fa اثر تمرکززدایی مالی نسبی بر رشد اقتصاد منطقه‌ای ایران رشد و توسعه و سیاست های کلان رشد و توسعه و سیاست های کلان كاربردي Applicable <p align="justify">تمرکززدایی مالی به سبب واگذاری امور به سطوح پایین تر دولت، سبب افزایش کارایی در ارائه خدمات و دسترسی بهتر افراد به کالاهای عمومی در اقتصاد می‌شود. در ایران با توجه به برنامه‌های پنج ساله توسعه، ایجاد و گسترش ساختاردراستان‌ها برای تخصیص بودجه‌های استانی، حرکت کلی تمرکززدایی مالی در بعد هزینه‌ها است، تا استان‌ها خود بتوانند مسئولیت پروژه‌های عمرانی استانی بیشتری را در اختیار بگیرند. هدف این تحقیق بررسی اثرات تمرکززدایی مالی نسبی بر رشد اقتصادی منطقه‌ای ایران است. شاخص تمرکززدایی مالی نسبی نسبت تملک دارایی سرمایه‌ای استانی به تملک دارایی سرمایه‌ای دولت در نظر گرفته شد تا در چهارچوب مدل رشد سولو در مورد اثرات تمرکززدایی بر رشد اقتصادی تحقیق شود. نتایج تحقیق بر اساس داده‌های 30 استان کشور در فاصله سال‌های 1379 تا 1386 بر اساس تخمین پانل دیتا نشان می‌دهد؛ تمرکززدایی مالی نسبی دارای یک رابطه غیر خطی (محدب شکل) با رشد اقتصاد منطقه‌ای است که نشان دهنده وجود حد بهینه‌ در ایران است.</p> <p align="justify">Fiscal decentralization that is considered a transfer of responsibilities that associated with accountability to sub – national governments, increases efficiency and providing better access to public goods in the Economy. According to the five-year development plans of Iran creating and allocating structure for provincial budgeting, fiscal decentralization generally is moving in the costs of its Provinces in order to give more responsibility to the provincial development projects. The aim of this study is an investigation of effect for partial fiscal decentralization on regional economic growth of Iran. Fiscal decentralization index is proportion of provincial's capital assets to government's capital assets, So this researches the effects of decentralization on economic growth in the framework of Solow's growth model.
