed or severely shaken possible and necessary links between date palms and date palm farmers with target markets.
Thus, multiple spatial relations between actors (human and non-human) exist. Meanwhile, date brokers have conquered the date market to the detriment of producers by creating a strong network of spatial relations and have found role and agency as the key actors. Often weakness and inefficiency of the main actors (palms and government) and the alliance of capital and cold storage actors with brokers have led to such a detrimental consequence; however, these spatial relations are transformed by the participation of new actors (non-native palms, cold storage, etc.).

Abstract

Introduction
Cities have profound effects on the surrounding rural areas, which are manifested in various environmental, social, economic and physical dimensions. Knowing the type of texture is necessary to measure the quantity of filled and empty areas, explore the quality of mass and space contiguity and identify the shape-spatial system for the regularity of filled and empty spaces. Agriculture can be the core of the space economy because it is the biggest attractor of labor in some regions and can create the most income and development. Since development is a multi-dimensional concept, which requires reorganization of the socio-economic system with it, examining the different levels and dimensions of development and knowing the differences in resources of different regions can be effective for planning. In this regard, the purpose of the present research is to measure and evaluate the desirability of peri-urban spaces for the agricultural development of rural settlements in Golestan Province.
Golestan Province, the study area of ​​this research, is a northern province that is distinguished in agriculture due to its geographical location. The importance of the agricultural sector for this province is because of the role of this sector in increasing the country's food security and prosperity. This calls for proper and accurate planning and agricultural development. 

Methodology
This research is a descriptive-analytical and applied study. The secondary data were collected from the agricultural statistics of the province in 2015. The statistical population of the study consists of 14 cities in Golestan Province based on the latest political-administrative divisions. For data analysis, we used WASPAS multi-criteria combined technique in Excel spreadsheet software, and Shannon's entropy was used to determine the weight of each index. ArcGIS was used to draw the maps.

Discussion and conclusion
The findings of this research echo the results of Kaderzadeh et al.'s studies (2016), entitled agricultural development of the cities of Kurdistan Province and confirm the difference between the cities of a province in indexes. And the indicators of development agricultural development. It also shows that most of the cities of the province are in an unfavorable situation in terms of sustainable agricultural development indicators. Also, the findings of Taqvi and Bahari (2013) regarding the distribution of the components of the development of the cities of Mazandaran Province, Sakhawat (2013) regarding the measurement of the development of the provinces of Iran, Fadeli (2014) about the inequality of development in the western provinces confirm the difference between the cities of the province in terms of development indicators. Considering the general results of this research and the placement of rural settlements in Gonbad and Gorgan Counties at the highest level of development, it can be seen that the most important factors affecting the development are the strong and concentrated urban economy and the labor force. And trained, high-quality soils with agricultural capabilities, the use of modern and efficient agricultural tools and equipment, abundant manpower, large area, especially Gonbad Kavus County, etc. The robust economic role of the cities of these two counties (Inche Broon for Gonbad Kavus County and Sohrkhankalate and Jalin for Gorgan County) is evident because they have attracted most of the services and infrastructures, and this has led to the lack of these services in rural areas. Given that in addition to increasing urbanization of the country in the future, it is inevitable to pay attention to rural settlements for balanced development and fair distribution of services based on the current situation of settlements. Fair planning and distribution of services is a must, which requires optimal investment in rural settlements for the realization of homogeneity, social justice and better living condition in different settlements.

Abstract

Introduction
Nowadays, systems of society, including social and economic systems, change so fast that they require appropriate actions and strategies to satisfy their needs. Entrepreneurship is one of the strategies proposed in response to new needs. Rural settlements play an essential role in all aspects of society. These settlements contain a significant percentage of the population and are essential to national development. However, these places are known to have problems such as unemployment, low income, and lack of diversity in occupation. According to many researchers, entrepreneurship is an essential tool for rural development and can be a suitable stimulus for the stagnant situation of three sectors of agriculture, services and industry. However, the fact that entrepreneurship programs are male-oriented is a big problem that has caused human resources and society's capacity not to be used properly. As half of the society's population, women have a prominent role in various elements of society, but the existing policies and plans prevent their presence and development. Gender analysis is a way to achieve gender balance in all aspects of society, and it examines and compares the attitudes and views of men and women on various issues. In the present research, an attempt is made to evaluate the views of women and men of Amirabad District of Damghan County regarding the effect of five components: individual, family, economic, cultural-social and institutional infrastructure in the success of entrepreneurship.

