Abstract
Various community groups can play important role in disaster management. Countries with different segments of people directly participate in activities to reduce the risk. Therefore, regarding the role of women's participation in disaster management process and as a part of human society will have an important role in this process, identify and analyze the factors affecting women's presence is essential. However, the central role of women in families and communities remains unknown in most parts of the world specially in planning and managing the disaster. The purpose of this study is to identify and understand the different capabilities of women to participate actively in the cycle of disaster management and providing strategies for increasing women's participation in the prevention, preparedness, response and recovery of probable disasters. This study is an original and practical research. According to the theoretical research, a questionnaire was designed in four parts and it was completed through sampling. The sample population is women living in 22 districts of Tehran. This study implies that there is the low participation rate of women in disaster management among citizens of Tehran. To complete the data, proportional sampling was used and data were analyzed using factor analysis. Using this method, the data and the variables were summarized and the most effective factors were set in the partnership. These factors include disaster management, cultural factors and gender, fatalism, a feeling of power and confidence that the results of the factor analysis was performed using four dimensions. Based on tradition of social research and the findings of previous empirical research on women's participation in disaster management and the factors influencing voluntary participation, contextual condition of social variables (including socio-economic condition, occupation, marital status, number of children and age), as well as religious and fatalistic attitude would studied and evaluated the factors influencing the motivation and willingness to participate as a volunteer in the field of disaster management. The findings show that KMO value was equivalent to 0.74 in four factors of disaster management and the total values of the sector were defined 67.42% of total variance of the variables. KMO value in the sense of power and confidence variables was 0.72 and 65.27% of this segment can be explained by four factors the variability of the variables. In fatalism variable the KMO value was 0.599 and 59.56% of the four factors could explain the variability of variables. Finally, the KMO of socio-cultural norms was 0.71 and 70.52% of the variability of the variables was explained by five factors in this sector. Women cooperation alongside men play a major role in the use and implementation of policies and programs related to accidents. Thus, participation as one of the arguments in crisis management requires people involved in all processes related to the crisis management cycle. Since public participation opportunities and fields are different in societies and in different groups, so, to attract the participation in each group, identifying effective components is essential. Finally, after using factor analysis and extracting four factors, including knowledge of effective crisis management, cultural factors and gender, fatalism, a sense of power and self-confidence were classified. In general, most people do not do any activities in disaster management and their awareness and knowledge does not lead to disaster management needs. Thus, organizational barriers, structural, administrative and educational activities to promote social and cultural constraints are considering strategies promoting women's participation in disaster management cycle.

Abstract
Among the various environmental hazards, flood is the greatest and most important climate crisis which takes every year the lives of thousands people and impose severe damages on human society and environment. Today, it is clear that controlling all hazards, including floods is not possible. Suitable management can only minimize the damages. The literature on natural disasters management indicated that in the process of natural disaster management and their vulnerability mitigation, there are two dominant paradigm: technic-based approach and community-based approach.
Community-based approach welcome the local cooperation and participation in disaster management process and calls for strengthening local capacity through the participation of all individuals and groups at the local level. This approach is not only appropriate to provide solutions for disaster reduction, but build disaster preparedness. Because disaster preparedness planning requires special attention to local participation. In the geographic area of Bashar River Basin, due to the lack of suitable agricultural land and greater quantity of water for rice crop, villages have been built at rivers edge. So that, most of the houses and farms in the villages are located very close to the river. However, these locations are extremely vulnerable to flooding. This study reviews the status of local participation and its impact on reducing flood risks. Also, this research focuses on factors influencing local community trends and choices in the participation rate.
This study is applied research in terms of purpose and uses descriptive-analytical method. According to the nature of the study, data were collected through fieldwork and library research methods using observation, interview, questionnaire and evaluation card techniques. To understand different characteristics of community, Likert scale and one-sample t-test were used and measurement scale for data was ordinal. Also. The method of selective experimental approach based on profit was taken to evaluate the level of different trends in Community's financial participation for reducing detrimental effects of flood. To recognize the community awareness and perception toward flood risk and the probability of its occurrence in the future, the willingness level to participation and to explore the effective factors on villager’s decisions and to utilize modern management techniques the selective experimental approach based on evaluation card and logit model were employed.
