چکیده: (645 مشاهده)
رشد شتابان جمعیت تهران و نیاز روافزون به زمین برای پاسخگویی به نیازهای سکونت، فعالیت، خدمات شهری و مانند آن، سبب پیشروی شهر در زمینهای حریم و تغییر چشمگیر و سریع کاربری این زمینها شده است. هدف این مقاله بررسی این تحولات و آینده نگری آن در حریم منطقه 22 شهرداری تهران است. روش تحقیق، توصیفی- تحلیلی است و ماهیتی کاربردی دارد. اطلاعات مورد نیاز از منابع اسنادی و کتابخانه ای به دست آمده و به استناد آنها روند تغییرات و وضعیت موجود به شکل کیفی و توصیفی، تحلیل شده است. برای شناسایی پیشرانهای تغییرات آینده، مدل -تفسیری ساختاری در نرم افزار میکمک اجرا گردیده است. در این راستا، با مراجعه به ادبیات تحقیق، تمامی کاربریها و فعالیتهای حریم شهرها (64 کاربری و فعالیت) استخراج و فهرست شده و با اجرای روش دلفی با شرکت 8 نفر خبره مسائل حریم، 25 کاربری محتمل تعیین شده اند و پس از تکمیل ماتریس مربوط با درج نزدیک ترین عدد صحیح به میانگین ارزیابی خبرگان، خروجی نرم افزار مبنای تحلیل قرار گرفته است. یافته ها نشان دادند که پیش از تشکیل منطقه 22 شهرداری در سال 1371، محدودی شهری منطقه یادشده که حریم وقت شهر بوده، بر مبنای طرح جامع و طرحهای بالادستی دیگر، به سرعت با استقرار کاربریهای بزرگ مقیاس فراشهری چون کاربریهای ورزشی، پژوهشی- آموزشی، تفریحی و نظامی و نیز کاربریهای مجموعه های شهرکی و سکونتگاهی از حالت زمینهای کشاورزی و بایرخارج شده و پس از این سال نیز با شهرک سازی، توسعه فضاهای سبز و تفریحی، کاربریهای نظامی، پژوهشی- آموزشی و توسعه راهها بقیه فضاهای خالی ، تغییر کاربری داده اند. تحلیل پیشرانها نیز نشان داد که در آینده، از مجموع 25 کاربری محتمل، جنگل کاری، طبیعت گردی، ویلاسازی، احداث بوستان، فروشگاههای بزرگ، اماکن نظامی، اماکن ورزشی و کاربری حمل ونقل، بیشترین تاثیر را بر تغییرات ساختاری-کالبدی حریم خواهند داشت.