Methodology
The current research is an applied study, which in terms of its nature, is in the category of descriptive-analytical research. The method of collecting documentary information is a survey; In the first step, with library studies, an effort was made to extract the components needed for the questionnaire while developing the theoretical framework of the research. The questionnaire was prepared in 17 indicators and 41 items among 379 residents of Ghahab Rastaq, Ghahab Sarsar and Toyeh Darwar districts in Amirabad District of Damghan County, which was calculated using the Cochran method with a confidence coefficient of 95%. It was distributed in the spring of 1401. After completing the questionnaires, they were collected and analyzed using SPSS software; Pearson's correlation test and independent T-test are two statistical tests that were used to measure the correlation between variables and gender analysis of entrepreneurship development indicators, respectively.

Discussion and conclusion
Using the Pearson correlation test to measure the degree of correlation between the variables indicates a significant relationship between the indicators of entrepreneurship development and the success resulting from it, based on the respondents' opinions. However, the low weighted average of them causes the significance of the relationship to be moderate. The obtained results show that the highest correlation rate among men is the individual index, with a correlation rate of 0.552, and the family indices (r=0.519), cultural-social (r=0.495), and economic indices (r=0.476), respectively. Moreover, infrastructural-institutional (r=0.471) is in the following ranks. Among women, the highest correlation value, like men, is related to the "individual" index with a value of 0.473, and infrastructure-institutional (r= 0.469), economic (r= 0.453), family (r= 0.440), and social indicators. - Cultural (r= 0.393) is in the next rank. Therefore, according to the obtained results, the first hypothesis of the research is rejected; In the first hypothesis, it was stated that "it seems that among the effective factors in the development of entrepreneurship, economic factors have more influence from the point of view of women", the results of the Pearson test indicated that the economic index with the value of r=0.453 It is in the third place of indicators in terms of women. On the other hand, according to the above results, the second hypothesis of the research is confirmed because the factors of the five indicators of the research do not have the same priority from the point of view of men and women, and each of the gender groups has a different point of view towards Indicators are essential.
The results of the independent T-test indicate that in the "individual" index, the most important item for women's success in entrepreneurship is "having commitment" and for men, "risk tolerance". In the "family" index, women's "family attitude" and men's "having freedom of action on behalf of the family" were evaluated as the most critical items. In the "economic" index, in terms of both sex groups, "income from entrepreneurship"; In the "social-cultural" index, from the point of view of women, "the type of culture in the place of residence" and from the point of view of men, "women's participation"; In the institutional-infrastructural index, "giving land to entrepreneurs" was evaluated as the most important issue for both sex groups.
This research attempted to measure the difference between men's and women's views on success factors in entrepreneurship. The obtained results indicated that women and men have completely different views on success factors in entrepreneurship; Although men and women considered the "individual" factor to be the most important factor, there was no consensus among them regarding the order of the components of this factor. According to women, "having a commitment" is the most important feature that must exist in the personality of an entrepreneur in order to provide the basis for his success; On the other hand, men consider "risk-taking" to be the most important characteristic of a successful entrepreneur. In general, women believed that individual, infrastructural-institutional, economic, family, and socio-cultural factors have the greatest impact on entrepreneurial success; Men also considered individual, family, cultural-social, economic, infrastructural-institutional as important. The research results indicate a significant difference between the attitudes of women and men; This requires that this difference be taken into account in relevant decisions and planning so that proper improvement and development in entrepreneurship can occur among all social groups.