The results of statistical analysis showed that in the study area, 86.5% of the community have experienced the damages caused by flooding and forecasted the likelihood of heightened chance of flooding in the future. Finding showed that although the people use traditional methods for managing flood, but they tend to employ modern methods such as dam building for reducing flood risk. This help them to increase the safety factor for their locations and farm lands. In spite of the fact that the villagers expressed the higher safety factor for new management methods such as (dam building, river broadening and preventing the destruction of forest and environment), but it seems that improper functioning, adverse consequences (environmental and socio-economic) of projects implementation (dam building) as well as the inability of villager's financial participation (high cost of this kind of methods), are barriers to using them for lowering the flood risks and damages.
The review of the possible role of some intervening variables to predict local communities' participation in decision-making processes showed that low-income, old age of the samples with high average (47.61) and education with lower average (3.16) are the most important factors influencing community decision making. The results of binominal logit model showed that the proposed variables is significant at the 5% level. If the offer price increase, the chance of residents' acceptance of participation will decrease and vice versa.

Abstract
Prioritization analysis of effective factors in non-participation of local societies in desertification projects (Case Study: Ain Khosh region, Ilam province)
Introduction
Participation in social affairs is a commitment and acceptance of individual and social responsibility that all human beings will have to accept. This commitment and responsibilities may take the form of definite and unlimited activities. By increasing the population and the complexity of the goals and efforts of the human community to advance economic, cultural, social and political goals, we inevitably need partnership and cooperation. Participation means using personal resources to participate in a collective action. The first step is to increase popular participation in desertification initiatives, identify and remove barriers to effective non-participation in project implementation. The main objective of this research is to prioritize the factors affecting the lack of public participation in desertification plans using the FUZZY-AHP method and the Friedman nonparametric test.
Materials and methods
The statistical population of the study consisted of households in Ein-e-Khosh village of Dehloran Ilam and experts of Ilam University and natural resources organization of Ilam province and Dehloran County with more than ten years’ experience in combating desertification issues. In this research, the indexes and sub-indicators related to library studies, questionaire from experts of the university, experts from the Natural Resources Department of Ilam province and Dehloran city, as well as referring to the region and interviews with the residents of the region were identified. Then, the questionnaire designed by the FAHP method evaluated by inconsistency rate and its validity and reliability by Likert scale, and finally tried to prioritizing them based on the following steps. First, the prioritization of the indicators was performed from the expert's point of view using Fuzzy Analytical Hierarchy Process (FAHP). Then, the prioritization of the indicators from the perspective of experts by application of Friedman test and finally, the priority of indices and sub-indicators by the local point of view with Friedman's test.
Results and discussion
The findings of the research showed that the ranking of indices using Friedman's nonparametric test is based on the average rating from the viewpoint of residents of the region, respectively, economic index, design-executive, educational-promotional, and social. Also, this prioritization from the perspective of experts using the FUZZY-AHP test is design-executive, economic, educational, promotional and social priority, respectively. Also, the results showed that in the total of 15 identified subcategories influencing the lack of public participation in combating desertification projects, from the perspective of experts, the sub-design of the design-executive entitled "Short-term, mid-term and long-term non-planning for participation" with the average rating of 11.68 was the most important and the sub-index, "Migration of youth in the countryside" with the average rating of 3.59, is the most insignificant sub-indicator. However, from the perspective of residents in the region, the underlying economic indexes "disregarding people's income as a direct incentive to implement combating desertification projects" with an average of 11.24, the most significant and sub-indicator of the design-executive "lack of full allocation of funds during the implementation of combating desertification projects" with average rating of 5.63 is the most significant sub-indicator, which indicates that economic indicators and design-executive, along with the sub-indexes, are the most important reasons for non-participation of people in combating desertification projects in the study area.