Abstract

Introduction
Rural tourism is a sustainable form of rural development that utilizes the resources available in rural areas. However, due to geographical isolation and lack of benefits, these areas often have untapped potential. This lack of development prevents strengthening of social and economic foundations within local communities. Regarding tourism planning in certain areas, previous research has focused on identifying important factors and drivers. However, there is a lack of certainty surrounding regional development in the planning process. To address this, planners and scenario writers can use these factors as a control mechanism to map and manage the desired future.

Methodology
The purpose of this research is to create scenarios that will help determine the factors that impact the growth of rural tourism in Urmia County. The study will use the Wizard scenario to identify key variables that contribute to sustainable tourism in the villages within the county. Ultimately, the goal is to develop scenarios that will enhance the feasibility of sustainable rural tourism development. The purpose, application, and type of research method used in this study are descriptive-analytical. The nature of the data collected is qualitative, and the method of data collection is through field research. The questionnaire tool was implemented in two stages, and data analysis was conducted using future research techniques and the Mick Mac software, along with interaction analysis. In general, the working method has been done in two main stages in this research. Twenty professionals with expertise in the subject were selected for a statistical sample. They were provided with a questionnaire to complete. After careful consideration of the experts' opinions and research, it was determined that there are 36 significant indicators in 5 different components: economic (9 indicators), socio-cultural (8 indicators), managerial (7 indicators), natural (8 indicators), and infrastructure (4 indicators). During this study, it was found that out of the 36 indicators examined, several key factors drive tourism development in the rural regions of Urmia County.

Discussion and Conclusion
In this study, we created scenarios by considering critical uncertainties, predetermined drivers, and the impact of key obstacles. The result of this process was three scenarios. One scenario depicts a promising and favorable situation, another is static and intermediate, and the third portrays a critical and undesirable situation. Out of the three scenarios, scenario number two has the most favorable conditions for tourism in the villages of Urmia County. This scenario is considered the best because all possible situations are desirable. Out of the 36 possible situations, 16.6% are critical, 11.11% are relatively critical or on the brink of a crisis, 13.88% are relatively favorable, and 58.33% are very good. 27.77% faced unfavorable circumstances, while 72.23% had favorable ones. The second scenario is the most optimal, as all the crucial factors are at their best. This scenario comprises seven highly desirable situations, two moderately desirable ones, one on the brink of crisis, and two critical situations. In Scenario No. 1, there are several possible states. Seven of these states are ideal, one is good, one is risky, and two are critical. The factors in this scenario are stable. Five situations are entirely positive, three that are somewhat positive, one that is risky, and three that are critical. In these critical situations, the key factors are likely unfavorable compared to their desired state.
After analyzing the potential outcomes in three categories - favorable, static, and undesirable -, it is clear that the strong research scenarios lead to more favorable conditions than any other category. These scenarios provide a promising future for tourism in the villages of Urmia. By acknowledging the strengths and limitations present, better planning for rural tourism in Urmia can be achieved. Improving this trend will have a direct and indirect positive impact on the future development of tourism in the region

Abstract

Objective: This research tries to evaluate the tourism destinations of Ardabil and East Azarbaijan provinces from the perspective of the quality of ecosystem welfare and human welfare as two basic pillars of sustainable tourism.
Methods: This review is of the type of applied studies and the analysis of information has been done in a descriptive-analytical way, and Alen Butller's tourism life cycle (TLC) model has been used for their analysisThe statistical population of this research consists of the villages of Zenuzagh, Kandavan and Ashtabin in East Azarbaijan province and the villages of Gazaj, Alvars and Onar in Ardabil province, with a total of 465 households and a population of 1876 people. The size of the sample population in this research is 176 households, which was estimated by Cochran's method. The required information has been collected by the field method and using the questionnaire tool. The selection of the host community for questioning is by systematic random method and the selection of the tourist and visitor community is simple by random method.
Results: The results of this study show that ecosystem and human well-being in tourism destinations are often at a medium level of sustainability and still have a significant distance from the characteristics of stable and completely sustainable destinations, and the emphasis on economic results and incomes causes neglect of natural and Human tourism activities in the studied destinations.
Conclusions: The results of the surveys show that the index of visiting tourist destinations over time can improve the state of ecosystem well-being and human well-being in the destinations, if the village of Kandavan is in a better state of well-being in both the human and natural ecosystem due to the high number of visitors. . Naturally, secondary factors such as improving the level of social awareness and cultural exchange between the host community and the tourist community and social education can be effective in this situation, as in destinations with fewer visits and a lower position of these indicators, it shows another different situation.

Abstract

Objective: The current Research was conducted with the aim of Strategic Analysis of Rural Development Programs held by Basij Sazandegi Organization to formulate a superior strategic matrix.
Methods: The research followed the paradigm of mixed method (qualitative-quantitative) so that collecting data was done by interview and questionnaire tools in the qualitative and quantitative phases respectively. According to the purpose, the research statistical population consisted of two expert’s groups. In order to evaluate the environment of rural development programs, three groups of rural development organizations’ experts, experts from Basij Sazandegi Organization and rural informants (councils and local leaders), were surveyed. Each group consisted of 30 experts. Also, for developing the superior strategic matrix, 8 rural development experts were asked to rate importance of strategies. SWOT technique was used for environmental assessment and the superior strategic matrix was developed through hybrid TOPSIS-ANP method in Super Decisions software environment.
Results: The results of this study revealed that rural development programs exhibited strengths that surpassed their weaknesses, yet they were also confronted with threats. The superior strategic matrix further indicated that among the 10 strategies derived from environmental analysis, the strategy of "coordinating the Basij Sazandegi organization with other stakeholders of rural development in program formulation and reduction of redundancies" emerged as the foremost strategy. Subsequently, the strategies of "collaboration and regular meetings with local leaders for program implementation and evaluation of rural development initiatives" and "partnerships with associations and religious institutions to mobilize manpower and financial resources towards job creation projects" were ranked as the subsequent most important strategies.
Conclusions: In light of the research outcomes, it is recommended to expand the network of collaboration and cooperation with other rural development stakeholders and adhere to a comprehensive and targeted rural development model to enhance the effectiveness of constructive mobilization in RDPs of Basi.

Abstract

Objective: The rural entrepreneurial ecosystem plays a pivotal role in stimulating entrepreneurship and employment in rural areas. By leveraging entrepreneurship in rural regions, it is possible to address the challenges faced by these areas and create dynamic and innovative economies. Despite favorable climatic, geographic, connectivity, and accessibility conditions, Alborz province has experienced inappropriate economic conditions in its rural areas in recent years, including rising unemployment rates, low economic participation rates, and income disparities between rural and urban households. Therefore, this study aims to analyze the status of the rural entrepreneurial ecosystem in Alborz province as a key economic indicator.
Methods: This research was conducted within a quantitative research methodology. Data collection was carried out through a combination of library research and field surveys, with questionnaires being the primary tool in the field. The statistical population comprised the villages of Alborz province, from which a sample of 33 villages was selected. Using the Cochran formula, a sample size of 380 individuals was determined for completing the questionnaires. For data analysis, statistical tests such as chi-square, one-sample t-test, ANOVA, Duncan’s post hoc test, and Kriging interpolation were employed.
Results: The research findings indicate that the rural entrepreneurial ecosystem in Alborz province is in a suboptimal state. Out of the ten key indicator groups examined, including business indicators, financial indicators, educational indicators, human capital indicators, support indicators, market and customer indicators, social indicators, cultural indicators, infrastructure indicators, and innovation, research, and development indicators, only two groups were found to be in a favorable condition, while the remaining eight groups were in an unfavorable state. Additionally, the geographical distribution of the rural entrepreneurial ecosystem's status varies across the province.
Conclusions: The presence of hard infrastructure such as access to transportation networks and urban centers is insufficient on its own to foster the development of an entrepreneurial ecosystem. Concurrently, the development of soft infrastructure, including financial services, education, various support systems, human and social capital, and research and development, must also be prioritized.