Due to the fact that the indicators and sub-indicators are identified based on the opinions of experts and locals in the study area, this has led to familiarizing the respondents with the research. In this research, the FAHP and Friedman test were used. According to the topic of the research in the field of public participation, the best tool for measuring the comprehensive statistical view of experts including experts and locals with regard to the study area is considered. In the reliability of the FAHP questionnaire, the responsiveness questionnaire has high reliability with regard to the multi-stage and multi-stage couples comparing method and the incompatibility rate test (mean 0.043 inconsistency rate). Cronbach's alpha test was used for Likert scale questionnaires. Results (Cronbach's alpha = 0.83) showed that the questionnaire had acceptable reliability. So, results is in consistence with other researchers' findings, including Saleh Pourjem et al. (2017).
Conclusion
According to the results obtained from prioritization, it has been shown that in the subject of participation, in spite of the difference between the views of experts and the people of the region, in some cases, the main priorities in the discussion of non-participation are almost similar; these results are consistent with the studies of previous researchers such as Saleh Pourjem et al. (2017).
It is suggested that the removal of obstacles to public participation in combating desertification projects be put on the agenda of trusteeship organizations and public participation in all stages of design, implementation and future protection in the combating desertification projects will be considered.

Abstract
Changes in the hydrological response due to climatic parameters and human induced activities can be derived from indicators based on the analysis of flow duration curves. The purpose of this research is to determine the flood and the low flow parameters using the flow duration curves. The trend detection technique can be used as a useful tool in deterimining the temporal changes of the different hydro-meteorological parameters. The river gauge stations of the Ardabil province were used for the analysis of high and low flow occurrence in this study. The spatial variations of the flood events can be used as a preliminary guideline for the prioritization of the watershed in the vulnerability assessment and management-oriented measures. Also, the assessment of low flow condition is a useful tool in the allocation of environmental flow allocation and utilization of river surface water resources.
Methodology:
In this research, temporal and spatial changes of Q10, Q50, Q90, Q90/50 and Lane indices in 31 hydrometric stations of Ardabil province during the period from 1993- 2014 were evaluated. The flow duration curve of each river gauge stations was derived. The flow duration curves also were plotted based on the dimensionless flow divided by the mean discharge and the upstream area of each river gauge station. Also, the temporal variations of the of Q10, Q50, Q90, Q90/50 and Lane indices were analysed using non-parametric Man Kendall trend test. Then the significant level of upward and downward trend directions were determined. In this study, the results of 5 river gauge stations were presented as example based on the the river flow ranges, which includes low, medium and high river flow discharge (Hajahmadkandi, Nanakaran, Shamsabad, Polesoltani, and Booran).
Results:
Based on the results, the trend of Q10 (Flood flow index) was significant at the stations located on the main trunk of the Qarehsou river. Meanwhile the Q50 (average flow index) has a significant decreasing trend in most of the studied river gauge stations. In addition, Q90 and Q90/50 indices have a significant decreasing trend in most stations. In addition, Q90 and Q90/50 indices had a significant decrease at (p<0.05) regarding the Lane index as a flood related indicator in the Arbabkandi and Dostbeglo stations, which are affected by the dam construction there is a significant decreasing trend.
Conclusion:
I summary, the values of flood flow index in the upstream rivers of the Ardabil province had a increasing trend.

Abstract
Desertification is a complex issue, which is caused by both natural processes and human activities. This includes land degradation due to various factors such as wind and water erosion, destruction of vegetation and reduction of water resources. Sustainable human development depends on three key elements: people, resources and participation. The purpose of this research is to identify the criteria and indicators that affect the non-sustainable participation of rural communities in desertification plans, to prioritize these criteria and indicators based on the local residents' point of view, and to provide solutions to increase the participation of villagers. The communities in the desertification plans of this research are the villages of Ghayasabad, Shorkazi and Mohsen Abad in Garmsar city, which have existing plans for desertification. After the initial evaluation of the areas, talking with the local residents, appropriate criteria and indicators for preparing the questionnaire were determined and distributed among the people. In order to analyze the questionnaires, the Friedman test was used to prioritize the indicators. The results showed that educational criterion is the most important criterion of non-participation of people in desertification projects from the point of view of local communities (2.69 rank) and social (2.63), economic (2.35) and Planning (2/33) from the point of view of local communities were prioritized in the next stages. Also, Friedman's test showed that, from the point of view of local communities, the index of non-use of local promoter groups, with an average rank of 11.72 and 10.33, respectively, is the most important index affecting people's non-participation in desert projects. were detected.
